National on Animal Health Expert

The Animal Quarantine Risk Management Expert will provide technical support and advisory services to strengthen Indonesia’s animal quarantine risk management system, including developing a standardized capacity-development module on animal quarantine risk management. The role involves reviewing existing materials, assessing capacity needs, developing training modules, and supporting practical application in the field.

Responsibilities

• Review relevant existing animal quarantine risk management, surveillance, early warning, and risk assessment materials, guidelines, and training resources available within FAO, IQA, and other relevant institutions
• Identify key capacity and technical gaps to be addressed through a standardized animal quarantine risk management module
• Provide technical and operational support in preparing draft training materials based on established technical guidance and instructions from the designated supervisor, covering risk forecasting and analysis, epidemiological trends and disease risk assessment, disease surveillance and interpretation of relevant information, early warning and risk-based decision-making
• Develop practical case studies, exercises, tools, or other learning materials to support the application of the module in the animal quarantine context
• Assist in compiling and documenting technical comments and inputs provided by the supervisor and designated technical experts for consideration in the preparation of the training materials and ensure its technical relevance and practical applicability
• Prepare a final report documenting the development process, consultations undertaken, key findings, final outputs, and recommendations for the future use and application of the module

Requirements

• Advanced university degree in animal health and/or veterinary sciences
• A minimum of 5 years of professional experience in animal health, veterinary epidemiology, animal disease prevention and control, biosecurity, or animal quarantine risk management, preferably in a technical advisory or consultancy capacity
• Working knowledge of English and Bahasa Indonesia
• National of Indonesia or resident of the country with a valid work permit
• Demonstrated knowledge and understanding of animal quarantine systems, risk-based animal health management, epidemiological surveillance, disease risk assessment, and relevant international standards and guidelines
• Demonstrated experience in developing training modules, technical guidelines, or capacity-development materials for quarantine officers, veterinary professionals, government authorities, or other relevant stakeholders
• Proven experience in translating technical and epidemiological concepts into practical training materials, tools, case studies, or exercises
• Experience working with multidisciplinary teams and government institutions, particularly in animal health, veterinary, epidemiological, or quarantine-related programmes
• Strong analytical, communication, and coordination skills, with the ability to consult with technical stakeholders and incorporate feedback into practical outputs
• Demonstrated ability to prepare clear technical and training materials
