The Programme Assistant plays a key role in coordinating programme and project support services for the office. The role involves a wide range of activities related to programme, planning, and budgeting, requiring in-depth analytical and interpretative skills of policies, procedures, and practices in these areas. The incumbent provides guidance to office managers and staff on procedures.

Responsibilities

  • Coordinate the preparation, presentation, revision, and monitoring of the division/office/centre budget, including tracking and communicating information on its execution.
  • Coordinate, review, and analyze periodic budget reports as applicable.
  • Collect and synthesize data from organizational and office databases to facilitate analysis of programmes, projects, or activities and for preparation of periodic or ad hoc management reports.
  • Monitor projects and maintain and retrieve reference materials, documentation, data, and information related to programming.
  • Compile and monitor various reports on human resources planning and expenditures, use of non-staff human resources, communication and publication plans, IT plans, and travel programmes.
  • Sort incoming correspondence to determine issues requiring further attention and draft related correspondence.
  • Contribute to knowledge strengthening and sharing within the division/office/centre by training staff and informing budget managers on administrative, budgetary, planning, programming, and financial procedures and processes.
  • Review existing processes and make recommendations to improve project and programme administration procedures.
  • Perform other duties as required.

Requirements

  • Level of education equivalent to completion of secondary school.
  • Five years of experience in administrative, financial, planning, programming, and budgeting activities.
  • Practical knowledge of English (fluent – level C).
  • Intermediate knowledge of French (level B).
  • Good knowledge of MS Office applications, internet, and office equipment.
  • Candidates must be nationals of the duty station country or possess a valid work visa/permit and reside within commuting distance of the duty station at the time of application.
  • Knowledge of FAO and/or UN field programme management procedures and guidelines is desirable.
  • Practical knowledge of French (fluent – level C) is desirable.
  • Strong knowledge of the Organization's information systems.
  • In-depth knowledge of programme and budget processes and procedures.
  • In-depth knowledge of common financial and administrative rules and regulations.
  • In-depth knowledge of communication and documentation standards.
