The Chargé.e Ressources Humaines et Administration manages human resources and administration at the Beni base, ensuring compliance with organizational policies and the labor code of the Democratic Republic of Congo. The role includes overseeing HR processes, payroll, legal compliance, and administrative coordination with local authorities.

Responsibilities

  • Ensure proper application of the organization's HR policies, procedures and directives.
  • Manage the administrative lifecycle of personnel from recruitment to contract termination.
  • Participate in all recruitment stages including posting offers, preselection, organizing tests and interviews, and reference checks.
  • Prepare employment contracts and all personnel-related documentation.
  • Monitor probation periods, contract renewals and contractual deadlines.
  • Organize and coordinate new employee integration according to the organization's induction program.
  • Follow up on performance evaluations and individual development plans.
  • Identify training needs and contribute to capacity building plans.
  • Advise supervisors and employees on HR matters and internal policy application.
  • Contribute to conflict prevention and management and handle staff complaints according to internal mechanisms.
  • Maintain and archive individual personnel files according to legal and organizational requirements.
  • Ensure availability and accuracy of all mandatory documents in personnel files.
  • Manage and monitor leave, absences, missions, overtime and other personnel movements.
  • Keep HR databases and personnel tracking tables up to date.
  • Handle administrative formalities related to personnel entries, transfers and departures.
  • Ensure confidentiality of all personnel data.
  • Collect, verify and timely transmit all payroll variables for the Beni base.
  • Ensure quality and reliability of data transmitted for payroll preparation.
  • Control information related to leave, absences, allowances and staff benefits.
  • Collaborate closely with Finance teams to ensure accuracy of personnel payments.
  • Prepare, monitor and ensure compliance with legal, fiscal and parafiscal obligations related to personnel.
  • Submit all required declarations to competent institutions within legal deadlines.
  • Prepare data and documents related to social contributions, taxes and personnel-related levies.
  • Follow administrative declarations with CNSS, INPP, ONEM, DGI and other legally competent institutions.
  • Transmit statements necessary for payment of social contributions, professional income tax and other applicable parafiscal taxes and obligations.
  • Coordinate with Finance department to guarantee timely payment of all taxes, contributions and levies in the Beni area.
  • Maintain and archive payment proofs, receipts and supporting documents.
  • Prepare and monitor worker movement declarations according to current regulations.
  • Serve as focal point during inspections and audits by state services.
  • Continuously monitor regulations to ensure HR practices comply with national legislation.
  • Manage administrative follow-up of leases, contracts and other legal documents of the base.
  • Participate in organizing missions, visits and official travels.
  • Maintain professional and constructive relations with local administrative authorities.
  • Contribute to daily administrative management of the base.
  • Prepare and provide all required HR and administrative documentation during internal and external audits.
  • Ensure documentary compliance of HR and administrative files.
  • Implement recommendations from audits and controls.
  • Maintain an archiving system meeting donor and organizational requirements.

Requirements

  • Licence or university degree in Human Resources Management, Administration, Law, Management or equivalent field.
  • Licence in Human Resources Management, Administration, Labor Law or related field.
  • Minimum of three (3) years of relevant professional experience in a similar position, preferably within a national or international NGO.
  • Good knowledge of the Labor Code of the Democratic Republic of Congo.
  • Good knowledge of ONEM, CNSS, INPP, DGI and Labor Inspection procedures.
  • Proven experience in payroll management and fiscal and parafiscal declarations.
  • Advanced proficiency in Excel and HR systems.
  • Knowledge of the humanitarian context of North Kivu and particularly Beni.
  • Mastery of DRC core competencies: focus on results while ensuring efficient processes, collaboration and feedback, initiative and innovation, effective and honest communication, integrity and adherence to DRC values and code of conduct including protection against sexual exploitation, abuse and harassment.
  • Fluent French and Swahili mandatory; professional level English desired.
  • Knowledge of local languages in the Beni region is an asset.
