See your match score & applyThe Chief of Party will lead the FCDO-funded consortium of five partners, overseeing coordination, quality, and progress of implementation. The role involves managing the Consortium Management Unit, ensuring donor compliance, and representing the consortium with government and stakeholders.
Responsibilities
- Lead all aspects of the implementation and consolidation of a multi-year intervention and coordinate all partners and their efforts.
- Serve as the primary point of contact to the donor, public, private and non-government stakeholders.
- Ensure compliance with contract including financial tracking and oversight of partner budgets, finance, administration and reporting to donor.
- Approve program expenditures, budget adjustments, and cost modification requests to donors.
- Promote and uphold commitment to efficient use of agency and donor resources.
- Ensure project design and implementation meet donor expectations in terms of timely and quality results and budget.
- Coordinate between program and operations leads; ensure adherence to DRC program quality standards and MEAL policy and procedures.
- Effectively lead and manage the Consortium Management Unit; manage team dynamics and staff well-being; provide coaching and mentoring; oversee staffing plans and recruitment.
- Chair the Steering Committee and provide updates on important developments.
- Lead effective governance of the consortium and ensure alignment with governance structure.
- Manage budgets and interventions of various donors while maintaining excellent donor relations.
- Manage projects, contributions, and involvement of consortium partners.
- Gather and disseminate data, legislation, policies, reports, best practices to assist relevant actors in planning their work.
- Manage analysis of data, strategies, advocacy efforts, production and dissemination of quality reports.
- Coordinate and manage advocacy initiatives as approved by the Steering Committee.
- Facilitate and coordinate consultations, workshops, conferences to identify areas for tools development.
- Lead development of policy and advocacy strategy and coordination of information campaigns.
- Lead targeted advocacy and policy campaigns aligned with programme design.
- Support forums and members to engage with governmental and inter-governmental actors.
- Offer analyses and resources to support international and inter-regional conferences, workshops, debates and training programmes.
- Lead development of governance structure and disbursement scheme strategy of the Localisation Acceleration Fund.
- Maintain updated stakeholder mapping and engagement plan including CSOs, NGOs, government, and private sector.
- Lead localisation strategy of the consortium ensuring plans and milestones are met.
- Accountable for achieving DRC’s strategic goals and objectives within area of responsibility.
- Make significant decisions on unit purpose, functions, role, and resource expenditure.
- Accountable for people management of direct reports including hiring, exit, objective setting, probation, performance appraisal, development, and managing performance.
- Make sound decisions based on DRC policies, Minimum Operating Procedures, standards, and advice of technical experts.
- Carry out other duties requested by the Country Director within scope of job description.
Requirements
- Master’s degree in Political science, International Development, Economics or another relevant field.
- Minimum of 5 years international experience in partner coordination and managing complex humanitarian projects.
- Experience in multi-stakeholder consortium management and coordination.
- Experience in localisation and strengthening of local capacities.
- Experience in refugee response in Uganda.
- High proficiency in programme cycle management.
- Ability to build and maintain effective relationships with senior representatives of INGO and government structures.
- High level of sensitivity in mainstreaming gender issues in programming and understanding inclusion and protection in equitable service delivery.
- Strong experience of financial management and donor compliance processes.
- Good understanding of monitoring, evaluation and learning.
- Highly organized individual with strong planning skills.
- Excellent verbal and written English.
- Knowledge of national languages is an asset.
