The Senior Business Management Officer (BMO) supports CEIU’s strategy execution, business planning cycles, institutional reporting, governance deliverables, and cross-functional coordination. The role requires strong analytical, organizational, and communication skills to operate in a fast-paced oversight environment and interface regularly with senior management, Board committees, and internal stakeholders.

Responsibilities

  • Contribute to the development and management of the CEIU annual work plan, OKRs, and multiyear planning frameworks.
  • Consolidate planning and reporting inputs from PPM, IEF, and INT into unified CEIU documents.
  • Monitor implementation progress, identify risks or delays, and prepare periodic progress updates for MD CEIU.
  • Support the preparation of CEIU’s governance and reporting deliverables, including quarterly updates, the Annual Activity Report, thematic briefings, and submissions to PSC, ARC, and BHRC.
  • Ensure that all submissions comply with AIIB governance protocols, timelines, and quality standards.
  • Coordinate internal clearances across CEIU and with other Bank units.
  • Ensure smooth strategic and day-to-day functions of CEIU by proactively supporting MD CEIU in overseeing core departmental operations.
  • Lead CEIU’s internal governance management, including ownership and regular updating of internal process documentation, version control, compliance checks, and maintenance of governance systems.
  • Work closely with CEIU leadership to identify operational bottlenecks, propose enhancements, and drive continuous improvement across CEIU functions.
  • Assist with the development and monitoring of CEIU’s budget covering staffing, consultants, and operational expenditures.
  • Maintain expenditure and resource trackers, and prepare budget execution reports.
  • Support staffing processes, including preparing headcount proposals, drafting terms of reference, performing onboarding/offboarding tasks, and supporting consultant administration.
  • Maintain CEIU workflow systems, trackers, calendars, and internal communication channels.
  • Serve as coordination focal point with the Human Resources Department; Strategy, Policy and Budget Department; Corporate Secretariat; President’s Office; IT Department; Communications Department; and other Bank units.
  • Act as CEIU’s focal point for institutional mechanisms such as risk, audit, internal controls, and other compliance-related functions, ensuring proactive coordination of required actions, timely follow-ups, and readiness for audit or reviews.
  • Organize CEIU-wide events, such as retreats, staff meetings, induction sessions, and learning activities.
  • Provide operational support to MD CEIU, including preparing briefs, summaries, talking points, and background notes.
  • Maintain CEIU’s SharePoint library, governance documentation, and internal guidance materials.
  • Support preparation of presentations, talking points, and internal communications for CEIU leadership.
  • Coordinate knowledge-sharing and dissemination activities across CEIU functions.
  • Lead continuous improvement of CEIU’s knowledge management, reporting systems, and document management processes to strengthen organizational learning.
  • Drive technology and AI adoption across CEIU to enhance planning, workflow automation, knowledge management, reporting, and operational efficiency.
  • Coordinate with the IT Department and relevant units to introduce digital tools that support CEIU’s operational and governance needs.
  • Contribute to the development, revision, and review of CEIU policies, including the PPM Policy, Learning and Evaluation Policy, the Policy on Prohibited Practices, and other CEIU-led institutional frameworks.
  • Support cross-functional CEIU or institutional initiatives (e.g., strategic reviews, audits, corporate planning).
  • Conduct research and analytical work in support of CEIU management.
  • Lead or support continuous improvement initiatives to enhance CEIU’s operational processes and governance maturity.
  • Perform additional tasks as required by MD CEIU.

Requirements

  • Minimum 10 years of relevant experience in business management, strategy, governance, or corporate operations, preferably within multilateral development banks, international organizations, or oversight functions.
  • Master’s degree (or equivalent) in public administration, economics, business administration, international development, or a related field.
  • Experience in a front office, planning office, evaluation, audit, or policy unit is an advantage.
  • Proficiency in MS Office (Excel, PowerPoint, Word).
  • Experience with SharePoint, tracking dashboards, or workflow systems is an advantage.
  • Proficiency in digital tools, automation platforms, and systems for planning, reporting, knowledge management, and communication.
  • Strong analytical and organizational abilities, with the capacity to manage multiple workstreams.
  • Excellent coordination skills and ability to work with senior staff.
  • Demonstrated ability to produce high-quality written materials, including briefs, reports, and presentations.
  • Strong interpersonal skills and ability to work in a multicultural environment.
  • High level of discretion, sound judgment, and commitment to CEIU’s independence and integrity principles.
  • Demonstrated ability to deliver high-quality outputs, meeting timelines while maintaining accuracy.
  • Ability to lead by example, promoting adherence to AIIB’s values, policies, and organizational cultural across CEIU.
  • Strategic thinking and problem-solving skills to anticipate needs, identify improvements, and support unit-wide effectiveness.
  • Ability to work independently and as part of a diverse team in a multicultural environment.
