Humanitarian Mine Action Operations Manager

The Humanitarian Mine Action Operations Manager ensures the highest technical standards in humanitarian mine action (HMA) operations in Ukraine, maintaining compliance with International and National Mine Action Standards. The role involves managing technical staff, overseeing operational delivery, quality management, and capacity building, while liaising with national authorities and other stakeholders to support safe and effective mine action activities.

Responsibilities

• Lead and line manage staff including people planning, development, performance management, appraisal and well-being.
• Technically supervise and line manage key managerial positions on HMA projects in line with HMA SOPs, NMAS and IMAS standards.
• Lead planning and monitoring of technical training, capacity and competence building of DRC operations employees.
• Support and advise the Head of HMA in operational matters and ensure accreditation of operations is achieved and maintained with authorities.
• Maintain and develop SOPs, approve technical workplans and implement changes within the programme.
• Provide technical inputs for procurements and support technical procurements.
• Oversee daily management and supervision of HMA clearance operations, monitor outputs and address underperformance.
• Provide technical input to proposals, reports, budgets and activity forecasts.
• Lead planning, implementation and monitoring of operational aspects such as procurement, equipment storage, training organisation.
• Provide feedback to MEAL/IM department on adequacy of reporting tools for field use.
• Ensure highest technical standards are maintained in HMA and compliance with IMAS, NMAS and DRC SOPs.
• Oversee and evaluate all technical aspects of HMA activities.
• Monitor and analyse productivity to recommend methods to enhance productivity and cost effectiveness.
• Maintain and supervise a robust quality management system with regular monitoring and follow-up.
• Ensure accidents, incidents and near misses are investigated and root causes addressed.
• Keep updated with emerging clearance and survey technology and advise Head of HMA.
• Provide technical management and authority for planning, monitoring and follow-up of technical training support to HMA staff.
• Provide capacity and competence building support to government stakeholders.
• Build and reinforce operational capacities of Civil Society Organizations in cooperation with relevant DRC departments.
• Contribute to development of professional collaborative relationships with national authorities and other agencies involved in mine action.
• Represent DRC at external meetings and conferences pertaining to HMA policy, procedures, equipment and legislation as delegated by Head of HMA.

Requirements

• IMAS EOD 3+ qualifications and previous work experience as an Operations Manager.
• At least 10 years of experience in humanitarian mine action with a solid understanding of IMAS and NMAS compliance requirements.
• Hands-on experience overseeing quality management systems in complex field environments.
• At least 5 years of people management experience.
• Proven management experience gained in a range of settings.
• Experience with accreditation according to different country standards.
• Proven record of training national staff and ability to train and mentor national counterparts.
• Demonstrated interest in and commitment to DRC's integrated and outcome-oriented programming approach.
• Experience of working in conflict context.
• Excellent communication and coordination skills.
• Diplomatic, patient, and persistent.
• Good knowledge of Word, Excel and SharePoint.
• Full professional proficiency in English (written and spoken).
• Desirable: IEDD IMAS level 3+ or Search Advisor certification.
• Desirable: Knowledge of supply chain systems, human resources and budget management.
• Desirable: Familiarity with other sectors in which DRC operates.
• Desirable: Knowledge of IMSMA, GIS, ArcView.
