These organizations will do that with the full force of the law. But doing that is not enough. If at the same time, we do not tackle the challenge that is developing a better educational system. There need to be effective opportunities for learning for our children and young people. It's only through providing those that young people and adults can enter the labour markets. Instead of being recruited by criminal groups. Consequently, our second challenge will be that of making education a tool for social transformation and a tool for the prevention of violence and crime. The quality of education and the depth of learning enjoyed by our children and young people is a predictor of higher a higher quality of life, because such education makes it possible to develop higher income, better health habits, and that serves the cause of social mobility. On the other hand, we've noted that shortcomings and weak points in our education system combine with other factors to predict crime and indeed, fuel crime. With that in mind, my government has launched a wholesale reform of the Peruvian education system. This reform will strengthen educational infrastructure. It will increase the provision of digital learning and the provision of educational material. We will also bolster. The resources given to teachers to teach. At the heart of our reform will be the creation of a head teacher training school. The goal is to equip head teachers with the tools and skills they need to lead their schools independently, so that schools can become inspiring models that promote the participation of parents in this mission. That is, that of making every child as a citizen that stands in solidarity with others, respects them, and a citizen proud of their country. I must recognize that an ideological cultural agenda that is not in line with our reality and the imposition of it, has sowed confusion and disorder of such magnitude that today, teachers in our schools are not able to keep order in the classroom. They cannot discipline their classes because they cower under the threat of being reported. We need to re-establish the principle of respect for authority. We will make our classrooms safe spaces in which children go to learn and teachers go to teach without fear. This is our agenda. It is not that of anyone else being imposed. The role of a state is to withdraw unfair barriers, barriers that stymie people's development.

Ladies and gentlemen, artificial intelligence is here to stay and to be used to assist us, as has been the case with every major technology throughout human history. Like any new technology, AI poses risks and brings challenges. But with knowledge, wisdom, and unity, we can put its use in the service of humanity. As a co-chair of the first UN global dialogue on AI covenants alongside El Salvador, Estonia has proudly brought its knowledge and experience in service of the UN and its member states. Personally, I had the honor of becoming one of the commissioners of the AI for Good global commission this summer. For me, this role means both trust and responsibility to help ensure that AI serves people, that its use is secure and reliable, and that its benefits reach as many countries and communities as possible. As the current President of the UNICEF Executive Board, Estonia has been paying particular attention to the topic of innovation in education, notably how to advance in a responsible way safe, inclusive, and child-centered learning with the support of AI. In Estonia, we have introduced a massive education innovation program we call the AI LEAP, whose aim is to assist schools, students, and teachers alike to adapt to the age of AI and foster meaningful learning. Artificial intelligence should empower teaching and learning rather than replace them. Under the auspices of the United Nations, notably through close cooperation with UNICEF, we are bringing our experience and best practice to the global scene, ensuring that AI creates equal opportunities for all humanity. We know for certain that digitalization, which has now been reinforced by AI, has enabled our small country to grow, innovate, and connect globally. This is why we have shared our experience with around 150 other countries worldwide. And this is also why Estonia has nominated a candidate for the position of Director of the ITU Development Bureau. You can trust us to work to turn connectivity into lasting capability, and to ensure that no country is left behind in the digital transformation. We hope to count on your valuable support. Ladies and gentlemen, the very fact that we are gathered here today should give us hope that we still share a commitment to the United Nations Charter and to multilateral cooperation. Otherwise, why would we keep coming to New York year after year? Let us preserve what matters, adapt where we must, and design the future together. Timor-Leste, joined with the vast majority of U.N. member states, to reaffirm our belief that the two-state solution is the only viable solution for Israelis to live in peace with themselves and with the Palestinians, and for the Palestinians to live in peace with themselves and with the Israelis. The risks are too high to continue an unstable status quo. The opportunity to better sit before us, and the choice is an international order: falling to pieces or rising to peace. Regarding Western Sahara, we welcome the Moroccan proposal and the recent Security Council resolution as an opportunity for dialogue. As with any situation of this nature, the people directly interested must be consulted on the future status. We hope that a just, comprehensive settlement is reached between Moroccan authorities and the Polisario Front. Excellencies, please take some time to look at the situation in Sudan, the worst humanitarian crisis in the world today. Look at the situation in South Sudan, Democratic Republic of Congo, Afghanistan, Myanmar, Yemen. These are not abstract. They are people. They are women. They are children, youth in their best years. They are parents. They are grandparents. And they are a grand jury of humanity, indicting us all, leaders and business, of death. For you have celebrated the tens of billions of dollars in profits from wars and deaths that you are accomplishers too. How is it that we can scroll past the end of the wall before finishing our coffee? How is it that a child pulling pieces of his family from the rubble has become a deadline, a headline so we quickly skip, a notification we silence? A Tuesday. Behind each of the dead is not a statistic. It is a mother who will spend the rest of her life searching for a face in a crowd that will never appear. It is a boy hiding in silence, learning before he can read that the wall outside his door wants him dead. It is a girl, pregnant by the man who came to destroy her home, carrying inside her both the violence done to her and the life she never shows. We tell ourselves we would never look away if we truly saw it. And yet we saw Rwanda and Bosnia happen right under U.N. watch. We see it every day, live in our pockets, in vivid color, and still, somehow, life goes on normally. We finish our meetings, we plan our weekends, we grow inure to the killings of Palestinians. This is not a lack of information. We are drowning in information. We can live. We can livestream as it all happens. This is a lack of feeling, a numbness we have allowed to settle over us like dust. All this happened before our eyes, but from the powers that can make the difference between life and death, there is no response. And worse, we witness diplomatic acrobatics to brush off the bombing of a school or a hospital, saying that it does not really violate international law because the terrorists, quote unquote, may be hiding in the basement of the building. I'm worried. Worried that we have started treating a catastrophe as something we can simply coexist with. Worried that the killing of civilians is casually being justified. Worried that total force now sounds more viable than diplomacy. This very institution was founded on a promise, all through the archives here. Resolutions say a ceasefire must hold, a border must not be crossed, a civilian must not be a target. Many of those promises remain unmet, raising concern that the phrase" never again" has lost meaning. I do not have a plan that will end a war by tonight. But I know this: numbness is not neutral. Silence is not safety. Every time we let the suffering of people become background noise, we let ourselves forget how small the distance really is, how little separates your daughter, granddaughter, niece from the girl in the refugee camp you saw on the news last night. How many children right now are learning that a wall at war is normality. The more we linger in this fog, the harder it becomes for the hiding child to believe the wall is not his enemy. These tragedies are not somebody else's tragedy.

Third, we should advance exchanges and mutual learning among civilizations and rebuild unity and mutual trust through communication and dialogue. Diversity has created splendor in the world. Condescension and the self-centered mindset have no place in the interactions among different cultures promoting mutual trust, mutual respect, solidarity, and harmonious coexistence is the right approach to take. We need to use the UN platform to boost international people to people exchanges, and take the celebration of the International Day for Dialogue among Civilizations as an occasion to promote mutual understanding and amity among all peoples and the common development of diverse civilizations.

We witness geopolitical instability in Europe, the Middle East and elsewhere. It is made worse by growing nuclear ambitions in the Middle East and Asia, as well as the irresponsible transfer of military related goods, dual use items and sensitive technologies. In recent months, Iran has continued attacking neighboring countries, often through its proxies, while actively impairing the freedom of navigation in the Strait of Hormuz. These actions constitute a serious threat to regional and international peace and security. We reaffirm our full solidarity with the Gulf Cooperation Council countries and Jordan. We call on Iran to halt its nuclear and missile programs, as well as its collaboration with armed groups across the Middle East. Lithuania commends all efforts to find a solution ensuring freedom of navigation. We will contribute with our demining capabilities to the international maritime missions in the Strait of Hormuz. As regards the situation in the Gaza Strip, my country supports international efforts to maintain and consolidate the cease fire. The Comprehensive plan to end the Gaza conflict, including the deployment of the Temporary International Stabilisation Force, provides the guidelines to follow. Lithuania reiterates the importance of full demilitarization of non-state armed groups. Humanitarian aid must also be allowed to reach those in need safely and without obstruction. To this day, the two state solution remains the only way towards a comprehensive, just and lasting peace. In this light, it is crucially important to abstain from any further actions incompatible with a credible political process. Ladies and gentlemen, the one conflict that poses the greatest threat to the world order is Russia's war of aggression against Ukraine, supported by its proxies. In the 12 years since the illegal occupation of Crimea, Russia has escalated from clandestine operations and limited warfare in eastern Ukraine to massive military operations, mass killings and ultimately the largest drone attacks against civilian infrastructure the world has ever seen. The current stage of the war, which began with the full scale invasion in February 2022, has already lasted longer than the First World War. In the last 55 months, Russia has suffered 1.5 million military casualties. In the last year, it has gained 0.3% of Ukraine's territory, at the cost of over 400 000 soldiers killed and wounded. Yet all these enormous efforts, all that blood and tears, basically came to nothing. Ukraine is still standing proudly as an independent state. The Ukrainian language, culture and national identity are alive and thriving. In all but name, Russia has already lost the war. Yet its leadership does not allow itself to admit defeat, fearing international legal accountability and possible revenge from its own people. As inevitable approaches, the stakes get higher and the Kremlin regime increasingly finds itself cornered. How much more Ukrainian civilian lives will be sacrificed on Russia's war altar? How many people will be tortured, sexually assaulted thrown into dark dungeons, never to see the sunlight again? How many children will be illegally separated from their parents and sent to Russia to suffer indoctrination? We do not know the answers, yet we must all feel the deep pain brought by this brutal and pointless war. And we all should join our forces to draw Ukraine's victory closer, for it is only Ukraine's final victory safeguarding its sovereignty, independence and territorial integrity that could ensure the global peace, security and credibility of the United Nations Charter. What we can not allow is the brute force prevailing over international law. We cannot tolerate any longer Moscow's colonial aspirations, which undermine global food security and driving up food prices. Russia's imperial ambitions reach far into Europe, Africa and Asia. No country should consider itself immune from this threat. Naturally, Lithuania witnesses many dangers up close. In recent months, Russia's war of aggression has led to numerous violations of our airspace by combat drones. Russia has also intensified hybrid attacks, disinformation and sabotage efforts. Where Russia advances, opening Pandora's box of new techniques for destabilisation, other hostile actors follow, learning new skills and ideas.

These are critical to the implementation of SDG 14. Our maritime domain is increasingly exploited by transnational criminal networks involved in illegal trafficking including illicit drugs moving through our region. Illicit drugs enter homes, harm young people, fuel violence and place increasing pressure on communities and essential services. Excellencies non-communicable disease represents one of the most serious development challenges to Samoa's public health and economic productivity. In response, we are shifting towards prevention through strengthening health literacy, reforming school nutrition and food environments, and early intervention programs. And this includes our early childhood development framework.
