Humanitarian Mine Action (Explosive Ordnance Victim Assistance) Specialist

The Humanitarian Mine Action Specialist will provide technical leadership and guidance on the planning, implementation, monitoring, and reporting of Victim Assistance programming in Ukraine. The role involves technical support, coordination, research, advocacy, and capacity strengthening in a fast-paced humanitarian context.

Responsibilities

• Provide technical support to field protection teams on Victim Assistance-related topics, inclusion and integration of People with Disabilities into Protection programming
• Identify technical gaps in project implementation and provide recommendations to improve program quality
• Contribute to development and adaptation of tools, forms, technical guides and SOPs for Victim Assistance activities
• Respond to ad hoc requests for technical support and provide mentoring
• Ensure mainstreaming of inclusion principles and age, gender, and diversity aspects into all DRC work including trainings
• Collaborate with other sectors to ensure integration and coordination
• Support co-chairing of the Victim Assistance Working Group including organizing meetings and producing minutes
• Ensure cooperation among members and partners to strengthen coordination and sharing of best practices
• Support development of guidelines, SOPs, and standards for a standardized Victim Assistance response
• Help map and establish relations with government and civil society stakeholders to develop referral pathways
• Represent DRC at relevant external Victim Assistance-related meetings
• Develop assessments and studies on needs of Explosive Ordnance victims and people with disabilities
• Work with media agency to design and launch advocacy mass media campaigns
• Develop advocacy messages and initiatives in consultation with the DRC Legal Assistance Unit
• Ensure assessment findings are utilized in advocacy and external engagement efforts

Requirements

• University degree: advanced university degree in Social Work or related social science discipline
• At least 3 years of professional experience in Victim Assistance and/or Humanitarian Mine Action programming
• Demonstrated practical experience in facilitating workshops and external meetings
• Familiarity with IMAS 13.10 standards on Victim Assistance
• Practical experience in service mapping, referral pathways and coordination with health, rehabilitation, MHPSS, legal aid, social protection and disability service providers
• Experience engaging with government authorities, organizations of persons with disabilities, civil society actors and humanitarian coordination mechanisms
• Excellent interpersonal and communication skills, including the ability to work effectively with staff members, and partner organisations
• Excellent organizational and time management skills, with the ability to prioritize tasks and manage multiple responsibilities
• Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems
• Full professional proficiency in English
• Ukrainian language skills required
