Our military is the most powerful on earth. Our technology is second to none and we are leading in virtually everything. Our energy is fueling the planet. America is rising. Our nation is growing. Our power is expanding. Our country is doing better than ever before, and our future is very, very bright. Since I took office, we have created more than 1 million new private sector jobs, and more Americans are working today by far than ever before. Last week, it was announced that the poverty rate has reached its lowest level in American history. We lifted 1.5 million Americans out of poverty last year alone. Another record, the African American and Hispanic American poverty rates are at all time lows. Real household incomes for Americans have soared to the highest level in history, 87,000 on average, surpassing the prior record that I set in my first term. From day one, my administration has worked to remove every single unnecessary regulation and obstacle to doing business in America. We passed the largest tax cuts in American history, and as a result, more money is being invested in the United States right now than has ever been invested in any nation, anywhere in the world. U.S. stock markets have set all time records. And that's just in the last 12 months. We've secured commitments for $21 trillion in new investments from all over the planet, compared to less than $1 trillion in four years in the previous administration. Two years ago, our country was dead, and now we have the hottest country anywhere in the world. Before I took office, we had the worst and most dangerous border on earth. And now we have the most secure border in American history. Nobody comes in unless they're invited. Unless they have permission. In the past 16 months, zero illegal aliens have been admitted to the United States. And that's done by some very sophisticated people.

We need institutions capable of dealing with issues that transcend national borders. We need multilateralism. But multilateralism will only retain its credibility if it is also able to evolve. Switzerland therefore supports efforts to reform the UN system as part of the UN80 initiative. This reform must make the UN more coherent, more effective and more results oriented, while respecting the powers and responsibilities of member states. The UN must focus its efforts where its action brings real added value: when problems transcend borders, when national or regional capacities are insufficient, or when a universal institution is needed to provide a common framework. The key question is therefore a simple one how can we ensure that the resources, expertise and energy invested in the multilateral system yield better results for those it is meant to serve? Because our institutions do not exist for their own sake, they exist for the people, for those who live in fear of conflict, for those who have lost their home following a disaster, for those seeking work or building a future for themselves, for the children whose lives depend on access to education and the new opportunities we are creating today. It is on this scale that the value of multilateralism is ultimately measured. Ladies and gentlemen, Your Excellencies, we cannot make the diverging interests of our countries disappear. We cannot erase disagreements, rivalries, or borders, nor can we remove all of the mountains that stand between us. But we can determine how we wish to tackle them. We can preserve open dialogue rather than erect more barriers. We can keep the channels of communication open rather than resign ourselves to silence. We can ensure that technological progress creates more opportunities rather than new divisions. And we can reform our institutions rather than accept their gradual demise. Switzerland will continue to play its part, using the means at its disposal by upholding international law, promoting dialogue, providing its good offices, supporting effective multilateral institutions, and by remaining a country where the world can continue to come together and engage. We do not claim to have all the answers, but our experience in the Alps has taught us one simple thing. While a mountain might separate us, it can just as easily be crossed. Crossing it brings people together. Coming together encourages dialogue, and dialogue fosters trust. Perhaps this is where our shared responsibility begins: to keep open the pathways that allow us, in spite of our differences, to continue moving forward, hand in hand.

While we are a few years away from 2030, progress towards attainment of the SDGs is still unimpressive. Given this situation, we need to improve our execution and ensure that every cent invested delivers results. Tanzania remains committed and has made strides in implementing the 2030 Agenda. Tanzania Vision 2050, aim to build an inclusive and competitive economy that ensures quality of life for all. We are investing in our people, productive infrastructure, technology and innovation, while creating greater opportunities for women and young people. Our ambition is to transform economic growth into lasting improvements in people's lives. These ambitions may not be realized if the international financial architecture is not made to work for development. Currently, when developing countries are accelerating progress, they are restricted by high borrowing costs, rising debt burdens, and limited access to affordable longterm finance. Tanzania stresses that improvements must be made to ensure the expansion of concessional financing, mobilization of private investment, improved access to development and climate finance, and giving developing countries a stronger voice in global financial decisionmaking. It is without a doubt that political commitment is paramount in undertaking focused investment.

Mr. president, development also requires peace and security. For Jamaica and our wider Caribbean region, transnational organized crime remains a serious threat. Last year, from this very podium, Prime Minister Andrew Holness called for a global war on gangs, a coordinated international effort capable of matching the reach, financing and sophistication of transnational criminal networks. Jamaica reiterates that call today. Illicit firearms do not manufacture themselves in our communities. They cross borders. Criminal money crosses borders, criminal networks exploit technology and operate across borders. Our response must therefore also cross borders. We call for stronger cooperation in firearms tracing and interdiction, intelligence and information sharing, financial investigations, and law enforcement capacity building. We also urge major arms-exporting states to strengthen export controls and post delivery verification. At home, Jamaica has invested heavily in our security forces, strengthened legislation, enhanced intelligence gathering oversight and transformed policing. The results are remarkable by any standard. In 2025, Jamaica recorded its lowest number of homicides in more than three decades. And in 2026, with even further reductions, the Global Peace Index ranked Jamaica the most peaceful country in the Caribbean. We recognize that there remains work to be done, but the direction is clear and our objective is not merely fewer crimes. It is a durable ecosystem of peace in which every Jamaican can feel safe, raise a family, do business, and fulfill his or her potential, and retire in Paradise. Mr. president, nowhere in our region is the challenge of criminal gangs more devastating than in our CARICOM sister nation of Haiti. Jamaica stands firmly with the Haitian people.

Brazil is in a hurry to become a developed and socially fair nation. We have adopted an economic model based on income distribution, job creation and wage increases. We are invested in improving productivity, expanding credit and building a robust social safety net. Brazil has returned to sustainable growth. We are the third largest destination for foreign direct investment. Despite the high tariffs imposed against our economy, this year we shall break a new record in our exports. There is still much to be done. The world of work is undergoing a transformation. Older people want to stay active. Young people want to become entrepreneurs. Workers need time to rest, improve their skills and spend time with their families. In Brazil, achieving this goal requires ending the so-called 6x1 working schedule to guarantee workers two days off per week.

Food security must become a strategic priority because no sustainable development is possible when millions of families lack sufficient and nutritious food. In closing, I would like to raise the question of youth, the most precious asset on which the entire international community can and must rely. I speak today not only as a committed friend of young people, but also on the basis of a clear observation: our intellectual youth has become the target of sustained, deliberate, and organized pursuit by most of the wealthiest nations, even though our youth's first calling should be to serve their parents, their loved ones, and their homeland, who have invested so much in their education. Many African states devote considerable resources to education, vocational training, entrepreneurship, science, digital technology, and innovation. Yet while our African nations, such as Burundi, make these major sacrifices to build their future, these young talents are prematurely lured away by actors who offer better material and financial conditions without having needed to make any prior investment in their training. Let us be clear: it is imperative to establish a fair partnership so that our countries receive a fair return on the investments made in the education of our youth. The other actions we must all take also include giving young people a real voice in decision-making, peace, and development processes. Youth should not be regarded solely as beneficiaries of public policy. They must be integrated both upstream and downstream in the design and implementation of these policies. This is what would make it possible to create a secure future and restore hope to these young people. This emerged from the discussions at the 5th Continental Dialogue on Youth, Peace, and Security held in Bujumbura from August 10 to 12, 2026, a dialogue that highlighted the link between water, peace, conflict prevention, and inclusive leadership by young people and women. The discussions at this dialogue made it clear that there can be no lasting peace in Africa without the full, effective, and institutionalized participation of its youth. For too long, we have spoken of youth as a generation called upon to take the reins tomorrow. But African youth is not only the future of our continent; it must also be its present. We, therefore, call for strengthening the Continental Youth, Peace, and Security Agenda and providing it with resources commensurate with its ambitions. We have a duty to create more opportunities for young people to contribute to conflict prevention, mediation, reconciliation, and peacebuilding.

Say our name. Naoero. Mr. president, Naoero is an ocean state. We are not merely guardians of the ocean, but rightful participants in its future. For Naoero, the ocean represents both opportunity and responsibility. Never one without the other. Both are essential, or the United Nations Convention on the Law of the Sea is left hollow. Today I focus on a part of it that belongs to no one, the deep seabed area beyond national jurisdiction. Mr. president, the convention established the International Seabed Authority and charged it with a clear legal obligation to put in place regulations and regulate activities in parallel with sponsoring states. Its role is not to determine whether deep seabed mining is, as a matter of public policy, a correct course of action. Naoero joined trusting in the commitment set out in the convention and the 1994 agreement. For 15 years, Naoero has invested critical resources in sponsoring the exploration of a portion of the deep seabed. Our sponsored entity, NORI or Nauru Ocean Resources, has contributed about one petabyte of data more than one third of all Clarion-Clipperton Zone data held in the authority's DeepData. We called on the authority to seek an advisory opinion on the responsibilities of sponsoring states, and we followed it. We established a national regulator with the powers and due diligence obligations that opinion requires. At every stage, our decisions have rested on the best available scientific evidence, on the convention and on that opinion. At every stage, we have called for the mining code to be finished, and when progress stalled, we looked to the 1994 agreement and invoked the two year rule. We were told then that we were rushing. That was five years ago, and today the rules remain unwritten. We are participating in the first contentious proceedings before the Seabed Disputes Chamber, because our obligations as a sponsoring state require legal clarity. For 15 years, we have done everything a member state can do, consistent with our obligations as a sponsoring state. And today we continue to wait. Mr. president, there is a general understanding within the authority's council that nothing is agreed until everything is agreed, and that the regulations will be adopted by consensus. Achieving that is a great challenge for an institution whose members remain deeply divided on whether deep seabed mining should proceed at all, a question the convention never asked the authority to decide. Naoero welcomes every effort to ensure that seabed mineral development proceeds responsibly, and I ask this Assembly to reckon with this. A principle declared in 1970 and a bargain struck in 1994, both in this hall still wait for the rules that would give them effect. When a multilateral process cannot deliver, the world does not stand still. Those with the means to act will not wait. And every year of delay makes that more likely not less. That is why the theme of this session matters. A multilateral system that cannot deliver for a state like mine does not deliver for all. That holds here, in this assembly and in any institution we build. Naoero therefore calls upon the authority to let the waiting end.

The UN80 Initiative is a constructive start. But it is only a start. Moving positions on a budget sheet may deliver savings. Merging or renaming bodies may reduce duplication. Streamlining structures may improve efficiency. These steps are important and often necessary for good housekeeping, but they are not enough; we need to dig deeper to address the problems beneath the superstructure, because the United Nations’ reform challenges are chronic and fundamental. On 24 November 1949, four years after the founding of the United Nations, this Assembly adopted resolution 310 (IV), entitled “Problem of the Proliferation and Overlapping of the Programmes of the United Nations and of the Specialized Agencies”. It urged Member States “to refrain from initiating new projects other than those which are urgently required and which can be effectively carried out”. Yet we have not paid sufficient attention to our own decision. We have since created thousands of mandates, of which 4,000 are still active, irrespective of whether they were required or could be effectively carried out. We cannot continue treating a chronic ailment with temporary painkillers when what we need is a deeper diagnosis and a more profound plan for transformation, even if that plan proves painful. And here I must be equally candid: this will happen only if Member States take charge. Time and again, we say that United Nations reforms must be Member State-led. But too often, Member States fail to take the wheel. Passive ownership is not enough. If we do not claim proactive ownership of this place, we cannot expect it to heal. So let us engage. Let us take charge, fix our own house, respect sovereignty of Member States, and together deliver the transformation we need. (BRIEF PAUSE) As we decide what must change, we must also recognize what already works. Again and again, Member States tell us that the United Nations works well at the country level, emergency situations, and in keeping and building peace. We should build on that success. We should strengthen the United Nations’ country-level work and draw increasingly on local capacity, including qualified national institutions and individuals. We should ensure that all activities at country level, from development support to peacekeeping, are properly integrated and produce the highest synergy. We should ensure avoidance of turf battles among different parts of the UN, and exercise care to select resident coordinators that are fit to lead the teams. We want to have full value for money. The Organization’s financial viability is also a chronic concern. We must ensure that it receives sufficient resources on a sustained basis and that all countries pay their dues on time and without conditions. We must also recognize that dues to the United Nations come from hardworking people around the world. Every penny must therefore be properly accounted for. Every penny must be invested to achieve impact on the ground for the people we serve. (BRIEF PAUSE) The role of the Member States, supported by the Secretariat is essential to delivering our work, but not sufficient. This brings me to my third point: building a more open and inclusive United Nations. We know that the United Nations of today, and the world it serves, are profoundly different from those of 1945. Nowhere is the pace of change more evident today than in artificial intelligence.

We now have capable people, institutions, policies that are proudly guiding our national transformation agenda. We must also ask ourselves why we continue to mobilize vital resources to respond to crisis, while investing far less in preventing them. The UN office for Disaster Risk Reduction estimates that every $1 invested in proactive measures, resilient infrastructure or early anticipatory actions saves between 3 to 15 USD in future damages and response costs. Therefore, we cannot remain trapped in a cycle of financing the consequences of the conflict while neglecting the peacebuilding or responding to humanitarian emergencies while underinvesting in resilience and anticipatory actions. Prevention is more cost effective, it's more humane, and it's more sustainable. Excellencies, ladies and gentlemen. Now El Nino is strengthening and is likely to bring another period of significant climate stress across the world, with disproportionate impact on nations like Somalia.

And very often the countries with the least economic room to maneuver bear the greatest burden in proportionate terms. The United Nations Convention on the Law of the Sea confers rights, but it also imposes obligations. The safety of navigation, the protection of the marine environment, and respect for the rights of coastal states. A smaller navy doesn't mean fewer rights, nor does a larger one confer the right to impose its will. No country should have to surrender the rights the law gives simply because another can send more ships. That is why maritime disputes must be settled by law, not by intimidation. And that is why freedom of navigation depends on common rules, so that every country can exercise its rights while respecting those of others, but keeping our sea routes open also means keeping them safe all the way into our ports. The International Ship and Port Facility Security Code, the famous ISPS code offers a very concrete example of what multilateralism can achieve when it works. Piracy, terrorism and crime are scourges that we must fight together, and that code must be strengthened. Belgium understands its importance. Freedom and security are not opposing ideas. Security is a condition of freedom. I dwell on freedom of navigation because it illustrates something larger. Sovereignty doesn't require isolation. We can defend our interests while accepting that others have rights too. And when rules are clear and predictable enough, a space of competition can still remain a space of cooperation. The ocean, moreover, are far more than the highways of our trades. They feed populations, regulate our climates, and absorb much of the excess heat caused by global warming. For many small island states, rising sea levels affect the land on which the citizens live, in some cases, the culture and the very ability to remain where the families have lived for generations. The freedom to use the ocean, therefore, comes with a responsibility to preserve it. And on this point, allow me to be optimistic. The BBNJ Agreement entered into force this year after almost 20 years of negotiations, almost 20 years. Measured against a political cycle, this is close to an eternity. Measured against the building of international law, it is sometimes the time needed to reach a compromise strong enough to last. The agreement proves that even today, we continue to build international law rather than dismantle it, and Belgium has invested greatly in this process. It helped launch the Blue Leaders, a coalition of countries working to protect at least 30% of the ocean by 2030 and secure an ambitious high sea treaty. The agreement now gives us an essential tool to advance toward that protection goal. But 20 years of negotiations must not be followed by years of waiting. It is in that spirit that Belgium is offering to host the treaty's future secretariat in Brussels. We are ready to enable it to work from day one. It will be able to draw on our scientific expertise and on a community that brings together international organizations, embassies and civil society so that we have agreed together becomes real protection at sea. Beneath those same oceans run other vital routes: the cables that connect the continents and carry much of our digital communications and energy. Here too, our interdependence is plain to see. A break, an act of sabotage or an attack can have consequences thousands of kilometers away. Protecting those connections is essential, but our responsibility in the digital world doesn't end with infrastructure.

Niger is not pursuing confrontation with any country. It opens its arms to all partners that wish to build a new relationship based on equality, reciprocity and mutual interest, and shared interest. Excellencies, ladies and gentlemen, for more than half a century, uranium, this miraculous substance, Niger's uranium, has lit the cities of Europe, while our cities have remained in darkness. That injustice is now over. It is at an end. In June 2025, the state of Niger recovered control of SOMAÏR, the Société des mines de l'Aïr. Our resources will now be managed by us and for us and Niger intends to sell its uranium on the international market in full transparency and in strict compliance with its nuclear non-proliferation obligations. You will have heard at some point in the past, Air France say that Niger was intending to use this uranium. When they left our country, they sabotaged all of the material. And Niger has invested some 30 billion of our francs to continue that production. Totally making use of Nigerien workers and experts. Not a single foreigner was involved in that. The current stock belongs to our country. It does not belong to anyone and we will sell it to all those who wish to buy in total transparency, as I have just said. Similarly, in 2024, our country became an exporter of crude oil thanks to the oil pipeline linking Agadem to the Atlantic coast along the African continent, the longest one in the African continent, making Niger one of the continent's fastest growing economies in 2025. That revenue is going into our own security to agriculture, electrification, water and sanitation, education, health, the health of our fellow citizens. And the Solidarity Fund for the safeguarding of the homeland, which is made up of the voluntary contributions of millions of Nigeriens, tells you everything you need to know about a people that has understood that sovereignty has a price and that it is willing to pay it. Ladies and gentlemen, three years after breaking with the old order, progress on the ground is remarkable. Our economy has seen 7% growth in 2026. In 2025, excuse me. Driven above all by oil and agriculture. Inflation, which reached 9.1% in 2024, has fallen to -4.7% thanks to exceptional agricultural production and a targeted reduction of fuel and cement prices. All of the country's riches will be redistributed to benefit our population.

Excellencies, we are gathering in this hall of nations, countries, large and small, some insanely rich, too many shockingly poor, but all enjoying equal voting rights. Yet we know equality is an illusion. Some possess non-threatening antiquated guns, while few others have perfected their nuclear arsenals, now 100 times more destructive than the ones dropped on Hiroshima and Nagasaki in 1945. As primitive as they were then, these experimental bombs incinerated two cities, almost all living beings in them. Those unfortunate ones who survived the blast died long, painful deaths. Russia, U.S., China, France, the U.K. —all members of the NPT— were joined by four countries not members of the NPT: Israel, India, Pakistan, North Korea. Yes, North Korea had a nuclear arsenal estimated to be around 100. And North Korean leaders seem to have learned lessons from Libya, Ukraine, and the ongoing Iran-Israel-US war. Dismantle your nuclear capabilities and you lose the only deterrence you have against a nuclear power deciding to bomb you into submission. On June 30, 2019, President Trump traveled to DMZ in the Korean Peninsula. The mysterious Swiss-educated leader of North Korea, half the age of the American president, walked halfway, and the two leaders engaged in an embrace that promised peace. This is what leaders do to advance peace: they show courage, audacity. President Trump, you did the right thing. Friends are friends. We cherish and embrace our friends, never ignoring them or excluding them from the table. But we talk to adversaries so that we don't become enemies. We talk to enemies to prevent wars, and perhaps we become partners in peace. Those countries amassing nuclear weapons keep us all living near imminent catastrophe. One day, any day, by accident, miscalculation, computer error, madness, or foolish strategic design, we could become the last human generation. All the while, the brandishing of these weapons reinforces adversity and fear, which create a high barrier to achieving rational cooperation necessary to fulfill our responsibility to future generations. Trillions of dollars are invested in perfecting forms of death instead of investing a fraction of these trillions in clean water: food, schools, clinics. No thought was given to the tens of millions of fellow human beings pushed back to extreme deprivation by COVID-19, Ukraine-Russia war, and as if innocent bystanders on the periphery had not suffered enough, we are presented with another catastrophe: the Iran war and disruption of vital waterways for trade. We know the madness of Iranian leaders seeking regional supremacy, pouring fuel into the fire of religious extremism in neighboring countries to destabilize wealthy, stable monarchies. Iranian leaders launch unwarranted attacks against neighbors, destroying civilian industries, infrastructure. Iran's rationale for these attacks is that those countries host American bases. So is Iran going to launch waves of drones and missiles against U.S. bases in Europe? Can we change course? Can we stop sleepwalking into wider wars? My invitation to President Trump: be audacious, be unpredictable, be visionary. Invite all nuclear powers and all major conventional military powers and industries, without exception, to a summit somewhere, maybe a town in Portugal, to talk on no first strike. Enhance regular communication between leaders of the nuclear powers. Commitment on reduction of nuclear weapons toward total deactivation and destruction of nuclear arsenals over a decade. Be yourself, be President Trump, be audacious, be unpredictable. Do the unthinkable, and you will gain worldwide gratitude and respect.
