Mr. president, on the 26th of September 2025, almost to the day a year ago, right here before this August assembly, I challenged the universal conscience on the distortion of the map of the world, which wrongly shrunk the size of Africa on the map of the world and in the global collective imagination. Just a few days ago, on the 4th of September 2026, to be precise, in this very hall. Togo's call was heard, and a reform of the map of the world was adopted. The international community made history by adopting, with a very large majority of 164 votes, by adopting resolution called correct the map. Togo is delighted that this resolution was adopted. This decision has a simple requirement. Is it the need to represent the world based on scientific truth and respecting the equal dignity of the people Correcting the map is not just rectifying a geographical distortion, it's also correcting the perceptions that come with, in particular in education, in information and in public action. Correcting the map of the world on behalf of scientific truth, on behalf of responsibility, in the face of history, on behalf of justice and equity, on behalf of repairing cartographic map distortions that were inherited from the past in English. Ladies and gentlemen, the adoption of this resolution is not the end of our journey. The adoption of this resolution is now the beginning of our resolution. For us as Africans. The adoption of this resolution is far more than a cartographic decision. The adoption of this resolution is an act of recognition. The adoption of this resolution is an act of reparation. The adoption of this resolution is an act of justice. The adoption of this resolution is for justice in the world. That way. Today we have not redraw the world. We have corrected the way in which the world is represented. Togo intends to breathe on this historic momentum.

My government is driving transformation through our National Development blueprint, the Arrest Agenda for Inclusive Development, which focuses on agriculture, roads, rule of law, education, sanitation and tourism. This year, we have made concrete strides in revenue, administration and infrastructure, including rural roads linking farm to market. Liberia contributes virtually nothing to global emissions, yet our communities face coastal erosion, flooding and disrupted agricultural cycles. My country also has about 42% of the remaining Upper Guinea rainforest, a vital global carbon sink that we maintain on behalf of all humanity. Climate responsibility must be paired with climate justice. We call on industrial nations to honour their financial pledges and operationalize loss and damage mechanisms. Democracy and human rights and responsible innovation. Mr. president, the ultimate ultimate measure of governance is inclusion in Africa. 60% of our population is under 25. The single greatest engine of innovation on earth. We must equip our youth with Stem education, digital literacy and technical training so they become co-creators in the global digital economy, not just consumers. Gender equality remains essential when women lead, peace agreements last longer, economies grow faster and governance becomes more accountable. Liberia Liberia remains committed to full political, economic and social equality for women and girls. Liberia welcomes global efforts to govern new technologies, including the Secretary General's Independent International Scientific Panel on Artificial Intelligence. Developing nations must not be left behind as mere consumers or algorithms designed elsewhere. We must be supported in building true digital sovereignty. We join calls for binding ethical norms and greater regulation of artificial intelligence, particularly in warfare. Innovation must protect human development, not automate human destruction. Reforming global governance. Correcting historic injustice.

It is ruining the world order. If this organization wants to restore trust, it should begin by applying its own principle consistently, either for proposed two things. First, this organization should strengthen transparency around its responses to the crisis to crisis. We should establish. We should establish an independent mechanism answerable to this Assembly as a whole that annually compares the scale, duration and severity of major crises with the scale and nature of the international response. Not to dictate political verdicts, but to make it impossible for us to remain unaware of our own patterns of selectivity. And second, we should strengthen safeguards against the political instrumentalization of United Nations, of United Nations mandates and institutions. Their credibility depends on transparent procedures, consistent criteria of scrutiny for all Member States. Distinguished delegates, the multilateral. The multilateral system was created to prevent power from replacing principle. We must not allow political convenience to reverse that relationship. So that principle becomes merely a language used by institutions when it serves political interests. The answer is not to weaken multilateralism, it is to protect it from instrumentalization. A United Nations that delivers for all cannot mean an organization that responds loudly to some crisis and quietly to others. If we want to speak credibly of the United Nations, that delivers for all, and we must be prepared to ask a difficult question does it really deliver for all? For those living through war. For those displaced by violence. For states. For states whose concerns receive little international attention. For families struggling to build a future. So, dear friends will restore trust when a crisis matters. Because human beings are suffering. Not be. Not because the politics surrounding it are convenient and will restore trust. When the institutions of multilateralism are strong enough to serve universal principles rather than political convenience. But restoring trust is not only about correcting what is wrong today, it is about deciding. It is about deciding what kind of international system we are willing to pass on. Those who come after us. A United Nations that cannot uphold its own principles has no standing to ask the world for its trust. What we owe the people of the world is not sentiment. It is an institution consistent enough and far sighted enough to be worthy of their trust. Thank you very much.

But it was not only the people of South Africa who were unchanged when apartheid collapsed. The end of apartheid also marked the end of a system that exported violence and instability across southern Africa. Indeed, the fall of apartheid is a glorious story that attests to what multilateralism can deliver. Since democratic South Africa took its place in this assembly we have pursued a foreign policy anchored in ubuntu and international law, dialogue and multilateralism, and in the understanding that our fate is tied to the fortunes of our region and the continent as a whole. Millions more South Africans have access to education, electricity, water and sanitation, housing and social protection than they did at the dawn of our democracy or under apartheid. We have built a united Nations of diverse people, stilled in their determination to never let history repeat itself. We have built a vibrant democracy capable of self-correcting and stepping back from the brink, a democracy strong enough to withstand and resist attempts at external supervision and tutelage. After the 2024 elections, political parties put national stability above narrow interests and formed a government of national unity. Within two weeks of the announcement of the results and since the dawn of our democracy we have held no fewer than seven free and fair national elections. As we speak, South Africans are preparing once again to exercise their democratic right, this time in the local government elections on the 4th of November 2026. Again, the will of the people will prevail. The promise of democracy and international cooperation wanes when we cannot demonstrate that they can address inequality and insecurity, compelled by our inevitable position as the world's most unequal society.

It does not aim to circumvent institutions nor to distribute power. It ought to help us address the structural causes of our vulnerabilities, to consolidate national unity, and to build a state that is more just, more involved, and more protective. Our hand remains outstretched toward all of the children of Congo that choose peace, Republican debate, and loyalty to their homeland. We Congolese speak to each other with frankness and responsibility, but no internal dialogue can transform an external aggression into a simple domestic dispute. At the same time, no external aggression should absolve us of correcting our own weaknesses. National cohesion and the defense of our territorial integrity are not mutually exclusive but mutually complementary. Because the peace that we seek cannot be limited to a ceasefire, it ought to also help our country regain full control of its future by transforming the wealth that has too often gone to fuel conflict into tools for development and shared prosperity. Mr. President, it is another paradox that my country's experience is showing the world, that some of its resources that fuel conflicts on its territory are also those that a growing proportion of the transformations of the global economy depend upon.

We need to embark on reforms that strengthen delivery, protects universal character of the organisation, and enable developing countries to participate meaningfully in decisions that shape their future. Mr. president, the General Assembly's decision to move towards a convention on the prevention and punishment of crimes against humanity is an important contribution to addressing a long standing gap in the international legal framework. The government is proud of its leading role alongside Mexico, in advancing this process through more than three years of patient negotiations. Our conviction is simple the gravest crimes cannot be met with silence. Victims cannot be forgotten. Impunity cannot become an accepted feature of international relations. Prevention, accountability and justice are indispensable to reconciliation, healing and sustainable peace. The rule of law is one of the foundations upon which trust is built. The continued development of multilateral treaties, and the entry into force of the agreement on the Conservation and Sustainable Use of Marine biological diversity of areas beyond national jurisdiction also demonstrate what is possible when states negotiate in good faith and persevere. The Gambia comments Ghana for its historic resolution on declaration of trafficking of enslaved Africans and racialized chattel enslavement of Africans as the gravest crime against humanity. And Togo for the resolution on correcting the map at the General Assembly. Mr. president our credibility is ultimately tested by how we respond to conflicts and crises that remain unresolved for years.
