See your match score & applyThe Finance Specialist will ensure effective financial functions within Rakhine state including planning, analysis, accounting, payments, payroll, budgeting, financial reporting, grant financial management, and compliance with DRC's internal controls. The role involves supporting financial capacity building, providing technical advice, and ensuring timely and accurate financial management and reporting.
Responsibilities
- Support the development and implementation of financial management capacity building of staff and partner finance staff if possible.
- Provide technical support and advice to the area finance team.
- Reinforce existing procedures and systems for financial and budget management and control in compliance with DRC guidelines and donor requirements.
- Support timely delivery of quality financial BFU reports and staff and operation allocation.
- Ensure compliance with relevant area statutory and other financial obligations such as tax, levies and statutory returns.
- Provide monthly financial briefings to relevant Manager and monitor forecasting and report to budget holders.
- Ensure thorough and effective budgetary control in the area programs.
- Liaise with relevant Managers on key financial issues including co-funding, financial reporting, key variances and remedial action.
- Collect cash forecasts from Program Managers and request funds timely.
- Maintain overview of funding levels and shared support costs including staff salaries.
- Ensure all required documentation for financial audits and prepare for local audit if needed.
- Hold monthly meetings with project managers to discuss key variances and remedial actions.
- Contribute to proposal development regarding budgeting.
- Provide specialized knowledge and operational know-how within finance discipline.
- Review month end accounting cycle in Dynamics including bank & cash reconciliations.
- Oversee maintaining timely and accurate accounting records in compliance with DRC policies for Sittwe office.
- Monitor day-to-day accounting functions including cash verification, reconciliations, monthly closing cashbooks, outstanding advances, and timely submission of accounts to CO.
- Monitor payments to suppliers and recurrent expenditures ensuring timely authorization.
- Ensure all financial documents are filed and archived systematically and safely.
- Maintain cash flow of field offices; coordinate bi-weekly projections and supervise CTRs and send to CO.
- Support SSM in developing and updating the Master budget preparation.
- Provide technical support for financial analysis, budget implementation, and budget revision per donor guidelines.
- Ensure proper use of DRC Dynamics ERP finance functionalities by staff.
- Perform any other duties as requested by the Manager.
Requirements
- Master’s degree in finance/accounting or business administration or professional certification in accounting.
- Minimum 3 years of international practical experience in financial management.
- Proven experience in managing large budgets.
- Competence in providing technical guidance and training.
- Proven experience in working with national partners, local/government authorities.
- Working experience with relevant donors (e.g. UNHCR, ECHO, SDC, UNICEF, OKF or NORAD guidelines).
- Advanced proficiency in Excel.
- Full professional proficiency in English.
- Fluency in local language.
