The Gerente de Protección will manage and implement protection activities in emergency contexts, coordinate with local authorities and humanitarian actors, and lead a team of 10-15 national staff. The role includes program development, reporting, budgeting, and participation in protection sub-cluster coordination in Zulia, Venezuela.

Responsibilities

  • Manage and implement protection projects and activities.
  • Coordinate, plan and supervise all protection-related activities including individual protection assistance, protection risk mapping, and information dissemination in emergency contexts.
  • Maintain permanent liaison with local authorities, UNHCR and other humanitarian protection actors in the intervention area.
  • Coordinate the Protection sub-cluster and participate in coordination and program development activities in the Maracaibo office.
  • Ensure high quality and coherence of sectoral interventions across ongoing and proposed projects according to overall strategy.
  • Lead project programs ensuring timely delivery, quality reporting, financial summaries, and close cooperation with donors, government counterparts and coordination mechanisms.
  • Develop and formalize operational tools and training modules related to the project.
  • Provide inputs for monthly protection monitoring snapshots and quarterly protection monitoring reports.
  • Provide inputs for donor-required reports.
  • Oversee overall budget monitoring, financial control and expenditure for protection activities, ensuring compliance with DRC and donor requirements.
  • Represent DRC and participate in relevant sectoral working groups on the ground.
  • Supervise knowledge sharing among teams and ensure monitoring and evaluation results are used to improve programs.
  • Drive program development and growth within DRC objectives and contribute to country-wide strategy development.
  • Monitor and continuously develop accountability initiatives within the relevant program and document activity impact.
  • Ensure compliance with internal and external reporting requirements including procurement.
  • Lead and manage protection staff including coaching, coordination, recruitment, capacity development, and performance management.
  • Provide on-the-job training and adapt training to specific staff needs.
  • Ensure coordination with relevant protection actors in the intervention area.
  • Responsible for achieving strategic goals and objectives within the area of responsibility.
  • Make significant decisions regarding unit purpose, functions, roles and resource commitments.
  • Manage direct reports including hiring, dismissal, goal setting, probation, performance evaluation, staff development and performance management including underperformance.
  • Make sound decisions based on DRC policies, MOPs, standards and technical advice.

Requirements

  • Master's degree in Human Rights, Political Science, Refugee Law or relevant field, or Bachelor's degree with at least 6 years of relevant protection experience.
  • Minimum 4-6 years of proven experience in protection in NGO projects.
  • Proven experience implementing protection activities in complex emergency contexts.
  • At least 3 years of people management experience.
  • Experience conducting humanitarian interventions through partner organizations and coordinating with them.
  • Fluency in Spanish is mandatory.
  • English proficiency is an advantage.
  • Excellent writing and editing skills for external audiences including governments and donors.
  • Experience producing high-quality technical materials such as training materials, program tools, proposals, and strategic documents.
  • Experience with Monitoring, Evaluation and Learning in protection programs.
  • Excellent skills in report analysis and protection.
  • Calm and diplomatic nature is desirable.
  • Ability to manage competing priorities and meet deadlines.
  • Previous experience with DRC in emergency contexts is desirable.
