Furthermore, the presence of Christians in Lebanon and throughout the Middle East must not only be safeguarded as the legitimate continuation of a historic presence, but more, but must also be encouraged by international community. Since Christians aspired to be an active force for peace, spirituality, and culture within the mosaic of people that make up the Levant, where the Christian faith originated, the Holy See is following with deep concern the situation in the Gulf region, where the conflict has gradually spread and the violence shows no signs of abating. In particular, the Holy See cannot remain silent about the dramatic impact that this conflict is having on vulnerable civilian populations who are being driven into hunger and forced displacement, and who are living in barely sustainable conditions. This conflict has also affected vital infrastructure, maritime transport routes and energy resources that are of strategic importance to the entire global economy, which has an impact on the livelihood or persons all around the world. The Holy See strongly reiterates its appeal for the parties involved to find the courage to engage in dialogue. Only a renewed commitment to negotiation, supported by the international community, can restore the prospect of stable peace and shared development to the Gulf region. The international community must not forget the tragic plight of the hundreds of thousands of Rohingya who, for more than nine years now suffer not only from the tragedy of statelessness, but also have been subjected to inhumane and deadly circumstances. These individuals are deprived of their inherent rights in flagrant disrespect, of their human dignity. Their suffering must end. The conditions must be created within their homeland to allow the safe, legal, voluntary and unhindered return. The Holy City News is heartfelt appeal for an immediate end to the conflict in Sudan, a land that has for too long been ravaged by indiscriminate violence affecting the most defenseless, starting with children and women faced with an unprecedented humanitarian catastrophe. All parties are urged to initiate, without delay a sincere, constructive dialogue with the support of the international community to facilitate assistance to the population and ensure stability and peace. The Holy See appeals to all key figures in South Sudanese politics to prioritize the well-being of the nation over any partisan interests. Everyone, based on their own responsibility, is called upon to promote action and words that contribute to reconciliation, peace and harmony amongst all South Sudanese. The Holy See is following with deep concern the humanitarian crisis currently unfolding in certain areas of Somalia, where outbreaks of violence and extreme weather events are exacerbating the population's already precarious living conditions. The Holy See urges the international community to generously commit to meeting the immediate needs of the most at risk, especially women and children. The situation in the Democratic Republic of Congo is of concern to the Holy See, particularly the protracted crisis in the east of the country and the Ebola epidemic. The Holy See, while expressing full support for the peace processes in the country, encourages a national dialogue and calls for the urgent protection of health and humanitarian workers, unimpeded access to aid, and the strengthening of regional cooperation to address these challenges in an integrated manner.

Romania will continue to promote maritime security and unrestricted freedom of navigation in the Strait of Hormuz, as well as in the Black Sea area and elsewhere. It is a shared responsibility and a priority to my country. Specialized bodies such as the International Maritime Organization can make a contribution to this effort. The suspension of the Black Sea Grain Initiative, following Russia's unilateral withdrawal in 2023, reminds us that agreements only matter when the parties honor their commitments. Lasting peace in Sudan, South Sudan, the Democratic Republic of the Congo, Somalia, Libya, in the Sahel, and in all regions of Africa affected by conflict. Romania is contributing to conflict prevention, mediation, peacebuilding, and economic recovery, while stressing the importance of African solutions and, in full respect of the charter, prevention and mediation must play a greater role. Peacekeeping operations must have a clear mandate, produce measurable results, ensure responsible financing, and equitably distribute responsibilities. Since 1991, Romania has contributed to United Nations peacekeeping missions through political support, troop and equipment contributions, as well as through training of blue helmets and close protection officers.

The UN reform process must strengthen the organisation's effectiveness and relevance without diminishing its presence, services or support in the most vulnerable regions, where assistance is needed most. Reform must enhance delivery, not reduce it. The UN is not perfect, but it remains the cornerstone of multilateral diplomacy and the indispensable platform through which nations preserve peace, advance sustainable development, uphold international law and protect human rights. Solomon Islands looks to the next secretary general to lead with vision and to ensure that the Secretariat is accountable to all member states, serving the interests of small and large states on an equal footing. Mr. president, Solomon Islands reiterates its support for comprehensive reform of the Security Council to make it more representative, transparent, accountable and reflective of today's realities. A council with a dedicated seat for small island developing states would strengthen the legitimacy and effectiveness of the entire multilateral system. The veto is a relic of 1945. Too often it has been used to shield violations of international law and to entrench the double standards that fuel conflict. At a minimum, the veto must never again be used in situations of genocide, crimes against humanity or war crimes. Ultimately, it should be abolished. Mr. president, it is with great pride that Solomon Islands is again contributing personnel to UN peacekeeping in South Sudan. Despite our small size, our participation reaffirms our enduring commitment to the charter, to international peace and security, and to the noble work of peacekeepers serving communities affected by conflict.

Timor-Leste, joined with the vast majority of U.N. member states, to reaffirm our belief that the two-state solution is the only viable solution for Israelis to live in peace with themselves and with the Palestinians, and for the Palestinians to live in peace with themselves and with the Israelis. The risks are too high to continue an unstable status quo. The opportunity to better sit before us, and the choice is an international order: falling to pieces or rising to peace. Regarding Western Sahara, we welcome the Moroccan proposal and the recent Security Council resolution as an opportunity for dialogue. As with any situation of this nature, the people directly interested must be consulted on the future status. We hope that a just, comprehensive settlement is reached between Moroccan authorities and the Polisario Front. Excellencies, please take some time to look at the situation in Sudan, the worst humanitarian crisis in the world today. Look at the situation in South Sudan, Democratic Republic of Congo, Afghanistan, Myanmar, Yemen. These are not abstract. They are people. They are women. They are children, youth in their best years. They are parents. They are grandparents. And they are a grand jury of humanity, indicting us all, leaders and business, of death. For you have celebrated the tens of billions of dollars in profits from wars and deaths that you are accomplishers too. How is it that we can scroll past the end of the wall before finishing our coffee? How is it that a child pulling pieces of his family from the rubble has become a deadline, a headline so we quickly skip, a notification we silence? A Tuesday. Behind each of the dead is not a statistic. It is a mother who will spend the rest of her life searching for a face in a crowd that will never appear. It is a boy hiding in silence, learning before he can read that the wall outside his door wants him dead. It is a girl, pregnant by the man who came to destroy her home, carrying inside her both the violence done to her and the life she never shows. We tell ourselves we would never look away if we truly saw it. And yet we saw Rwanda and Bosnia happen right under U.N. watch. We see it every day, live in our pockets, in vivid color, and still, somehow, life goes on normally. We finish our meetings, we plan our weekends, we grow inure to the killings of Palestinians. This is not a lack of information. We are drowning in information. We can live. We can livestream as it all happens. This is a lack of feeling, a numbness we have allowed to settle over us like dust. All this happened before our eyes, but from the powers that can make the difference between life and death, there is no response. And worse, we witness diplomatic acrobatics to brush off the bombing of a school or a hospital, saying that it does not really violate international law because the terrorists, quote unquote, may be hiding in the basement of the building. I'm worried. Worried that we have started treating a catastrophe as something we can simply coexist with. Worried that the killing of civilians is casually being justified. Worried that total force now sounds more viable than diplomacy. This very institution was founded on a promise, all through the archives here. Resolutions say a ceasefire must hold, a border must not be crossed, a civilian must not be a target. Many of those promises remain unmet, raising concern that the phrase" never again" has lost meaning. I do not have a plan that will end a war by tonight. But I know this: numbness is not neutral. Silence is not safety. Every time we let the suffering of people become background noise, we let ourselves forget how small the distance really is, how little separates your daughter, granddaughter, niece from the girl in the refugee camp you saw on the news last night. How many children right now are learning that a wall at war is normality. The more we linger in this fog, the harder it becomes for the hiding child to believe the wall is not his enemy. These tragedies are not somebody else's tragedy.
