The Human Resource Assistant supports the full cycle of recruitment and selection activities within the Talent Acquisition Division at ADB Headquarters in Manila. The role involves facilitating vacancy advertisements, pre-screening candidates, coordinating interviews, and ensuring compliance with recruitment policies.

Responsibilities

  • Facilitate advertisements of vacancies and assist in coordinating placements through various media and platforms to build a robust candidate pipeline.
  • Review and pre-screen candidates' job applications ensuring applicants meet minimum requirements.
  • Coordinate with hiring managers for shortlisting applicants and facilitate the shortlisting process.
  • Coordinate all activities related to panel interviews and serve as an interview panelist when assigned.
  • Support client departments and hiring managers in implementing recruiting strategies.
  • Coordinate across BPMSD units and other departments on the selection process including due diligence, salary offers, and pre-employment requirements.
  • Respond to inquiries relating to recruitment requirements and procedures and provide feedback to candidates.
  • Ensure completeness and accuracy of candidate records in HRMS and prepare personnel announcements.
  • Monitor recruitment and staff personnel actions and prepare data statistics.
  • Participate in working groups on initiatives, special projects, and business process reviews.
  • Perform other duties on staffing and HR-related services as reflected in the workplan.

Requirements

  • Bachelor’s degree in Human Resource Management, Psychology, Business or Public Administration, Social Sciences, or related area.
  • At least 5 years of relevant work experience, preferably in human resources management.
  • Knowledge and understanding of human resources policies and procedures.
  • Experience in conducting structured and competency-based interviews.
  • Working knowledge of interview techniques and applicant screening methods.
  • Demonstrated ability to establish effective and cooperative working relationships built on trust.
  • Ability to review business processes on recruitment and selection and introduce efficiency measures to improve time to hire KPI.
  • Working knowledge and proficiency on use of HRMS and personnel database systems.
  • Ability to work collaboratively with teams as constructive team member.
  • Excellent written and verbal communication skills in English.
