The Learning & Development Business Partner will develop and drive CERN's technical learning strategy, collaborating with stakeholders to identify needs and deliver impactful learning solutions. The role involves managing digital learning evolution, coordinating training programs, supervising a team, and fostering a culture of learning across the organization.

Responsibilities

  • Collect, understand, and analyse the technical/technical management training needs CERN-wide.
  • Source internal/external partners/training providers and ensure implementation of training programmes (design, development and delivery).
  • Responsible for the evolution of digital learning at CERN (coordinate design and delivery of e-learning, act as focal point for digital partnerships).
  • Evaluate and report on course content/training effectiveness by conducting feedback surveys, analysing data, and creating/presenting reports.
  • Conduct a biennial ‘Departmental Learning Strategy’ (CERN-wide collection of learning needs) and report on needs and required actions.
  • Responsible for the Training Centre and the related personnel.
  • Coordinate and monitor the relevant training budget.
  • Keep abreast of CERN’s scientific and technical challenges and liaise with CERN committees and experts.
  • Contribute to the overall scope of the work of HR-LD (projects and policies).
  • Supervise a team of four (contractors, staff, and a graduate).
  • Communicate with internal stakeholders (CERN-wide learner community, Departmental Training Officers, CERN Learning Board) to present the portfolios and create engagement/motivation towards a culture of learning at CERN.

Requirements

  • Master's Degree or equivalent relevant experience in the field of HR/Learning and Development or a related field.
  • Demonstrated knowledge of Learning Management Systems.
  • Knowledge and experience of Oracle Fusion.
  • Experience in the areas of physics or engineering is an advantage.
  • Knowledge of development, coordination, and implementation of competency-based technical training solutions.
  • Experience in employee performance management and supervision of personnel.
  • Experience in HR process design and development.
  • Proficiency in office software packages.
  • Strong project management and analytical skills with the ability to understand highly specialised technical fields.
  • Ability to adapt quickly and resourcefully to shifting priorities and requirements.
  • Ability to deliver high quality work on time and fulfill expectations.
  • Ability to relate well to all people regardless of category/level within the Organization.
  • Ability to gain trust and collaboration from others.
  • Experience in effectively managing budget, optimising human and financial resources.
  • Spoken and written English: ability to understand and speak in professional contexts, as well as prepare/draft and/or translate accurate texts.
  • Ability to understand and speak French in professional contexts would be an advantage or willingness to acquire it rapidly.
