The Country Operations Head will assist the Country Director in managing operations at the Tajikistan Resident Mission, overseeing country strategy, programming, portfolio management, and capacity development. The role involves leadership in project management, policy dialogue, and coordination with government and partners to promote ADB's priorities in Tajikistan.

Responsibilities

  • Provide inputs into Country Partnership Strategy (CPS) and CPS reviews from a programming, pipeline and portfolio management perspective.
  • Help Country Director with policy dialogue with government counterparts.
  • Oversee country programming including allocation of operational resources in collaboration with sector offices and other departments.
  • Maintain pipelines and oversee progress of lending and non-lending operations by monitoring solutions departments.
  • Lead country portfolio performance review and manage sovereign and non-sovereign operations at country level.
  • Lead portfolio, programming and pipeline related missions and activities with government and partners.
  • Guide project teams on country-specific project management issues and oversee project communication and coordination.
  • Support Country Director in ensuring project/TA implementation design meets country context and quality assurance.
  • Support preparation of Resident Mission's work plan and regional department indicators.
  • Act as head of secretariat to country management team and set standard operating procedures.
  • Organize and provide operational capacity development to staff and external clients.
  • Manage performance of teams and individuals with mentoring and development.
  • Undertake other activities as designated and act as Officer-in-Charge in Country Director's absence.

Requirements

  • Master's degree or equivalent, in engineering, finance, economics, business administration or related fields. University degree in engineering, finance, economics, business administration and related fields and at least 5 years specialized experience relevant to the position can be considered.
  • At least 12 years relevant professional experience managing projects, portfolios and pipelines for development institutions.
  • International experience working in development in several countries.
  • Experience in building capacity of staff in projects or processing of loans/technical assistance.
  • Leadership qualities.
  • Knowledge of multilateral development bank or other similar organizations' business processes and operational environment.
