The Humanitarian Disarmament and Peacebuilding Coordinator will lead programme strategies and advocacy in humanitarian mine action and peacebuilding for DRC's Algeria, Libya, and Tunisia country programme, focusing primarily on Libya. The role includes capacity building, programme quality and development, fundraising, and external engagement.

Responsibilities

  • Provide technical support and capacity building to peacebuilding and humanitarian mine action staff to enhance skills and programme quality.
  • Provide guidance and capacity building to local stakeholders and national partners on humanitarian disarmament and peacebuilding approaches.
  • Lead design, formulation, and articulation of HDP programming strategies and proposals.
  • Support rollout of HDP 2026 strategy and integration within broader country strategy.
  • Support quality programme assessments, baseline studies, reviews, evaluations, and impact assessments.
  • Map national peacebuilding and humanitarian mine action organizations for potential partnerships.
  • Work closely with other sector leads to integrate HDP within DRC’s broader programmatic portfolio.
  • Support resource mobilization efforts including donor liaison and engagement with technical working groups and forums.
  • Represent DRC in relevant external meetings and coordinate with other actors to link HDP programming with related initiatives.
  • Identify new partners and fundraising approaches for the HDP sector.
  • Ensure adherence to DRC and HMA’s Age, Gender, and Diversity policy and programmatic minimum standards.
  • Ensure compliance with zero-tolerance to Sexual Exploitation and Abuse policy and DRC guidelines on HR, admin, finance, and supply.
  • Assist in developing job descriptions and recruitment of HDP staff.
  • Perform other relevant tasks as requested by the Head of Programme.

Requirements

  • At least Minimum 5 years of practical experience in HDP programming, including with an international NGO.
  • Experience and strong understanding of humanitarian mine action programmes is essential, with experience in and familiarity of peacebuilding desirable.
  • Experience in capacity building and training of staff in humanitarian mine action programming, and or conflict management, mediation, and dialogue facilitation.
  • Proven experience with representation in Clusters, Working groups and other relevant technical bodies.
  • Proven experience with impactfully engaging with stakeholders and advocacy initiatives.
  • Proven experience with strategy development, fundraising, and advocacy.
  • Demonstrable leadership and management skills and ability to work with diverse group of people from multiple nationalities.
  • Demonstrated commitment to apply an age, gender and diversity (AGD) and Conflict Sensitive approach to programming.
  • Experience working with national partners in social cohesion initiatives desirable.
  • Bachelor’s degree in political science, international development, peace and conflict studies or other relevant fields.
  • Master’s degree is desired.
  • Practical trainings or courses in Quality Management, EORE and AGDM in mine action.
  • Training in peacebuilding, conflict management, mediation and dialogue facilitation are an advantage.
  • Fluent in English (high proficiency); Arabic is an asset.
