The National Gender, Environmental and Social Safeguards Specialist will support the formulation and implementation of GEF projects in Viet Nam, focusing on gender, environmental and social safeguards. The role involves supporting project documentation, monitoring implementation of safeguard plans, and liaising with partners to ensure compliance with FAO ESS rules and procedures.

Responsibilities

  • Support the formulation of Environmental and Social Assessment (ESA), Environmental and Social Management Framework (ESMF) / Environmental and Social Management Plan (ESMP), Stakeholder Engagement Plan (SEP), Gender Action Plan (GAP), Grievance Redress Mechanism (GRM), and Indigenous Peoples Plan (IPP) where applicable for ongoing projects
  • Monitor and collect information on the implementation of safeguard plans for Project Progress Report (PPR) and Project Implementation Review (PIR)
  • Update project risk management plans if new risks are identified
  • Liaise with Safeguards and Grievance Focal Point and RAP Safeguard Taskforce to ensure alignment with FAO ESS rules and procedures
  • Provide regular training to project team and service providers
  • Compile gender analysis and support development of Gender Action Plan for pipeline projects
  • Support drafting of project document sections relevant to gender and socio-environmental elements
  • Ensure gender considerations are mainstreamed throughout project design and implementation
  • Identify potential negative implications/risks and mitigation solutions
  • Identify environmental risks and social concerns for pipeline projects
  • Support development of safeguarding instruments including ESA, ESMF/ESMP, SEP, GAP, GRM, and IPP
  • Review institutional requirements, roles and responsibilities for ESMF/ESMP implementation
  • Support capacity building arrangements and technical assistance for environmental and social due diligence
  • Estimate budget for implementation of ESMF/ESMP
  • Compile and analyse data on ethnic minorities and support engagement plan development

Requirements

  • University degree (Bachelor or Master) in Sociology, Anthropology/Environmental Management or related field
  • At least 5 years of progressively responsible professional experience in environmental and social safeguarding
  • Working knowledge in English and Vietnamese
  • National of Viet Nam or resident of the country with a valid work permit
  • Previous experience working on GEF projects or other international donors’ projects preferred
  • Relevant experience in working in multidisciplinary and multicultural teams, particularly in multilateral organizations
  • Experience in working with partners in Viet Nam at all levels (Ministries, provinces, private sectors, etc.)
  • Good command of computer skills
  • Good research, analysis, and report writing skills
  • Proven ability to deliver quality outputs working under tight deadlines
