The role involves enhancing sector expertise, driving innovation, managing portfolios, and fostering partnerships to achieve ADB's Strategy 2030 goals.
Responsibilities
- Provide strategic leadership on public sector management and governance sector operations and sector development agendas.
- Lead the annual planning of the public sector management and governance sector work program and provide ongoing supervision of sector delivery and Key Performance Indicators.
- Oversee the work of the public sector management and governance sector office to deliver operations, assist regional departments and resident missions, develop sector strategies, and disseminate sector knowledge.
- Drive efficient delivery of sector operations, ensure technical quality and value-addition, assign sector staff effectively, foster cross-regional and cross-sectoral learning, and manage knowledge.
- Lead the development of a long-term technology vision for the sector and promote knowledge sharing and innovation.
- Provide sector expertise and guidance in support of nonsovereign and advisory operations and collaborate with private sector operations and public-private partnerships.
- Oversee contribution to operations’ design and implementation across all sector departments ensuring alignment with policy-based loan standards.
- Enhance ADB’s visibility externally and build strategic partnerships within and outside the Bank.
- Drive collaboration with other departments to facilitate private sector development and implement action plans in key thematic areas.
- Partner with regional departments and country directors to incorporate ADB’s priorities into country and regional work programs.
- Create and lead multi-disciplinary teams ensuring overall quality of work.
- Oversee portfolio management ensuring effective supervision of projects under implementation.
- Lead strategic special initiatives, policy development, operational plans, guidelines, and frameworks in the sector.
- Drive product and service innovation and implement best practices to efficiently deliver sector operations.
- Lead efforts to implement operational priorities and build communities of knowledge among staff.
- Coordinate development and dissemination of the department’s knowledge products and initiatives.
- Oversee optimal use of sector staff resources, identify workforce and skills needs, and develop staffing plans.
- Ensure development of subject matter expertise and technical capabilities in the sector.
- Support leadership in managing sector staff careers and skills development.
- Manage performance of teams and individuals with clear direction and feedback.
- Provide coaching and mentoring to encourage ongoing learning and development.
Requirements
- Master’s Degree, or equivalent, in Economics, Finance, Business Administration, Public Policy, or related fields.
- University degree in Economics, Finance, Business Administration, Public Policy or related fields and at least 10 years specialized sector experience in similar organization/s, can be considered.
- At least 20 years of strong public sector management and governance sector experience at senior levels (e.g., managing large teams), with good knowledge of the Asia Pacific region as a preference.
- Demonstrated experience in managing large and diverse teams of professionals in various aspects of development.
- Proven strength and experience in the operations of ADB or similar development organizations.
- Sound operational experience in public sector management and governance programs.
- Demonstrated ability to think strategically, link macro and sector strategies and lending and non-lending assistance within a consistent development framework, develop innovative solutions to meet client’s needs, and undertake high-level dialogue on strategic and policy issues.
- Proven senior management experience managing and leading change in a large and diverse organization.
- Proven managerial skills in building highly performing and collaborative teams with strong client orientation.
- Strong partnership building skills to connect with various stakeholders and create opportunities to collaborate and innovate.
- Excellent capabilities in people and talent leadership, strong client and impact orientation, effective communication, and technical acumen.
