The Security and Emergency Services Analyst provides administrative, budget, and coordination support to the Security and Emergency Unit under the Organizational Resilience and Security Division. The role involves supporting office management, budget administration, security risk management, crisis preparedness activities, and coordination with field offices.

Responsibilities

  • Provide administrative, budget and coordination support to the Field Security Team, ensuring efficient execution of operational and reporting requirements.
  • Support team workflows, coordinate meetings, prepare presentations, and consolidate outputs to support decision-making.
  • Maintain field security databases and knowledge repositories, ensuring data integrity, accessibility, and updates.
  • Coordinate end-to-end logistics and documentation for field security consultation and assessment missions, including travel arrangements, expense processing, and quality review of mission reports.
  • Administer consultant selection and contract processing, ensuring compliance with institutional procurement policies and delivery of requirements.
  • Support the administration, budgeting, and coordination of security training programs for ADB personnel across headquarters and field offices.
  • Be the focal point for field security communications, providing guidance to staff, triage inquiries, and escalate urgent administrative and budget issues.
  • Monitor field security budget and reporting, coordinate inputs, track expenditures, and support work program and budget reporting cycles.
  • Process procurement and payment, including preparation of technical documentation, stakeholder coordination, and monitoring of contract delivery, performance evaluation, and payment completion.
  • Liaise with United Nations Security Management System (UNSMS) counterparts to ensure compliance with security coordination arrangements.
  • Provide operational support roles as supplies custodian, clearance processor, overtime verifier, and serve as the focal point for records and document management within the Field Security Unit SharePoint site.
  • Perform other tasks as assigned and reflected in your work plan.

Requirements

  • Bachelor’s degree in a relevant field.
  • At least 5 years of relevant professional experience.
  • Experience with international security structures and practices.
  • Experience developing budgets, monitoring expenditure, preparing budget reports, and tracking budget performance.
  • Experience providing administrative support, coordinating office operations, and maintaining records.
  • Experience preparing reports, maintaining accurate data, using management systems, and analyzing information to support decision-making.
  • Working knowledge of policies, guidelines, and procedures related to the area of security and emergency services.
  • Working knowledge of an international institution's IT systems and computer-based applications, including Microsoft applications.
  • Experience organizing multiple tasks and producing professional-quality outputs within the deadline.
  • Demonstrate ability to work with individuals from different cultural/national backgrounds.
  • Liaise and work with staff within own work location and throughout ADB and work with teams as a constructive team member.
  • Excellent command in written and verbal communication skills in English.
