Anticipatory Action Coordinator-W4R

The Anticipatory Action Coordinator-W4R is responsible for managing the anticipatory action component of the W4R project in Somalia, ensuring effective implementation, coordination with stakeholders, and development of anticipatory action initiatives. The role involves project management, monitoring, evaluation, capacity building, advocacy, and representation at various coordination platforms.

Responsibilities

• Lead the overall management of W4R’s anticipatory action project in Somalia, ensuring timely, high-quality, and accountable implementation in line with agreed objectives, workplans, and budgets.
• Facilitate awareness, understanding, and uptake of anticipatory action approaches across sectors and among key stakeholders, including government authorities, UN agencies, local partners, and community structures.
• Monitor project progress, identify operational risks and constraints, and implement corrective actions to ensure continuous improvement and delivery of results.
• Ensure project implementation complies with W4R policies, procedures, donor requirements, security, safeguarding, and Code of Conduct standards.
• Conduct regular field visits to monitor technical quality and operational compliance.
• Ensure accurate data collection, indicator tracking, and documentation of project results in collaboration with the MEAL team.
• Promote a culture of learning, accountability, and continuous improvement across the project team.
• Support development and implementation of anticipatory action initiatives including needs analysis, concept development, proposal writing, budgeting, and donor engagement.
• Lead design, development, and implementation of anticipatory action plans using localization-focused and participatory approaches.
• Oversee anticipatory action systems strengthening, including early warning systems and trigger development, ensuring adherence to humanitarian principles.
• Provide technical leadership and operational oversight for all anticipatory action project activities.
• Supervise rollout of anticipatory and protection activities ensuring community engagement, accountability, protection mainstreaming, and quality assurance guided by GESI principles.
• Coordinate closely with emergency response and preparedness and WASH teams to integrate anticipatory actions into broader frameworks.
• Lead or support operational oversight of anticipatory action implementation upon trigger activation.
• Consolidate and analyze information on shocks to support early warning, trigger activation, and anticipatory planning.
• Contribute to strategic thinking and learning on anticipatory action programming.
• Identify opportunities for programme expansion, innovation, and integration with other sectoral interventions.
• Provide ongoing technical assistance and capacity strengthening on anticipatory action concepts.
• Work closely with Evidence, Knowledge, and Learning team to ensure effective application of data and forecasting models.
• Support global and regional analysts to monitor and analyze disaster risk and displacement data.
• Capture, document, and disseminate lessons learned and best practices from anticipatory action implementation.
• Contribute to funding proposals and concept notes development for anticipatory action initiatives.
• Represent W4R in national and regional anticipatory action forums and advocate for anticipatory action approaches.
• Work with advocacy and policy teams to influence national policies and promote institutionalization of anticipatory action.
• Ensure strong coordination and collaboration with other W4R sectors and projects.
• Strengthen internal communication and information sharing between field teams and relevant departments.
• Contribute to joint planning, assessments, and operational alignment across programmes.
• Represent W4R at local coordination forums and maintain constructive relationships with key stakeholders.
• Perform any other duty requested by the direct Manager.

Requirements

• Degree (Bachelor mandatory, Master desirable) in Peace/Security, Social Sciences, International Development or Business Management (or similar)
• At least 5 years of international experience in disaster risk management or anticipatory action programming, preferably in conflict-affected regions.
• Proven track record of designing and implementing anticipatory action projects, including the development of triggers and anticipatory action planning.
• Strong understanding of data-driven decision-making, with experience with displacement forecasting models and early warning systems being a strong asset.
• Excellent stakeholder coordination skills, with an ability to navigate diverse stakeholder groups and drive joint progress to achieve common goals.
• Familiarity with conflict-sensitive programming and the impacts of displacement on vulnerable populations.
• Ability and willingness to travel, including to remote or conflict-affected areas, up to 35% of the time.
• Able and willing to be based in Mogadishu, Somalia, with occasional travel.
• Experience with programming related to climate resilience, preparedness, and conflict sensitivity.
• Demonstrated ability to innovate and take a flexible, problem-solving approach in complex humanitarian environments.
• Strong project management skills and experience with donor reporting and proposal writing.
• Familiarity with humanitarian coordination mechanisms and key international standards.
