See your match score & applyThe Senior Project Officer (Energy) will support and lead loan/TA processing, portfolio management, and sector work focused on energy and related sectors in Pakistan. The role involves project cycle management, coordination with government and partners, and mentoring junior staff.
Responsibilities
- Contribute to sector work by conducting research, updating sector information, analyzing financial, institutional or economic uses, and preparing reports
- Lead processing and administration of loans and TAs, coordinating with PRM, government agencies, development partners, private sector partners, and other stakeholders
- Support integration of energy transition priorities into sector assessments, project designs, and operational planning
- Support upstream energy sector pipeline development by identifying priority investment concepts and assessing readiness and strategic fit
- Participate in processing and fact-finding missions, including review of technical designs and cost estimates, liaison with government officials, procurement packaging and related technical issues
- Monitor progress of assigned projects and prepare project performance reports
- Prepare and update forecasts of contract awards & disbursements, identify shortfalls and expedite achievement of targets
- Identify issues and take actions to address them through interactions with executing agencies, contractors, consultants, and project beneficiaries
- Prepare internal procurement papers, review procurement documents, and manage project administration tasks
- Provide advice to government ministries and sector entities on ADB guidelines on procurement and recruitment of consultants
- Resolve complex discussions between executing agencies, government agencies, consultants, and contractors during project administration
- Use consultative approaches and strong communication tools to understand and respond to client needs
- Conduct analyses to support innovative design or implementation of solutions and evaluation of risks
- Identify, implement, and disseminate solutions to solve recurrent implementation and project administration challenges
- Assist executing agencies for projects administered by various sector divisions in HQ
- Prepare Project Completion Reports and TA Completion Reports
- Support or participate in Project Review or Country Portfolio Review missions
- Provide support for policy dialogues with government on policy and institutional issues
- Maintain cooperation with other development partners and undertake consultations for collaboration and demarcation
- Maintain up-to-date knowledge base of government investment plans, approval processes, institutional structure and policies relevant to assigned sectors
- Prepare inputs for sector database for portfolio management
- Support preparation or updating of sector knowledge management plan and dissemination of knowledge products
- Organize and conduct training workshops for executing agencies in procurement, project administration, safeguards, gender, financial management
- Mentor junior staff to improve their performance and development
- Perform other duties as assigned and reflected in workplan
Requirements
- Bachelor's degree in engineering, preferably in electrical engineering; preferably with Master's degree or equivalent
- At least 8 years of relevant professional experience in project management and implementation of energy and related sectors
- At least 4 years of supervisory experience
- Experience & knowledge of various stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management) is desirable
- Sound knowledge of government administrative systems and procedures
- Good knowledge on private sector operations in the energy infrastructure, including public private partnership, and associated financial structuring of investment projects and procedures for identification, planning, implementation, and operations
- Familiarity with accepted best practices of procurement and disbursement processes
- Ability to mentor junior technical local staff to facilitate work planning, delivery and quality review
- Ability to liaise and work effectively with government officials within own work location
- Ability to work collaboratively with teams as a constructive team member
- Written and verbal proficiency in English and local language (as applicable)
