See your match score & applyThe Senior Officer ensures the programme has an appropriate project management plan with clear milestones and deliverables. The role involves monitoring and assessing project progress, supporting programme planning and budget tracking, and leading monitoring and evaluation activities in coordination with partners and stakeholders.
Responsibilities
- Monitor and assess the progress and report on the projects accordingly.
- Support programme planning, management, budget tracking, execution and compliance with EU rules and procedures.
- Meet all reporting requirements within the AfSA/AUC and ensure timely budget planning and reporting in the Africa Monitoring, Evaluation and Reporting Tool (AMERT) and to the EU Delegation to AU per reporting requirements and schedules.
- Lead planning and execution of routine monitoring of activities and coordination of joint-monitoring with European technical partners and relevant EC offices (DG-INTPA, DG-JRC, DG DEFIS, EU Delegation to the AU, etc.).
- Evaluate the project at regular periods as determined by the Project decision making body.
- Review and monitor Grants in relation to the project’s implementation.
- Maintain constant communication with the Regional Implementation Centers (RICs) and evaluate progress based on Terms of Reference and Plan of Action.
- Lead and provide overall management for the design and implementation of an M&E system to monitor progress and performance of GMES & Africa, working closely with other staff, grant holders, partners and consultants.
- Manage the information-gathering process for results and performance reports.
- Develop an information management and learning system to document good practices, lessons learned, trends, cross-cutting policy and implementation issues, research, collect content and stories about Projects’ impact on end-users.
- Provide support to ensure that grant-holders use the established monitoring and reporting systems, conduct regular site visits and ensure quality control of M&E processes.
- Promote the standardization of Monitoring, Reporting and Valuation (MRV) systems in the project through provision of technical assistance in M&E as well as the development and dissemination of M&E tools.
- Work with the Grants section as needed to support identification of any challenges in grants implementation and grant performance review meetings.
- Work with the Coordinators to ensure cross-fertilization of the applications and services for the benefit of the entire continent.
- Assess the quality of reports to ensure they are suitable.
- Attend Decision-making and Interview Committee meetings as required.
Requirements
- Master’s degree in Monitoring & Evaluation, Project Management, Finance, or any related field, with a minimum of seven (7) years of relevant work experience in monitoring & evaluation and project management, preferably in a multinational organization, of which at least three (3) years must be at expert level; OR Bachelor's degree in Monitoring & Evaluation, Project Management, Finance, or any related field, with a minimum of ten (10) years of relevant work experience in monitoring & evaluation and project management, preferably in a multinational organization, of which at least three (3) years must be at expert level.
- Exposure to the work of international organizations or regional institutions on Africa–Europe joint space programmes.
- Demonstrated experience in the monitoring, evaluation and verification of space programmes and/or projects.
- Experience in data collection using various methods, with demonstrated conceptual, analytical and evaluative skills to conduct independent research and analysis, including the use of various research sources such as electronic sources, intranet platforms and other databases.
- Ability to work under pressure in a multi-cultural environment.
- Strong political and diplomatic tact and skills to achieve documented objectives.
- Ability to work effectively with people from various backgrounds and in an environment where diversity is respected.
- Ability to collaborate and communicate effectively with top level stakeholders.

- Knowledge of the space policies, strategic frameworks and reference documents of the European Union and the African Union.
- Knowledge of recent Monitoring and Evaluation (MEV) tools.
- Computer literacy including knowledge of Microsoft Word, Excel, PowerPoint etc.
- Knowledge of the African Union system is an added advantage.
- Prior knowledge of Earth Observation tools for environmental monitoring, and how they support sustainable development.
- Familiarity with EO programmes such as AMESD and MESA is an added advantage.
- Ability to anticipate risks and develop appropriate contingency measures, monitor and adjust plans and actions as necessary, and use time and resources efficiently.
