It will bring together young people with over 100 chess masters from around the globe, using chess as a tool to promote education, dialogue, friendship, peace among generations. Mr. President, our accession to ASEAN, 26 October 2025, was a historic moment for our country, marking the culmination of a 14-year process that began in Timor-Leste, formally applied for membership in March 2011. Fellow ASEAN leaders provided us generally technical assistance, capacity building, and practical guidance, and they continue to do so. It is required of us strong institutions, capable public servants, effective implementation of ASEAN commitments across political, security, economic, and sociocultural communities. Our foreign policy seeks friendship with all, and hostilities, none. We aim to maintain balanced constructive relations with all our major powers' development partners. Timor-Leste also brings the energy and aspiration of young population. Our young people are increasingly connected to the region and eager to learn, work, and contribute. As ASEAN works towards Community Vision 2045, Timor-Leste will support a united people center and resilient ASEAN. We will also support ASEAN centrality and constructive relations with all external partners. We are a small island developing state, a least developed country, and a nation whose history demonstrates both the necessity and the possibilities of multilateralism. Last but not least, in parting, I want to share a selected message from children and youth who responded to my invitation a few days ago to write a few words expressing their hopes and dreams, so that they are here and they are listening back home in Timor-Leste.

In the Asia Pacific, nearly six decades of the ASEAN's development have demonstrated that countries can transform suspicion into trust, confrontation into dialogue, division, into cooperation, and individual strength into collective might. In that spirit, Vietnam remains steadfast in its commitment to resolving disputes, including those in the East Sea by peaceful means in line with international law, particularly the 1982 UNCLOS. Vietnam is resolute in safeguarding its sovereignty, sovereign rights and jurisdiction. The seas and oceans must remain spaces of peace, cooperation, connectivity and sustainable development.

This is where regional cooperation has a vital role. The United Nations must remain the centrepiece of the multilateral system, but we cannot expect it to do everything. It cannot settle problems when member states are not willing to act. Regional institutions can help turn that willingness into cooperation. There have been countries together around shared challenges and translate global principles suited to local realities. In this way, regionalism becomes a building block of effective multilateralism. Asean has demonstrated this for almost six decades. It has grown from 5 to 11 member states. We do not always agree, but we have learned to manage differences and preserve space for cooperation. For my country, Thailand, that practical cooperation means serving as a trusted platform. We want to leverage our strengths as a logistical hub and manufacturing base to connect markets and supply chains across our region. Our conviction is that together, we should combine Asia's diversity for co-creation, bringing together the different strengths of our countries to promote shared prosperity. The same thinking should also extend beyond Asia. Thailand continues to pursue free trade agreements with partners across region, and to expand trade and opportunities for both sides. Additionally, our Thailand Africa initiative seeks to deepen political, economic and development cooperation to build partnerships of equals across our regions. Mr. president, excellencies. Distinguished delegates. Institutions earned trust through what their members are prepared to do. A greater voice must come with a willingness to contribute. Shared ownership, therefore, must lead to shared responsibility. The shadow begins with the words we the peoples. Thailand believes that this work must begin at home. The SDG Sustainable Development Goals provide us with an important framework that goes beyond development. Ultimately, they are about enabling people to live in peace and dignity.

The Marshall Islands affirms the recent Pacific Islands Forum communique position regarding West Papua, including the 2018 invitation by Indonesia to the UN Human Rights Commissioner. Further, the Marshall Islands strongly welcomes recent calls for a ministerial summit between ASEAN and the Pacific Islands Forum to take forward our 2023 agreement. Our two regions can stand united as neighbours and close friends.

It seeks to uphold the basic tenets of the international order. My second observation is that everywhere I travel around the world, I hear the word realignment. Realignment, whether it is in Europe, Africa, the Middle East Asia or the Americas, nations are seeking new alliances and partnerships. This is a logical consequence in times of uncertainty and transformation. You seek security where you can get it. We're seeing an intensification of regional integration, akin to what we saw in the immediate aftermath of World War Two. Regional organizations like the African Union, Gulf Cooperation Council Mercosur, ASEAN or the EU build trust. When integration is not feasible, other forms of cooperation can prove essential. We Finns are happy to point out that the historic signing of the Helsinki Final Act in 1975. It brought together 35 nations in the midst of the Cold War, and laid the foundations for what would later become the Organization for Security and Cooperation in Europe. Why do I give this example? Because at the time there was no trust. There were deep disagreements and outright hostility, yet there was room for a process that reduced tensions and built common ground. I believe regions such as the Middle East where conflicts are raging today, may consider something similar.

As an integral part of Europe, our country plays a significant role in ensuring the welfare and security of the European continent. The NATO Ankara summit, which we successfully hosted in July, was a concrete manifestation of our commitment to our common security. A Europe that excludes Turkey from its security architecture cannot. And let me say this clearly it cannot possibly be stronger or safer. We are shaping our future with the European Union precisely through this strategic vision, and we expect the same vision from the European Union as well. The Balkans is a region with which we have strong historical cultural and human ties. Within the Balkans Peace Platform, we are taking joint steps to deepen our cooperation with them, and our position on the South Caucasus is also quite clear. Namely, we hope for the establishment of lasting peace between Azerbaijan and Armenia. We commend and support the commitment to a solution demonstrated by President Aliyev and Prime Minister Pashinyan. We are also advancing with determination the normalization process between our country and Armenia. I would also like to express with pleasure the following. The Organization of Turkic States has become an exemplary model of regional cooperation that is growing in strength year by year. The 13th Leader Summit, to be held in Ankara on the 30th of October, will, we hope, open new doors and new horizons for the organization. The fourth Turkey Africa Partnership Summit, which we will organize in Libya in December, symbolizes the institutional partnership we have been building for more than two decades now. In South Asia, it is important that all disputes, including the Kashmir issue, be addressed through dialogue within the framework of the United Nations Charter and of relevant resolutions. Provided that constructive action is taken, all issues can possibly be resolved, and the same Applies to tensions on the African continent also. We fully support efforts for a ceasefire and for lasting peace in Sudan, as well as efforts to strengthen security, development and institutional capacity in Somalia. Meanwhile, maintaining stability and tranquility in Libya is our priority. It is imperative that the ongoing reconciliation process is led and owned by Libyans themselves. As Turkey, we continue to support the success of this process. Now, also through our Asia Anew Initiative, we continue to strengthen our relations with our partners in the Asia Pacific region. We regard the elevation of our relations with ASEAN to the level of dialogue partnership as a concrete outcome of this approach. Likewise, we are developing our relations with the countries of Latin America and the Caribbean on the basis of mutual respect, partnership and a win win approach.
