Technical Specialist (Protection)

The Technical Specialist (Protection) supports the development, implementation, and technical coordination of the FCDO funded consortia programme in Sudan. The role involves coordinating high-quality technical services, enhancing risk mitigation, response and prevention activities, capacity building, and ensuring safeguarding mechanisms are in place.

Responsibilities

• Provide coordination and direction to the Consortium on technical activities
• Ensure the consortium has a coherent technical strategy that responds to the requirements of people the project intends to support, with necessary safeguarding measures in place
• Provide regular technical support and guidance to Consortium Technical focal points to strengthen the capacity of protection teams in delivering high quality GBV mitigation, prevention and response
• Coordinate, harmonise and roll out GBV case management SOP and related tools in alignment with Sudan GBV AoR guidance
• Enhance GBV prevention efforts through coordination of contextualizing and overseeing social norm methodologies
• Support partners in the set up and development of WGSS SoPs, use of PSS curricula, gender-sensitive awareness raising messaging and community engagement
• Ensure capacity and awareness on GBV referrals across protection teams and other sector teams
• Coordinate and harmonise coaching, mentorship, and trainings required for implementation ensuring ToR and monitoring is in place
• Undertake field visits to monitor quality of implementation and provide technical advice and capacity building
• Ensure ethical, consistent and sound data collection management systems for GBV protection activities in collaboration with PIM Specialist
• Support adoption of standardized methodologies related to GBV including monitoring and evaluation mechanisms
• Review and collate technical activities for donor and external reports
• Provide ongoing analysis on key protection issues in Sudan
• Identify challenges and risks related to GBV programming and escalate when needed
• Serve as PSEAH/Safeguarding focal point for the consortium management unit
• Lead coordination and delivery of participatory training materials and capacity building for consortium members
• Deliver and monitor trainings on Safeguarding, PSEAH and responding to GBV disclosures
• Assess training needs and develop capacity building plans for protection downstream partners
• Establish processes, systems and learning events within the consortium in collaboration with MEAL Co
• Contribute to development and implementation of the HOPE project and harmonization of tools, SOPs and guidelines with focus on GBV
• Monitor technical work plan and ensure adherence to GBV minimum standards and approved logframe
• Provide strategic recommendations on linkages for GBV programming with other sectors
• Develop GBV risk analysis contributing to wider Protection Analysis
• Support development of guidance on communication with communities and participatory approaches
• Maintain overview of project risks and ensure mitigation measures are in place
• Oversee analysis of joint protection data and support development of reports and dashboards
• Support set-up of harmonized protection information management system for data sharing and coordination
• Review and support consolidation of technical components for donor reporting
• Lead coordination of GBV Technical Working Group within the consortium
• Facilitate and coordinate consultations, workshops and meetings acting as focal point on GBV issues with donor
• Act as technical point for donor visits and support Chief of Party with technical talking points
• Coordinate joint technical work plans and link to advocacy interventions
• Coordinate technical contributions of consortium partners ensuring regular feedback and adjustments
• Participate and represent in GBV AOR, PSEAH Network and other relevant bodies
• Coordinate internally and externally to ensure updated service mapping for effective referrals
• Ensure consortium work is coordinated with other agencies addressing vulnerable communities' needs
• Feed into national clusters via Technical focal points regarding context, needs and coordination possibilities
• Ensure collaborative approach empowering local actors in decision-making

Requirements

• University degree relevant to humanitarian work, preferably in law, social work, gender studies, social sciences or humanitarian aid
• Proven experience of at least 5 years in humanitarian protection and GBV programming in Sudan
• Experience in undertaking gender analysis using secondary data and developing gender sensitive assessments and monitoring tools
• Knowledge of and experience with Information Management for GBV including understanding of conducting data collection within case management and community engagement activities, and data analysis
• Proven experience in capacity building on Psychological First Aid (PFA) and Psychosocial Support (PSS) at level 3 of IASC MHPSS pyramid, in accordance with Interagency GBV Case Management Guidelines
• Experience providing technical guidance, developing and delivering participatory training/capacity building
• Understanding of PSEAH/Safeguarding concepts and mechanisms
• Experience in report writing, data/information analysis, and MEAL with excellent writing skills in English
• Proven strong communication, coordination negotiation, and representation skills
• Strategic analytical thinker with the ability to quickly develop good insight and understanding of the conflict, protection situation and the political environment of the programme
• Knowledge of Gender and Protection mainstreaming, AGD, PwSN and AAP approaches; with knowledge of International Humanitarian and Human Rights Laws and International standards relating to the protection of IDPs and refugees preferred
• Able to work confidently using his/her own initiative whilst also able to work flexibly with a diverse team which is remotely based - preferably experience working in a consortium environment
• Highly organized individual, motivated with the ability to travel to conflict affected areas
• Fluency in English and Arabic (written and spoken)
• Ability and willingness to travel to areas of implementation (currently within North Darfur, Central Darfur and North/South Kordofan, Khartoum) – therefore holds a valid passport
