Roving Emergency Advisor – Humanitarian Disarmament & Peacebuilding (emergency roving)

The Roving Humanitarian Disarmament and Peacebuilding Advisor will join the EMPACT team to ensure rapid and appropriate Humanitarian Mine Action and conflict sensitive emergency response according to the DRC emergency framework. The role involves leading assessments, designing and implementing emergency response activities, and supporting local partners and stakeholders in emergency situations.

Responsibilities

• Assess the relevance and feasibility of establishing a specific DRC HMA emergency response and consider possible integration with other sectors.
• Lead on the design and implementation of rapid and standard conflict analyses to inform a conflict sensitive response in emergency situations.
• Design, plan, implement, evaluate, and adapt DRC HDP emergency response activities including Emergency Explosive Ordnance Risk Education (EORE), Conflict Preparedness and Protection (CPP), Explosive Hazard Assessment (EHAs), marking, Explosive Ordnance Disposal (EOD), and support for EO survivors and indirect victims.
• Develop operational strategies, workplans, budgets, and contingency plans to ensure timely and effective emergency response with high safety and security standards.
• Support identification, capacity assessment, strengthening, technical assistance provision, and monitoring of local HMA partners and stakeholders to promote a locally led emergency response.
• Liaise proactively and build good rapport with local authorities, community representatives, and other stakeholders, supporting their capacity-building through ongoing support and coaching.
• Participate in relevant coordination fora and external engagement and advocacy efforts related to emergency HMA response and contribute to global advocacy efforts.

Requirements

• Minimum 5 years’ previous experience in Humanitarian Mine Action (HMA) and full understanding of its technical requirements.
• IMAS EOD 3 qualifications as minimum and previous work experience as an Operations Manager.
• Proven management experience gained in a range of settings including emergency contexts/insecure environments.
• Experience with accreditation to IMAS standard.
• Proven record of training national staff and ability to train and mentor national counterparts.
• Diplomatic, patient and persistent.
• Fluency in written and spoken English, French is desirable.
• Good knowledge of Word and Excel.
• Willingness to embrace and further develop overall objectives such as gender equity, impact monitoring, and cross-sector cooperation.
• IMAS EOD 3 qualifications.
