Protection Officer-Prevention

The Protection Officer – Prevention supports and supervises the implementation of DRC's General Protection prevention activities in Rakhine State. The role involves technical and operational support to Protection staff and Focal Points, strengthening community-based protection mechanisms, conducting protection monitoring, and ensuring activities align with DRC standards and donor requirements.

Responsibilities

• Support planning, coordination and implementation of General Protection prevention activities across targeted locations
• Provide technical guidance and supervision to Protection staff and Protection Focal Points on protection awareness and community engagement
• Ensure protection awareness sessions are participatory, contextually appropriate, inclusive, conflict-sensitive and accessible
• Ensure communities receive accurate, timely and safe information on protection risks, services, referral pathways, rights and assistance
• Identify gaps in protection information and prevention programming and recommend responses
• Tailor prevention activities to the operational context in Rakhine State
• Coordinate and provide technical oversight for regular protection monitoring
• Conduct and support FGDs, KIIs, direct observations, community consultations and other monitoring activities
• Guide field staff conducting monitoring activities
• Identify and prioritize locations, population groups, information gaps and protection issues for monitoring
• Ensure compliance with SOPs, ethical principles, confidentiality, data protection and Do No Harm
• Validate monitoring data and follow up on corrections
• Analyse monitoring data to identify concerns, trends, risks and programme implications
• Prepare monthly draft Area Office Protection Monitoring Report
• Communicate urgent protection concerns through internal escalation pathways
• Support establishment and functioning of Community-Based Protection Groups and community protection structures
• Facilitate meetings, discussions and capacity-building with Community-Based Protection Groups and PFPs
• Support communities to identify and analyse protection risks and capacities
• Facilitate development and implementation of Community Action Plans
• Monitor and document progress, challenges and lessons learned
• Promote meaningful participation of marginalized or at-risk groups in community protection initiatives
• Conduct regular field visits to supervise activities and provide coaching
• Provide day-to-day technical support to field staff and PFPs
• Review workplans, reports and monitoring forms
• Support staff to develop realistic workplans aligned with project targets
• Identify capacity gaps and support capacity-building
• Promote consistent quality standards across project locations
• Support remote supervision when physical access is restricted
• Coordinate with other DRC Protection components and sectors to ensure complementarity
• Liaise with protection actors, partners, community representatives and stakeholders
• Support Protection coordination mechanisms and contribute analysis
• Identify opportunities for joint initiatives with relevant actors
• Ensure coordination respects confidentiality, data protection and Do No Harm
• Prepare accurate and timely updates on prevention and monitoring activities
• Maintain organized records of protection monitoring findings and related activities
• Ensure data collection and management comply with DRC policies and confidentiality
• Provide timely contextual updates and protection analysis
• Recommend adjustments based on changing conditions
• Ensure activities are conflict-sensitive and adapted to local dynamics
• Ensure compliance with DRC's Code of Conduct, safeguarding, PSEA and data protection policies
• Promote safe, dignified and inclusive protection activities
• Promote community feedback and complaints mechanisms
• Report safeguarding and serious protection concerns through established channels
• Ensure confidentiality and informed consent during monitoring activities
• Pay attention to safety of vulnerable individuals in community activities
• Work collaboratively with Protection team and support a positive team environment
• Support colleagues during high workload or emergency response
• Participate in team meetings, planning and capacity-building
• Share learning and good practices across project locations
• Support Protection Project Manager/Team Leader with programme quality and emergency response tasks
• Undertake other protection-related duties as assigned
• Support DRC's emergency response and scale-up activities
• Maintain flexibility to work across different locations and modalities

Requirements

• University (BA/BSc) degree in relevant field
• At least 2 years of relevant experience in protection, community-based protection, humanitarian programming, protection monitoring or related areas
• Demonstrated experience working in complex humanitarian, conflict-affected or displacement contexts
• Practical experience conducting FGDs, KIIs, direct observations, community consultations and protection monitoring
• Experience working with community-based protection structures, working with community-based groups, or local organizations
• Experience facilitating community action planning and supporting community-led protection initiatives
• Experience supervising or technically supporting field-based staff is highly desirable
• Experience with KOBO or similar digital data collection and monitoring systems is desirable
• Strong report writing, analytical and documentation skills
• Fluency in Burmese and English is required
• Ability to communicate effectively with communities, field teams, local partners and humanitarian stakeholders
• Strong interpersonal, facilitation, negotiation and communication skills
