The Oficial de Abordaje Comunitario will support DRC's community engagement with populations affected by the June 2026 earthquake in Caracas, facilitating understanding of community context, needs identification, and planning interventions based on affected persons' priorities. The role involves mapping communities, liaising with local leaders and organizations, collecting qualitative information, and supporting inclusive, transparent response mechanisms.

Responsibilities

  • Support identification and mapping of affected communities, local actors and relevant community structures.
  • Establish initial contact with community leaders, local organizations and territorial references to facilitate understanding of context and existing needs.
  • Collect qualitative information on needs, risks, community capacities and social dynamics.
  • Support community visits, rapid assessments and consultation activities with affected populations.
  • Facilitate communication between communities and DRC technical teams.
  • Support identification of possible intervention zones and response opportunities based on observed needs.
  • Report relevant changes in community context, acceptance risks or possible tensions affecting implementation.
  • Coordinate with Security to ensure community activities consider context analyses and mitigation measures.
  • Support dissemination of information about activities, assistance criteria and complaint and feedback mechanisms.
  • Promote an inclusive approach considering groups with higher risks or barriers to assistance access.
  • Document learnings, community contacts and relevant findings for the response.

Requirements

  • Minimum 2 to 3 years of experience in community work, local development, community participation, social programs or humanitarian response.
  • Experience working directly with communities affected by emergencies, natural disasters or humanitarian crises.
  • Experience in community information gathering, local actor mapping and facilitation of community consultations.
  • Ability to establish trust relationships with communities and local actors.
  • Knowledge of the social and community context of Venezuela.
  • Ability to collect, organize and clearly transmit contextual information.
  • Desirable experience using digital information collection tools (Kobo, ODK or others).
  • Diploma or relevant professional degree (e.g., political science, law, social work, international development, psychology, human rights).
  • Spanish language required.
  • English language desirable.
