See your match score & applyThe M&E Officer works as part of DRC’s Programme Team under the guidance of the MEAL Team Leader, supporting monitoring, evaluation, accountability, and learning activities with frequent travel to field locations. The role involves working with communities of Internally Displaced Persons (IDPs) and other conflict-affected communities to ensure effective data collection, analysis, and reporting for program improvement and accountability.
Responsibilities
- Develop and manage appropriate MEAL frameworks including Output Tracker to measure progress against objectives, outputs and impact.
- Coordinate with Programme team and support partner to develop monitoring tools and methodologies for qualitative and quantitative data collection and reporting.
- Support the development of programme databases.
- Undertake detailed, critical analysis of data collected and present reports using various methodologies.
- Participate in Quarterly Project Review meetings to measure progress and identify strategies to address variances.
- Manage documentation of all M&E files including assessments, reports, case studies and photographs.
- Provide regular training and capacity building for programme staff and partners on tools and methodologies.
- Liaise and coordinate with external actors for collection of relevant statistics and data.
- Provide line management support to direct reports with regular meetings and capacity building.
- Comply with DRC’s Code of Conduct and ensure adherence by all direct reports.
- Manage helpdesks and awareness sessions with communities in coordination with Community Feedback Mechanism (CFM) focal points.
- Promote the CFM in the community and ensure communication of complaints handling procedures and tools.
- Conduct accountability surveys and spot-checks to ensure beneficiary complaints are addressed.
- Provide accurate advice to beneficiaries about DRC programs and services through hotlines and feedback modalities.
- Update Frequently Asked Questions (FAQ) in coordination with programme teams.
- Coordinate internally with CFM focal points to resolve, document and close feedback.
- Ensure timely feedback to beneficiaries regarding complaints and manage confidentiality.
- Maintain a centralized tracking/CFM database system for complaints and feedback.
- Follow-up externally on non-DRC programmatic feedback via service mapping lists and refer to relevant NGOs, UN offices and sector leads.
- Respond to pending issues and communicate progress back to beneficiaries.
- Ensure immediate referral of protection related concerns and sensitive cases according to DRC F-CRM workflow.
- Maintain confidentiality of all complaints received and processed.
- Compile, analyze and produce monthly reports on complaints handling progress.
- Conduct quality assurance of CRM database and flag errors.
- Share monthly CFM report with MEAL team leader and CFM Coordinator in Yangon.
Requirements
- University (BA/BSc) degree, other relevant university degree or equivalent professional qualification.
- Preferably in statistics or relevant field plus 2-year relevant experience working with a humanitarian or development organization.
- Extended period (3+ years) of relevant experience working in a similar role and environment.
- Excellent analytical and computer skills, especially Excel and databases.
- Excellent interpersonal and communication skills.
- Fluency in English and Myanmar.
- Knowledge of Kachin, Shan and Palaung would be an asset.
- Understanding operational context in Shan State and humanitarian response principles.
- Experience working with vulnerable individuals.
