See your match score & applyThe HMA Programme Manager leads internal coordination and project management of DRC Sudan’s portfolio of Humanitarian Mine Action projects, including grants and commercial contracts. The role involves financial and implementation management, coordination across departments, fundraising support, and partner oversight to ensure timely and compliant project delivery.
Responsibilities
- Provide implementation(non-technical) oversight of DRC’s HMA projects, coordinating with the Operations Manager, Project Coordinator, IM Specialist, PDQ Specialist, TFMs and EORE PM to ensure timely and effective delivery
- Support project output reporting, database management, and work-planning with Operations Manager
- Oversee and coordinate finance and support functions to implement compliant and efficient processes including budget preparation, revision and financial reporting
- Ensure quality and on-time internal and external reporting on HMA projects, grants and commercial contracts
- Support cross-cutting quality management such as MEAL systems, community feedback mechanisms, PSEA, and strengthening information management and communications
- Support development of project proposals ensuring coordination with grants, MEAL teams, country office and HQ finance departments
- Ensure compliance with internal grants management processes and prepare monthly grants review meetings
- Ensure compliance with terms and conditions of grants or commercial contracts including code of conduct, security, cost eligibility and reporting
- Oversee contract budget and financial management in DRC Dynamics/Sudan Budget Follow-up tool, serving as Budget Holder for subprojects
- Manage and monitor budget and forecasting of HMA projects to ensure on-time and on-target spending
- Ensure procurement plans are prepared and updated, coordinating with Supply Chain and Operations Manager for on-time and on-budget procurement and delivery
- Coordinate donor and DRC-compliant asset management processes including RoUs for equipment
- Serve as operational/compliance focal point for HMA partners and subcontractors
- Oversee formal review of partner invoices and financial reporting, communicate feedback and approvals
- Review and support partner development of sub-grant budgets during proposal development
- Build capacity of partner/subcontractor staff on reporting and financial management
- Oversee development of partner scope of works and sub-grant agreement documents
- Represent DRC Sudan’s HMA programme in external coordination fora and meetings with donors, UN and NGO partners
- Manage HMA support unit staff including PDQ Specialist, Project Coordinator, Interpreter, and Support Services Assistant
- Build capacity and competencies of PDQ Specialist and manage Support Services Assistant liaison work
Requirements
- Degree in development, accounting, business management or another relevant field
- At least 3 years’ experience in international development and/or humanitarian assistance, showing progressively more responsibility for project, programme, or grants management
- Demonstrated financial management experience; Proven capability in budget and financial management, including strong skills with spreadsheet and resource planning software
- At least 5 years’ project management experience in the nonprofit or humanitarian assistance sector
- At least 1 year experience in the humanitarian demining sector is a plus
- Experience of working with commercial contracts client in the aid/development sector
- Excellent organizational and planning skills
- Proven ability to work independently, with a clear understanding of managing and escalating risk
- Proven ability to propose creative solutions to challenges, and proven ability deliver results within a flexible and adaptive framework
- Successful experience working within culturally and politically diverse teams and institutions, in a fluid and dynamic environment
- Excellent written and verbal communication skills, including ability to engage diplomatically
