The consultant will support talent management related activities and initiatives within the Human Resources Division at FAO headquarters in Rome. Responsibilities include providing advice on talent management initiatives, supporting implementation of learning and performance programmes, contributing to system transitions, and assisting in policy development and continuous improvement of HR processes.

Responsibilities

  • Provide advice and guidance to supervisors and staff members on talent management initiatives, policies, procedures and tools, including performance management, skills-related projects, and learning and development activities.
  • Respond to enquiries from supervisors and staff members on talent management processes and procedures, providing guidance and escalating complex or policy-related matters to the appropriate HR Officers, as required.
  • Support the implementation and rollout of talent management initiatives, including learning, performance and skills-related programmes, and provide guidance to divisions, offices and centres (DOCs) on their application, as required.
  • Provide support to supervisors and staff members in addressing performance-related matters, including advising on and monitoring the implementation of Performance Improvement Plans (PIPs), as appropriate.
  • Monitor and track talent management activities, in particular those related to performance management, ensuring timely follow-up on key milestones, deadlines, deliverables, and related actions.
  • Contribute to the transition to Oracle Human Capital Management (HCM) learning and performance modules, including system refinement, process enhancements, user support and development of training materials.
  • Contribute to skills architecture and workforce capability initiatives through the development and maintenance of relevant documentation, reports, communication materials, dashboards and knowledge resources.
  • Prepare and analyse communications, briefing materials, training resources, statistics, reports and other outputs to support talent management programmes and initiatives.
  • Research emerging trends and good practices in learning, performance and talent management, and recommend innovative approaches, tools and methodologies to support the Organization's integrated talent management strategy.
  • Collaborate with HR teams across the Organization to ensure OneHR approach and promote the advancement of corporate talent management priorities.
  • Contribute to the review, development and updating of policies, frameworks, guidance materials and related documentation under the purview of the Talent Management Branch.
  • Identify opportunities to enhance talent management processes, systems, tools and templates, and contribute to their continuous improvement and effectiveness.
  • Support the planning, organization and delivery of workshops, consultations, briefings and other talent management activities, including coordination with relevant stakeholders and follow-up on agreed actions as required.

Requirements

  • Advanced university degree (Master’s degree level or equivalent) from an institution recognized by the International Association of Universities (IAU)/UNESCO in human resources management, adult education, psychology, organizational development, law, business administration with focus on human resources, organizational development or a related field.
  • Candidates with a bachelor's degree need two additional years of relevant professional experience.
  • Minimum of one year (level C) or of five years (Level B) or of ten years (level A) of relevant experience in human resources with a focus on talent management, preferably with an international organization context.
  • Working knowledge (proficient - level C) of English.
  • Extent and relevance of experience in talent management, including performance management, learning and development, workforce capability, skills development, or related human resources initiatives.
  • Extent of organizational, planning and coordination skills, with the ability to manage multiple priorities and deliver outputs within established timelines.
  • Ability to analyse HR-related issues and propose practical solutions.
  • Extent of knowledge of HR information management systems, particularly learning, performance management and talent management modules.
  • Proficiency in information technology applications and tools, such as Microsoft Excel, PowerPoint, PowerApps and other relevant digital solutions.
  • Extent of experience in data analysis, reporting and data visualization using tools such as Oracle Analytics, Power BI or similar platforms.
  • Strong analytical, communication and stakeholder engagement skills, with the ability to work effectively with diverse audiences.
  • Excellent written and verbal communication skills, supported by strong interpersonal, client service and relationship-management abilities.
  • Relevance of experience in conducting research, gathering information and identifying good practices to support the continuous improvement of HR programmes, processes and tools.
  • Working knowledge (proficient – Level C) of another FAO official language is considered a strong asset.
  • Good knowledge of FAO's mandate and structure is considered an asset.
  • A recognized HR professional certification is considered an asset.
