The MEAL Officer supports the implementation of standardized MEAL processes across the Area-Based Approach Consortium, focusing on strengthening subgrantee programming quality and consistency. The role involves ensuring partners' MEAL systems comply with consortium and donor requirements, providing technical guidance, capacity development, and contributing to monitoring program quality and accountability.

Responsibilities

  • Ensure standardized MEAL processes across the consortium are integrated into DRC’s partner programming.
  • Conduct Due Diligence MEAL assessments as part of partner onboarding.
  • Develop and validate logframes, Indicator Performance Tracking Tables (IPTs), and MEAL plans ensuring logical coherence and donor alignment.
  • Validate and develop MEAL tools including surveys, Post-Distribution Monitoring, Focus Group Discussions, Key Informant Interviews, and provide guidance to partners on tool adaptation.
  • Review and approve reports ensuring alignment with MEAL plans and follow up with partners for clarification.
  • Support IPT / Activity Info reporting including partner coordination and issue resolution.
  • Contribute to partners’ capacity development by training on MEAL aspects.
  • Carry out activities requested by the MEAL Specialist and/or Area Programme Manager related to MEAL activities.
  • Conduct Field Monitoring Visits to subgrantees in Khersonska Oblast and draft FMV reports.

Requirements

  • At least 2 years of experience preferably in social work, community development, non-governmental organizations, or civil society.
  • Experience working with the humanitarian sector.
  • Experience using data collection tools such as Kobo, Microsoft Forms, Google Forms, Power BI/Tableau.
  • Knowledge/experience with Monitoring & Evaluation, information management or accountability, and basic knowledge of data analysis practices and tools.
  • Proficiency in Ukrainian.
  • Advanced proficiency in English.
  • Confident user in MS Word, Excel, PowerPoint and Outlook.
