See your match score & applyThe Monitoring and Evaluation Specialist will lead the design, implementation and continuous improvement of the project's Monitoring and Evaluation (M&E) System and Plan to ensure effective monitoring of project implementation, achievement of expected results, timely reporting, evidence-based decision-making, and compliance with FAO and Green Climate Fund (GCF) requirements. The role supports the PNG REDD-plus Results-Based Payments project by managing M&E activities, data analysis, reporting, and coordination with stakeholders.
Responsibilities
- Lead the monitoring and evaluating project outputs, outcomes and impacts through data collection, analysis and reporting, contributing to informed decision-making on climate-related interventions and ensuring alignment with GCF, UNSDCF, SDG, and CPF indicators.
- Design, validate and implement the project's Monitoring and Evaluation (M&E) Plan to enable tracking of progress towards project objectives, targets and results, in accordance with the Project's Logical Framework Matrix (LFM), Project Environmental and Social Management Plan, Gender Action Plan, and the Annual Work Plan.
- Support the monitoring and reporting of project budget implementation by providing relevant M&E data and analysis, as required.
- Manage and maintain the web-based Monitoring and Evaluation (M&E) system, ensuring timely and accurate data collection, entry, validation, quality assurance, analysis, and reporting.
- Support the Project Management Unit (PMU) during the Project Inception Phase providing technical inputs and mainstreaming M&E elements into the updated Project Theory of Change and other relevant elements for the project implementation.
- Support the integration and maintenance of the project Logical Framework and relevant implementation information in the FAO Field Programme Management Information System (FPMIS), including providing inputs to facilitate updates on project implementation and budget information, as required by the Budget Holder.
- Identify and implement early warning mechanisms for risks and continuous improvement, anticipate potential implementation challenges and assess risk mitigation measures and adjustments to improve coordination and implementation at national and regional levels.
- Coordinate and support field monitoring missions undertaken by the PMU, Lead Technical Officer and Green Climate Fund representatives, ensuring documentation of findings, follow-up actions and lessons learn
- Support the National Coordinator in preparation of monitoring data, performance analysis and documentation required for the Project’s Annual Performance Report (APR) for the Green Climate Fund, as well as the Semi-Annual Progress Reports for the Project Board.
- Support the Communications Unit by providing data for the development of evidence-based communication products.
- Prepare materials and participate in external audit processes, the Mid-Term Evaluation, and the Final Evaluation of the Project, and design strategies to address recommendations and findings resulting from such audits and/or evaluations.
- Coordinate actions related to project completion and closure, including the timely resolution of outstanding commitments, final disposition of project assets, and submission of the final report.
- Coordinate with FAO's M&E officers at regional and headquarters levels and ensure compliance with FAO corporate monitoring standards and protocols from PNG Government and GCF.
Requirements
- University Degree in Economics, Environmental Science, Forestry, Natural Resource Management, Development Studies, Project Management, Monitoring and Evaluation, Statistics, or a related field.
- At least 5 years of relevant experience in monitoring and evaluation, results-based management, or performance monitoring of development projects, preferably donor-funded programmes.
- Working knowledge (C1) of English.
- National of Papua New Guinea.
- Work experience in more than one location or area of work, particularly in field positions, is desirable.
- Extent and relevance of experience in working with intergovernmental bodies and multidisciplinary teams.
- Extent and relevance of experience in designing and implementing monitoring and evaluation systems for development programmes and projects.
- Extent and relevance of experience in results-based management, including the development of logical frameworks, indicators and results frameworks.
- Extent and relevance of experience in data collection, analysis, performance monitoring and preparation of donor reports, preferably for GCF, GEF, UN agencies or other international development partners.
- Extent and relevance of experience in using statistical software (e.g. R, STATA, SPSS) and other data analysis and visualization tools (e.g. Power BI, Tableau, Excel) for monitoring, evaluation and reporting.
- Extent and relevance of experience using monitoring information systems and project management platforms, including FPMIS or similar systems.
- Experience working with GCF, GEF, UN or other international development projects is highly desirable.
- Familiarity with climate change, REDD+, forestry, natural resource management or environmental programmes would be an asset.
- Demonstrated experience in establishing and maintaining partnerships, including government institutions and agencies.
- Demonstrated ability to formulate, draft and finalize clear technical and policy documents, guidelines and manuals, in English.
- Demonstrated ability to analyse data, prepare technical reports, and communicate monitoring results to diverse stakeholders.
- Excellent communication skills and ability to present complex topics to a variety of technical and non-technical audiences.
