It is exactly these principles that are guiding our efforts for peace and stability in the South Caucasus. Even though the decades long conflict with Armenia brought immense tragedy to our people and left deep scars across our land, Azerbaijan has chosen to look ahead and turn the page of enmity. We offered Armenia peace fully in line with norms and principles of international law, based on mutual recognition of and respect for each other's sovereignty and territorial integrity. Our normalization efforts produced historic results at the Washington Peace Summit last August, where the leaders of Azerbaijan and Armenia signed a joint declaration witnessed by President Trump of the United States of America. Through this declaration, both sides confirmed the end of the conflict and their will to jointly chart a peaceful and prosperous future. The sides also initialled the agreement on Establishment of peace and inter-state relations. Today, we have achieved de facto peace Moreover, by unilaterally lifting transit restrictions, Azerbaijan facilitates transportation of goods to and from Armenia. We have also established bilateral trade. Azerbaijan provides strategically important oil products to Armenia on a regular basis. Despite increased volatility in markets and growing international demand for these commodities. As we proceed with the peace agenda initiated by Azerbaijan, our entire region is now turning into a promising anchor of stability, connectivity and tangible economic dividends. To make this process irreversible, it is of crucial importance to eliminate the remaining obstacle, which will allow finalization of the normalization process through the signing of the already initialed bilateral agreement.

Mr. president, the injustice of this century has a history, and history presents its bill. This month, Caricom advanced its ten point plan for Reparatory justice, building on this Assembly's recognition in March of the trafficking and racialized enslavement of Africans as crimes against humanity. The wealth of empires was built on the stolen lives of our ancestors, including enslaved children. It is important that the former colonizers have recognized this atrocity as recognition was, and still has been a vital step. But recognition without repair is only a sentence on a page. We call on the nations that profited to engage seriously with reparatory justice. We call on them to engage in truth, apology, restoration and development. Mr. president, the founders of this organization made their promise in the ruins of war. We should not need ruins to find our own courage. The United Nations was not created to manage the decline of its own promise. It was created to build on those promises. These are not uncertain times. The only uncertain thing is how we respond to these times.

Mr. President, few bridges carry greater historical meaning or future potential than between Africa and the Caribbean. The Atlantic, once a passage of forced displacement and separation, is becoming a pathway of return and reconnection. Africa-Caribbean cooperation must move beyond sentiment. Our shared history must help build a shared future through capital, trade, technology, knowledge, culture, and coordinated diplomacy. Mr. President, sought cooperation must be felt in jobs, businesses, knowledge transfer, and opportunity. It complements, not replaces, North-South cooperation and the obligations of developed countries. Greater accuracy must also include justice. At the Second African-Caribbean Summit, our leaders signed the Addis Ababa Declaration, and this year the African Union's reparation mechanism and the Caribbean Reparations Commission held their first joint meeting, establishing permanent coordination. On March 25, 2026, this General Assembly adopted Resolution 80/250, declaring that trafficking of enslaved African and racialized chattel enslavement of Africans is the gravest crime against humanity. Saint Kitts and Nevis welcomed this historic recognition. But recognition cannot be the destination. Repertory justice must move from recognition to remedy, and from words to action. Distinguished colleagues, when we speak of repertory justice, sovereignty, and solidarity, Haiti cannot be an afterthought. Approximately 1.47 million people are eternally displaced, while nearly half of the population faces acute food insecurity. In the very near future, the first round of presidential and legislative elections will take place. The Haitian people must choose their leaders freely, credibly, and safely.

We do so for the people of Ukraine, and also for all territories and populations where the threat of conflict continues to rage. Similarly, we reaffirm that a negotiated solution based upon the coexistence of two states, Israel and Palestine, living side by side in peace, security, and mutual recognition, remains the most solid path toward achieving a just and lasting peace in the Middle East. On the other hand, we hope that a peaceful solution can be found in Lebanon that fully respects the sovereignty of all countries involved. We cannot resign ourselves to turning human suffering into a statistic: behind every victim is a life cut short, behind every child killed, a future that disappears, behind every school or hospital destroyed, a part of our shared humanity that has failed. For this reason, we are particularly concerned by the increase in attacks against civilians, humanitarian personnel, and United Nations staff who are carrying out their mission, often under extreme conditions and at extraordinary personal risk. In conclusion of the last SG's report on children in armed conflict and conflict-related sexual violence, are especially alarming: the figures presented are not only dramatic, they are morally unacceptable. For the first time, the primary perpetrators of these violations are states themselves, which should be the ultimate guarantors of the protection of their citizens. Given this reality, Andorra will continue to act. We have increased our contribution to the Office of the Special Representative of the Secretary-General for Children in Armed Conflict, we have strengthened our support for UNICEF programs, and we are taking active part in the negotiations of the future Convention on Crimes Against Humanity, with particular attention to the protection of children. Excellencies, the 2030 Agenda remains the most ambitious collective commitment ever undertaken by the international community. It is not merely a set of technical objectives, nor is it simply an international planning framework; it is a promise, the promise that the place where a person is born should not determine their opportunities, life expectancy, or future. The effects of global warming are being felt across many of the world's regions, from coastal areas and river deltas to the most vulnerable territories, which are increasingly exposed to extreme weather events.

I return to this issue of belonging at the end of my speech. But, Mr. President, last year, from this very podium, I made a solemn pledge on behalf of Africa and the global African diaspora to seek full international recognition of the transatlantic trafficking and racialized chattel enslavement of Africans as the gravest crime against humanity. Some cautioned that we were reopening old wounds, but we came not to provoke division or render empty judgment. We came to seek healing. And true healing requires truth, and truth requires acknowledgement, and acknowledgement must lead to meaningful repair. Mr. president, for centuries, this tragedy was rendered in the passive voice as though the millions of African men, women and children just vanished into the shadows of time. Mr. president, they do not vanish. They were hunted. They were captured. They were trafficked. They were bought, they were sold. They were exploited and exchanged for profit. They were ripped from their families and communities they belonged to. They are unpaid labor built. The cities, industries, banking institutions, and empires of the modern Western world. Meanwhile, the African continent was left depopulated. Split families, structural disruption and generational trauma. Mr. president, on 25th March this year, the International Day of Remembrance of the Victims of Slavery and the Transatlantic Slave Trade. Ghana had the honor of tabling resolution 8250 in this very August Assembly. Mr. president, 123 nations voted to affirm this fundamental truth that the transatlantic slave trade and chattel enslavement were the gravest crimes against humanity I stand with respect at this podium to thank every nation that voted for justice, and am deeply grateful to our brothers and sisters in the African Union, the Caricom, Celac and our partners across the Global South. That resolution was not a mere gesture. It was adopted because the structural legacies of those historic crimes continue to fuel systematic racism, economic marginalization, and a global financial architecture that is weighted against Africa and people of African descent. Since the passage of the historic resolution, we welcome the positive overtures from many countries and institutions that have joined the dialogue on reparative justice. The Netherlands, Germany and France have all made positive moves to join the conversation on Reparatory justice. Mr. president, real repair demands structural transformation. It requires dismantling the persistent engines of exploitation, unfair global trade, predatory resource extraction, discriminatory, discriminatory credit ratings, unsustainable debt burdens of the global South, and the continued export of raw materials from Africa. While real value addition and job creation occur elsewhere. Mr. president, the injustices of the past remain embedded in today's power structures.

Mr. President, Excellencies, Ladies and gentlemen, The faultlines in our world are widening. Cracks have become canyons. Over the last decade, wars erupted with devastating consequences and dragged on with despicable cruelty. Civilians were targeted. Human rights trampled. Hunger weaponized. Humanitarians killed. International law cast aside. Geopolitical divides have deepened. Inequalities have intensified. Trust has frayed. The climate crisis went from distant warning to daily reality. And artificial intelligence moved at a speed that has blindsided even those who created it. These are not separate crises. They are chapters of the same story. The story of power. Who has it. Who is denied it. How it is used. And how it is changing. Excellencies, Power is being reshaped in three fundamental ways. First, among States. New centres of economic, political and technological influence have emerged. Second, we are witnessing an extraordinary transfer of power away from governments to a handful of private corporations and individuals. Their reach now extends across politics, economies, information flows, technological development, and the civic space on which societies depend. And, third, humans are increasingly handing over power to machines – with Artificial Intelligence agents going rogue, and lethal autonomous weapons going from science fiction to military reality. Yet our institutions and systems of global governance continue to reflect the power realities and interests of a largely bygone age. That is the defining challenge before us. At the very moment when humanity faces an unprecedented convergence of threats, our mechanisms for collective action are under growing strain. Excellencies, We are clearly moving towards a multipolar world. And that movement is irreversible. But there are different ways that multipolarity can take shape. One possibility is a world of fragmentation and transactionalism. A world of rising tensions and deepening mistrust. Of fractured markets and weakened institutions. Of shrinking cooperation and zero-sum calculations. In many respects, that is the trajectory we are on today. But there is another path. A path towards networked multipolarity. A world built on interdependence – and sustained by a dense web of economic, political, social and technological connections. A world in which multiple centres of influence coexist within a common framework of international law and shared rules. Such a world can help us avoid hegemonic tendencies and what I have called the Great Fracture: The division of the world into two rival blocs with separate economic, technological and security systems. A networked world recognizes that no power can solve today’s challenges alone. Of course, competition will remain a permanent feature of international relations. But competition does not have to mean confrontation. Healthy competition can drive innovation, strengthen resilience, and expand opportunity. But only when it operates within frameworks that preserve stability and enable cooperation where cooperation is indispensable. Building a networked future begins with a recognition, especially by superpowers: That their power isn’t so super. That their power has limits. The events of recent years have made that unmistakably clear. Military power alone cannot secure peace. Economic power alone cannot command stability. And technological power alone cannot guarantee security. A networked multipolar world can create the conditions for more balanced and representative global problem-solving. But it requires a multilateral system centred in the UN that is balanced and representative. Strong, effective institutions that reflect the realities and the progressively changing relative weight of countries and economies in today’s world – not the power arrangements of 80 years ago. Fortunately, we are not starting from scratch. We already have a binding foundation: The Charter of the United Nations. And the principles that give it life. The primacy of international law. Upholding human dignity. And the pursuit of justice in all its dimensions. These are the backbone for the effective, legitimate and responsible exercise of power in the 21st century. Excellencies, It comes down to this: Will we act to ensure that power is governed by law or by force? By cooperation or coercion? By responsibility to young people and future generations or indifference to their fate? Because the defining challenges of our age are not separate from the question of power. They are expressions of it. And they will determine whether we drift deeper into division and instability – or move toward cooperation, justice and collective security. Looking ahead, our future will be shaped by how we address four great tests of power: The power over war and peace. The power that concentrates wealth and drives inequality.

But today I am once again speaking before you with a different mindset. I do not seek to denounce, but rather to share with you, to share with you factual elements about the progress and the headway that has been made by the Republic of Guinea as we have achieved results that have emanated from the choices that we have made. On the basis of our constitution, the Republic of Guinea organized an entire direct presidential and legislative communal elections, and we have established all institutions which are entirely financed by our Treasury. And I state this with a rightful sense of pride that none of these elections that were held throughout our territory, none of these elections were marred by any significant incidents on the part of any of the participants in this electoral process, and this reflects the fact, ladies and gentlemen, that a country can organize independently using its own resources, credible, peaceful, and transparent elections. This constitution that we have adopted introduces profound innovations in terms of peaceful coexistence, as well as greater representation of our localities and our communities, as well as novel guarantees for peaceful transfer of power, and includes recognition of our cultural, linguistic, religious, and cultural plurality as the bedrock of our nation, and not as a divisive factor. And this I state with a sense of legitimate pride. All of these elections were organized on our soil, once again, without any assistance from any party whatsoever. Ladies and gentlemen, I have not— I did not come here to exercise emphatic, but I do believe it is worthwhile to share with you, to share a simple overview and useful, useful information about what our Republic of Guinea has achieved in less than three years.

Mr. President, the sustainability of our oceans and fisheries is closely linked to the changing climate, and the pressures we face on our marine resources are increasingly compounded by its impacts. Climate change remains one of the most pressing challenges to our development and way of life. Sea-level rise, coastal erosion, saltwater intrusion and extreme weather events continue to place pressure on our communities, infrastructure, water security and livelihoods. The Intergovernmental Panel on Climate Change Sixth Assessment Report reinforces the urgency of these challenges and particularly the risks faced by small island States. Through our long-term national development vision, the Kiribati Vision for 20 years, and our national priorities under Te Motinnano policies, we continue to invest in resilient infrastructure, water security, coastal protection, disaster preparedness, renewable energy and community-based adaptation. Our objective is clear: to continue building a wealthy, healthy and peaceful Kiribati, where our people can live with dignity, in peace and with opportunities. Renewable energy is increasingly important to Kiribati’s development and energy access. We therefore see greater investment in renewable energy as an important opportunity to reduce our reliance on imported fossil fuels and strengthen the resilience and sustainability of our energy sector. But national action must be matched by international action. We call for greater ambition, stronger support for adaptation and climate finance that is adequate, predictable and accessible, particularly for Small Island Developing States. Kiribati recognises the importance of international law in addressing climate change. The International Court of Justice Advisory Opinion on climate change advances climate justice by affirming that all States have binding duties to protect the climate system and achieve deep, rapid, and sustained greenhouse gas reductions consistent with limiting warming to 1.5 degrees Celsius. We welcome growing recognition that climate resilience must be locally owned and driven. The Pacific Resilience Facility is a Pacific-led, Pacific-owned mechanism that strengthens the region’s capacity to finance climate and disaster resilience. The Pacific’s co-hosting of COP31 with Türkiye later this year further demonstrates the value of local action.

Mr. President, digital transformation and the rise of artificial intelligence are rightly considered to be one of the great promises of our time. The Global Digital Compact must become a reality: affordable connectivity, skills transfer, data protection, and a governance of AI in which developing countries decide instead of simply being users. The transformation also requires facing history with lucidity. The wounds left behind by colonization are still being felt on our continent. Reparations are not simply reopening a feud of the past. They are a demand for justice for the future, recognition of the wrongs committed, restitution of cultural goods and archives, equitable cooperation, debt relief. There are many possible paths. The African Union has prioritized this, and the CAR fully supports these efforts.

The Indian Ocean must remain peaceful. It must remain as a region where trade can flow and where States can prosper. Regional competition among major powers must not limit the choices of smaller States. Conflict does not have to reach our shores to affect us. In today’s interconnected world, a crisis far away can quickly become a crisis at home. Interruption to maritime traffic through the Strait of Hormuz raises fuel prices. It affects food supplies and air travel. The consequences of this are felt across tourism and public finances in the Maldives. The Maldives, therefore, condemns the closure of the Strait of Hormuz. The Strait must remain open and safe. The Maldives further condemns the attacks on Saudi Arabia, United Arab Emirates, Bahrain, Qatar, Kuwait, Oman and Jordan. The Maldives appreciates the diplomatic efforts of Oman, Pakistan and Qatar to de-escalate the crisis and bring the parties to dialogue. The right to a sovereign future must belong to all. And nowhere is that right more brutally denied than in Palestine. Israel's genocide and war crimes against Palestinians continue. And their actions are not confined to Gaza. Its military attacks across the region have violated the sovereignty of other States. Security cannot be built by exporting insecurity. Nor can any country demand respect for its sovereignty while violating the sovereignty of others. No State should be shielded from accountability by its power or political alliances. But condemnation alone is not enough. Every Member State must ask: what have we done to end this violence? The United Nations must ask itself the same question. The problem is not a lack of law. The rules are clear. What is absent is equal application. International law cannot bind the weak and bend for the powerful. The same rules. The same standard. No exceptions. Israel’s genocide in Gaza must end. Israel’s illegal occupation of Palestine and other Arab lands must end. Illegal settlements must end. Humanitarian assistance must reach Palestinians safely, rapidly and at scale. And the decisions of international courts and the resolutions of this Organization must be respected and implemented. For the Palestinian people, a sovereign future means freedom, dignity, self-determination, and the right to live with security in their own State. The Maldives will always stand with the Palestinian people and their undeniable right for that future. That is why I reiterate our call for the recognition of an independent and sovereign State of Palestine, based on the pre-1967 borders, with East Jerusalem as its capital. And if this Organisation is to restore trust and deliver for all, Palestine must become a full Member of the United Nations.

The expanded theatre of conflicts and the escalating humanitarian cost of such conflicts requires greater protection of civilians, while ensuring the peaceful settlement of such disputes for the sake and benefit of communities. The systematic destruction witnessed in the Palestinian territory and the ensuing fall of victims and displacement are of the responsibility of the international community, especially the United Nations. We have to protect the Palestinian people and end their suffering. In this vein, we renew our support for a just and lasting solution to the Palestinian cause based on the peace, the Arab Peace Initiative and the UN resolutions. To establish the state of Palestine that is independent, viable. Along the lines of the 4th of June 1967, with East Jerusalem as its capital. We appreciate the mediation effort undertaken by the United States of America, Egypt, Qatar to Turkey or Turkey, and we stress the need to implement the Security Council Resolution 2803 issued on the 17th of November 2025 on the peace plan in Gaza. This will bring about peace and ensure reconstruction in the Gaza Strip. We would like to recall the historic step. Taken by a number of European countries over the past year, when they recognised the state of Palestine. We do welcome and commend the recent measures undertaken by a number of European countries to impose sanctions on Israeli settlers who have been implicated in violent acts against the Palestinian people. However, even though they are important. But such initiatives should not be isolated. Instead, they should be a driver for more firm international action to put an end to the settlement activity. While opening the horizon for the two state solution. Paradoxically. That we have denied the Palestinian people from participating in this international forum at a time when the Palestinian question is at the forefront of our agenda. At a time when the Palestinian cause comes at the forefront of the international agenda. They were not able to attend. This go contravenes the spirit of dialogue and pluralism that the United Nations is underpinned upon in this domain. We stress that the State of Palestine has gained the recognition of most of the Member States of the United Nations. This reflects a wide range, uh, support international support of the Palestinian people and their establishment of an independent statehood. Therefore, we call for the, um, the participation of the Palestinian the Palestinians in the UN forums so that they can achieve their aspirations and defend their just cause before the international community. We renew our support to the people of Lebanon in the face of the violations that they have endured. We have to end their suffering and ensure their sovereignty. We are also standing in solidarity with Sudan. We are committed to Sudan's unity, sovereignty and territorial integrity. We call for an immediate end to this war, giving priority to dialogue while protecting civilians and ending their suffering. Turning to Libya, we support the UN efforts and the African Union's effort to reach a permanent settlement that would maintain the country's unity and sovereignty, sovereignty, while ensuring peace and stability to the people of Libya. We renew our support. To the efforts made. Um in the. Al-Arabiya in Yemen and the initiatives taken by the Arab, uh, countries, as well as the Kingdom of Saudi Arabia to support that country. We stress our principled position on the conflict of the Western Sahara and hope to reach a just and sustainable solution that will be accepted to all parties. We express our deep concern towards the military escalation in the Middle East and the resulting threat to the entire region and its stability. Just a few days ago, on the 4th of September 2026, to be precise, in this very hall. Togo's call was heard, and a reform of the map of the world was adopted. The international community made history by adopting, with a very large majority of 164 votes, by adopting resolution called correct the map. Togo is delighted that this resolution was adopted. This decision has a simple requirement. Is it the need to represent the world based on scientific truth and respecting the equal dignity of the people Correcting the map is not just rectifying a geographical distortion, it's also correcting the perceptions that come with, in particular in education, in information and in public action. Correcting the map of the world on behalf of scientific truth, on behalf of responsibility, in the face of history, on behalf of justice and equity, on behalf of repairing cartographic map distortions that were inherited from the past in English. We believe that a just and lasting peace must be achieved through dialogue and diplomacy. In Gaza, our responsibility begins with the protection of human lives. Civilians must be protected, and humanitarian assistance must reach those in need safely and without any obstruction. Israelis deserve lasting security, and Palestinians deserve dignity, freedom, and a viable state of their own. Montenegro supports a two-state solution, with the State of Israel and a viable state of Palestine living side by side in peace, security, and mutual recognition. The disarmament of Hamas remains an important element of a sustainable settlement, while full respect for international humanitarian law must guide us throughout. Different conflicts have different histories, but human dignity cannot have different standards. Neither can international law. The same commitment to international law applies to freedom of navigation in the Strait of Hormuz, a route whose security has implications far beyond the region. Disruptions affect energy markets and global trade, but they also affect food security through the supply and price of fertilizers and other critical agricultural inputs, with particularly serious consequences for vulnerable import-dependent countries. At the same time, we must not allow conflicts that receive less international attention to become forgotten conflicts. In Sudan, in Myanmar, in Haiti, and elsewhere, civilians continue to endure violence, displacement, and profound insecurity.

Moreover, last July, the Cemetery Complexes of the Xiongnu Nobility, Mongolia's first statehood were inscribed on the UNESCO World Heritage List, reflecting international recognition of their historical and cultural significance. It is my pleasure to underline that Mongolia is serving for the first time as a member of the UNESCO World Heritage Committee for the term 2026 2029. Moreover, this year marks the 820th anniversary of the Great Mongol Empire, founded by Great Chinggis Khaan, Man of the Millennium, King of Kings. The United Nations General Assembly resolution, adopted on the occasion of the 800 years of Mongolian statehood, highly values and emphasizes the contribution of Mongols to the history of humankind by recognizing the richness of nomadic civilization and its important contribution to promoting dialogue and interaction among all forms of civilization, and that nomadic civilization influenced inter alia, societies across Asia and Europe, and in turn, absorbed influences from both East and west in a true interchange of human values, the important role in the development of extensive trade networks and the creation of large administrative, cultural, religious and commercial centres. This demonstrates that this historical contributions embodied progressive ideas that could serve as a foundation for today's collective efforts to safeguard peace and stability. For example, the renowned Mongolist Władysław Kotwicz in his work, Mongols are the promoters of the idea of global peace from the early 14th century, noted that Öljeitü, Il-Khan of the Mongol Empire, in his letter sent to King Philip the Fourth of France in 1305, eloquently underscored the value of harmonious relations among nations and peoples in the thoughtful words, what could be better than true concord? History is the foundation upon which we reflect on the past, shape the present, and build the future, and is the memory of our statehood.

Mr. president, excellencies, my friends, we meet at a time when the obstacles confronting human progress are multiplying, obstacles to peace, obstacles to food and clean water, obstacles to finance, medicine and education, obstacles to movement and opportunity. Obstacles to technology, to the knowledge and infrastructure needed to use it, and increasingly, obstacles between nations, between communities, and between people who no longer agree on the same facts or trust the same institutions. War continues to destroy lives and communities. Even though the international community possesses more tools than ever, ever before to prevent conflict and to facilitate dialogue. The climate crisis is accelerating. Even though the science is clear enough for us to act, and many of the solutions are already known. And despite unprecedented global wealth, millions remain without reliable access to food, water, health or shelter. These challenges, my friends, are creating the crises of which we constantly speak, and at the same time, new challenges are emerging. Artificial intelligence is opening extraordinary possibilities in health, education, science, and productivity while also creating new risk of exclusion, exploitation, surveillance and the distortion of truth. And yet, the cooperation needed to confront these challenges is under strain. It is why I believe the theme this year is so apt. Restoring trust. Managing transformation. A united nation that delivers for all. The theme reminds us that we have institutions created to preserve peace, to advance development, and yes, to protect human dignity. The institutions are these very United Nations. We have shared principles grounded in sovereign equality, and in the recognition that our responsibilities extend beyond borders. The reality is that we understand that there is, regrettably enough, for us to be able to invest in prevention rather than waiting to finance reconstruction. We understand enough about the climate crisis to reduce the emissions that are warming our planet, and take the necessary steps for our populations to adapt. We equally now understand enough about the rapid development of AI to know that as we welcome its promise, we must anchor its development in a universal, humanizing framework that does not imperil our existence as human beings. The failure, my friends, to address these challenges, therefore, is not one simply of knowledge or capacity. It is a repeated failure to convert what we know into what we do. To turn principle into practice and global capacity into solidarity So beneath our many crises lies yet another one. And yes, it is a crisis of responsibility. Mr. president, that responsibility begins here in these halls.
