The Program Officer (Grants and Partnerships) supports the development and implementation of DRC Lebanon's partnership and localization agenda. The role strengthens strategic partnerships with local and national organizations, leads capacity-strengthening initiatives, and manages administrative aspects of partnerships and grants to ensure quality programme implementation and sustainable partner growth.

Responsibilities

  • Lead partner capacity assessments in collaboration with technical sectors, MEAL, Grants and Partnerships, Finance, Supply Chain and HR teams.
  • Coordinate the development and implementation of partner capacity-strengthening plans based on identified needs and organizational priorities.
  • Conduct technical, organizational and programmatic capacity assessments and gap analyses with support from CP/GBV Specialist, Protection Manager, Grants and Partnerships Coordinator.
  • Develop capacity-strengthening frameworks, learning pathways and monitoring tools with support from CP/GBV Specialist and Grants and Partnerships Coordinator.
  • Coordinate delivery of trainings, coaching, mentoring and accompaniment initiatives for partners.
  • Support technical specialists in rolling out sector-specific capacity-building initiatives.
  • Establish mechanisms to monitor progress in partner capacity development and institutional growth in collaboration with the MEAL Coordinator.
  • Support documentation and dissemination of lessons learned, good practices and success stories related to partnership and capacity-strengthening initiatives.
  • Facilitate peer-to-peer learning opportunities among partners and communities of practice.
  • Support the implementation of DRC Lebanon's Partnership and Localization Strategy.
  • Identify, map and engage prospective local and national partners including civil society organizations, community-based organizations, governmental actors and relevant networks, including private sector.
  • Support partner vetting, due diligence, assessments, and onboarding processes in accordance with DRC policies and donor requirements.
  • Maintain regular communication and relationship management with partner focal points and DRC teams.
  • Facilitate partner engagement throughout project design, implementation, monitoring and learning processes.
  • Coordinate partnership review meetings, kick-off meetings, learning events and close-out processes.
  • Monitor partnership performance and support the identification and mitigation of implementation risks with support of the Grants and Partnerships Coordinator.
  • Support partner participation in programme development, assessments, protection analysis and strategic discussions.
  • Promote localization principles and equitable partnerships across DRC programmes and operations.
  • Support grants, programme and technical teams in ensuring partnership commitments are reflected in project implementation plans.
  • Support the Grants and Partnerships Coordinator in launching donor reports and ensuring all donor reporting requirements are met and strategically positioned.
  • Manage internal reporting workflows and processes between team leaders, program manager, and the Beirut team.
  • Provide strategic reviews and revisions to ensure timely and quality development and review of reports.
  • Support the Grants and Partnerships Coordinator and the ECHO Consortium coordinator in providing timely, thorough responses to information requests focusing on grants management and compliance.
  • Support kick-off, mid-year review, and close out meetings for grants with local partners including facilitation, agenda development, note dissemination, and document storage.
  • Support updates and maintenance of all grants management processes on DRC’s Dynamics and SharePoint including creation of Grant IDs, uploading grant management files, installment management, and preparation for budget management meetings.
  • Support capacity building initiatives on reporting and grants guidelines for DRC staff and partner organizations.
  • Support partners in understanding and complying with donor regulations, DRC requirements and partnership agreements.
  • Follow up on capacity-strengthening commitments identified through due diligence and monitoring processes.
  • Support partner reporting processes and contribute to reviewing partner narrative submissions.
  • Conduct joint monitoring visits with technical teams and support functions.
  • Contribute to partner monitoring frameworks and action-tracking mechanisms.
  • Track donor communications deliverables and support field teams and partners in collecting materials.

Requirements

  • Minimum of 2 years in partnership management, localization, organizational development, capacity strengthening, programme quality or related humanitarian programming roles.
  • Bachelor's degree in International Development, Social Sciences, International Relations, Human Rights, Organizational Development, Public Administration, Business Administration or related field.
  • At least 2 years of experience in protection programming – CP, GBV.
  • Demonstrated experience working with local and national NGOs, civil society organizations and community groups.
  • Proven experience conducting organizational capacity assessments and supporting institutional strengthening processes.
  • Experience designing and implementing capacity-building plans, training programmes, coaching and mentoring initiatives.
  • Strong understanding of humanitarian principles, protection programming and localization commitments.
  • Knowledge of donor compliance requirements and partnership management standards.
  • Experience supporting grant implementation, reporting and programme quality processes.
  • Strong facilitation and stakeholder engagement skills.
  • Excellent relationship management and networking abilities.
  • Ability to work across multiple technical sectors and functions.
  • Excellent analytical, organizational and coordination skills.
  • Strong report-writing and communication skills in English.
  • Fluency in Arabic
