The Stakeholder Engagement and Liaison Specialist will support the formulation of the GEF-8 project document in Viet Nam, focusing on sustainable fisheries development and biodiversity conservation. The role involves stakeholder mapping, engagement planning, institutional arrangement analysis, and compliance with national regulations.

Responsibilities

  • Support the mapping of stakeholders according to their relevance to the project deliverables during PPG and their expected roles during project implementation
  • Contribute to the Stakeholder Engagement Plan; research and list out all relevant stakeholders, map relevant stakeholders with appropriate engagement modality, support the team in building a timeline and planned activities for engagement
  • Together with the PPG team, map the current institutional arrangements and the community architecture in the target landscapes
  • Support FAO and Operational Partner in establishing the optimal implementation arrangement and addressing comments/ feedbacks from relevant Departments as well as related Ministries; harmonizing requirements, rules and regulations of multiple stakeholders
  • Review the draft GEF project document
  • Develop the ProDoc (Vietnamese version) and it annexes as required by Decree 242/2025/NĐ-CP, that details further how the project will be established at country level to comply with the Government’s ODA management regulations
  • Participate in field visits and workshops as required throughout the PPG process
  • Undertake other tasks as agreed

Requirements

  • University degree in Fisheries, Aquaculture, State management or related fields
  • At least 5 years of professional experience in the aquaculture and fisheries sector or ODA projects management or a related field in Viet Nam
  • Working knowledge English and Vietnamese
  • National of Viet Nam or resident in the Country with a valid permit
  • Demonstrated experience in organizing and facilitating multi-stakeholder consultations/workshops
  • Demonstrated experience with the Viet Nam’s project approval process under the relevant Decrees (114, 242, etc.)
  • Good understanding of institutional frameworks and knowledge of the Viet Nam aquaculture and fisheries sector
  • Previous experience working on GEF projects preferred
  • Relevant experience in working in multidisciplinary and multicultural teams, particularly in multilateral organizations
  • Experience in working with partners in Viet Nam at all levels (Ministries, provinces, private sectors, etc.)
  • Proven ability to deliver quality outputs working under tight deadlines
