End of quote. The implementation of the TRIPP project is thus becoming reality with tangible steps. The Framework Agreement on Strategic Cooperation on the Trump Route for International Peace and Prosperity Project signed between Armenia and the United States of America, will soon be ratified by the National Assembly of the Republic of Armenia. We are currently working with the United States Government to establish the TRIPP Development Company and to sign a shareholders agreement. Accordingly, Armenia will initially have a 26% stake in the TRIPP Development Company, and the United States will have a 74% stake. The agreement provides that in the event of its extension, in the 50th year, the Republic of Armenia's share will become 49% without additional investment. One of the practical expressions of the TRIPP project will be the implementation of paragraph three of the Peace Declaration adopted by me and the President of Azerbaijan on August 8th, 2025, and signed by the United States President as a witness. Paragraph three of that declaration reads, quote, we reaffirmed the importance of the opening of communications between the two countries, meaning Armenia and Azerbaijan for intra-state, bilateral and international transportation for the promotion of peace, stability and prosperity in the region and its neighborhood on the basis of respect for the sovereignty, territorial integrity and the jurisdiction of states. These efforts are to include unimpeded connectivity between the main part of the Republic of Azerbaijan and its Nakhchivan Autonomous Republic, through the territory of the Republic of Armenia, with reciprocal benefits for international and intrastate connectivity for the Republic of Armenia. End of quote. The implementation of the TRIPP project will be of historic importance for the Republic of Armenia. For the first time since the early 90s, Armenia will get railway connection with Azerbaijan and thus also with Russia, Central Asia and China. However, it should be emphasized that after the peace summit on August 8th, 2025, Azerbaijan opened its railway to Armenia and now we have a railway connection with Azerbaijan via the territory of Georgia. The implementation of the TRIPP project will create a direct railway connection between Armenia and Azerbaijan, as well as a railway connection from Azerbaijan to Azerbaijan via the territory of Armenia and from Armenia to Armenia via the territory of Azerbaijan. Because Armenia does not have a railway connection between its northern and southern regions, and in practice this is possible only via the territory of the Nakhchivan Autonomous Republic of the Republic of Azerbaijan. While Azerbaijan does not have a railway connection with its Nakhchivan Autonomous Republic, and this is in practice possible only via the territory of Armenia. In the near future, we will restore the railway sections of Meghri and Yeraskh in the Republic of Armenia, which existed during the Soviet Union and were later destroyed, and the railway connections I mentioned will be opened. But this will also have huge international significance because, in parallel with the construction of the aforementioned railways, we are waiting for the opening of the Armenia-Turkey railway. Together with the TRIPP project, this could become one of the most important events in the field of international logistics in recent decades because thus, a new railway connection will be opened between China, Central Asia, Turkey and the European Union. All this opens up another crucial opportunity for international logistics, because the restoration of the railway connection between Armenia and the Nakhchivan Autonomous Republic of the Republic of Azerbaijan restores the railway connection also between the Persian Gulf and the Black Sea. This is an important nuance because it shows why and how the implementation of the TRIPP project promises great benefits to all countries in our region. And these potential benefits can thus become a cornerstone of long-term stability and peace, especially between Armenia and Azerbaijan. After almost 35 years of conflict, we are now discussing issues of building pipelines, power lines and roads in addition to the east-west railway within the framework of the TRIPP project. And this will enable not only the Republic of Armenia, but also the entire South Caucasus to become a Crossroads of Peace.

The balanced and balancing foreign policy adopted by Armenia stems from the logic of multipolarity, which is one of the key principles of the United Nations. In recent years we have established strategic relations with Georgia, France, China, the Netherlands, Kazakhstan, Germany, Luxembourg, the United Kingdom, Bulgaria, Croatia, Lithuania, the United States of America, and the European Union. Today, by the way, the European Commission approved the decision to adopt autonomous trade measures for Armenia, which is yet another manifestation of the new quality of Armenia-EU relations. Our relations with Russia are in a transformation phase, and this is a natural process because throughout the entire preceding period, the largest factor influencing relations between Armenia and Russia was the Armenia-Azerbaijan conflict. Now that we have established peace with Azerbaijan, Armenia-Russia relations will naturally change and it is our desire that these relations develop on the basis of the principles of friendship and mutual respect. We will, of course, continue to develop our relations with partners located closer to or farther from Armenia. And in this regard, I would like to highlight the countries of Central Asia with which our relations are also highly dynamic. But I also cannot but emphasize that the normalization and deepening of relations with our neighbors are nevertheless of key importance for our foreign policy vision. I have already spoken about the dynamics of our relations with Azerbaijan. We have a high-level dialogue with Turkey, and I want to confirm the words expressed by President Erdogan from this podium the other day, that we are resolutely pushing forward the process of normalizing Armenia-Turkey relations. Our relations with our two other neighbors, the Islamic Republic of Iran and Georgia, remain of exceptional importance to us, and our good neighborliness continues to develop and deepen. The Republic of Armenia considers its contribution to the region's stability and development to be our key task in international peace, stability and development. For us, the European Union is not simply a destination we wish to reach, but a value-based journey that we have embarked on. When the European perspective of the Balkans was reaffirmed at the Thessaloniki Summit in 2003, the world looked very different. Multilateralism and international cooperation were expanding back then. The European Union was one of the most attractive political projects in the world and would welcome 13 new member states over the following decade. At the same time, the Balkans was still emerging from the devastation and divisions of the '90s. More than two decades later, we live in a profoundly different international environment. The international order is entering a new and uncertain phase, and this is why enlargement of the European Union is an act of strategic foresight. It is one of the best investments Europe can make in peace, security, and long-term stability. And Montenegro is proud to stand today at the forefront of that process, ready to serve as an example for the other countries, not because our journey has been without difficulties, but because our journey demonstrates something essential: that progress is possible, that reforms matter, and that democratic political culture pays off. Earlier this year, leaders from across Europe gathered in Montenegro for the European Union-Western Balkans Summit. For Montenegro, that gathering carried a meaning far beyond the protocol. It demonstrated how far our country has traveled and how close our European future has become. And it also sent an important message about our region: that the future of the entire Balkan region lies within the European Union. Our region has carried the weight of division for too long, and a new chapter is being written through cooperation, connectivity, economic opportunity, and European integration. And my generation has a responsibility to help complete that chapter. These responsibilities are not important because of the titles they carry. They are important because of what they allow us to contribute: to reconciliation, connectivity, democratic resilience, and the European future of our region. And lasting reconciliation cannot be built on denial, selective approaches to justice, or the glorification of those convicted of war crimes. It requires respect for the judgments of international courts and equal dignity for every single victim, regardless of their identity or background. And in a world searching for proof that cooperation still works, Montenegro is contributing to the vision that the Balkans become that proof. Excellencies, the principle that guides us at home guides us here as well, in this very organization. Our engagement with the United Nations system is guided by the same principles. Montenegro is a reliable, credible, and predictable partner, committed to an effective multilateral system with the UN Charter at its core, aligned with the European Union's Common Foreign Security Policy, and working closely with our NATO allies and EU partners in support of international peace and security.

Croatia will continue to support merit based EU enlargement. EU membership can turn borders of division into lines of cooperation and reforms on paper, into stronger institutions and better living standards. But European transformation requires honesty about the past. Reconciliation becomes possible when responsibility for the crimes of the past is acknowledged and their glorification rejected. That standard allows no national exceptions. That means respect for victims and clear rejection of historical revisionism, not the glorification of war criminals. Ratko Mladić was a convicted war criminal responsible for the Srebrenica genocide, the first genocide in Europe since the Holocaust. While his criminal record reached its nefarious culmination in Srebrenica, his trail of war crimes stretches further back to the shelling of Croatian cities, the murder of civilians the mining of dams and the destruction of cultural heritage and industrial facilities. The military and official honours accorded to Mladić in Serbia were an affront to his victims and to the judgments of international courts. The participation of state representatives and the public acclaim that accompanied the ceremony is totally incompatible with the values of a Union Serbia seeks to join. The same commitment to equality and reform should guide Bosnia and Herzegovina. As a signatory to the Dayton Peace Accords, and a neighbour and a friend of Bosnia and Herzegovina, Croatia is one of the strongest advocates of its European future. The Dayton Peace Accords ended the war and established the constitutional framework for Bosnia and Herzegovina. One state, two entities and three constituent peoples Croats, Bosniaks and Serbs. That balance is the foundation on which peace was built. Yet the Croats of Bosnia and Herzegovina are still being denied legitimate representation, including in the presidency of the country. That is unjust, destabilizing and contrary to the spirit of Dayton. The solution is neither division nor domination.

It's the sign of a shared willingness of our states to escape the vicious cycle of structural domination and exploitation that are profoundly rooted in the colonial and neo colonialist legacies. It carries the hope of a renaissance of the central Sahel that for too long has been devalued and disregarded. The new course embarked on since the 16th of September 2023 by adopting the charter of Liptako-Gourma, consolidated by the creation of the Confederation of Sahel States on the 6th of July 2024, ushered in a new era for the people of the AES. And each area of land recovered, each terrorist base destroyed, each battle won over the forces of evil, each school recovered, each village rebuilt, each reform initiated brings us closer to this new horizon, defended with determination by Comrade Captain Ibrahim Traore, Army General Assimi Goita and General Abdourahamane Tiani. Under their enlightened leadership against the winds and the tides, the Alliance of Sahel States is consolidating itself every day, taking charge of its own destiny, a destiny of dignity, prosperity and freedom and justice. And this is affirmed thanks to the mobilization of a people over a common space with a shared destiny. One people, one space, one destiny. This motto guides each and every one of our actions, and is embodied by the operationalization of the unified force of the Confederation, and is also embodied by the creation of the confederal Bank, investment Bank and development Bank, and is embodied by the consolidation of relations between all of the different institutions of the countries of the AES, as well as strengthening the historic, centuries long links between the communities and the vital forces of our space.

Italy knows where it stands. Our home is Europe. Our alliance is with the West, and our values are freedom, democracy, and the dignity of every human being. Yet belonging to the West does not mean retreating behind fortress walls. Our national resilience will support and complement a region that is stable, peaceful and predictable. Southeast Asia is home to one of the world's largest productive age populations. It is now the world's fifth largest economy, supported by a large and fast growing digital economy. At the centre of this dynamic region is ASEAN. ASEAN brings together nations with different histories, political systems, level of development and national interests. We do not always agree, but we have made a conscious choice to stay together and we choose to keep talking even when agreement is difficult. For almost six decades, ASEAN has managed differences, maintained communication, and continued seeking common ground. This is the strength that comes from ASEAN unity and centrality. It enables us to engage all partners and preserve space for dialogue and cooperation, even as strategic competition intensifies around us. At the same time, building a resilient region requires the ability to adapt. This is why ASEAN must continue to evolve so that it remains fit for purpose and beneficial for its people and the wider region. Excellencies, resilience at home and at the regional level must be matched by a multilateral system capable of supporting and sustaining it. This is where the United Nations remains indispensable. The United Nations gives nations the space to resolve differences without resorting to conflict.

This is where regional cooperation has a vital role. The United Nations must remain the centrepiece of the multilateral system, but we cannot expect it to do everything. It cannot settle problems when member states are not willing to act. Regional institutions can help turn that willingness into cooperation. They bring countries together around shared challenges and translate global principles suited to local realities. In this way, regionalism becomes a building block of effective multilateralism. ASEAN has demonstrated this for almost six decades. It has grown from 5 to 11 member states. We do not always agree, but we have learned to manage differences and preserve space for cooperation. For my country, Thailand, that practical cooperation means serving as a trusted platform. We want to leverage our strengths as a logistical hub and manufacturing base to connect markets and supply chains across our region. Our conviction is that together, we should combine Asia's diversity for co-creation, bringing together the different strengths of our countries to promote shared prosperity. The same thinking should also extend beyond Asia. Thailand continues to pursue free trade agreements with partners across region, and to expand trade and opportunities for both sides. Additionally, our Thailand Africa initiative seeks to deepen political, economic and development cooperation to build partnerships of equals across our regions. Mr. President, excellencies.

We are grateful to the European Union, and in particular to the President of the European Commission, Ursula von der Leyen, and to the President of the European Council, António Costa, for every kind of assistance they have provided to our country. Although full-fledged membership to the European Union remains a strategic priority, we cannot ignore the prolonged enlargement fatigue, both amongst certain EU member states and among the candidate countries themselves. Serbia's European path is a clear illustration of the length and complexity of this process. We obtained candidate status in 2012 and opened accession negotiations in 2014, more than 12 years ago. The citizens of Serbia, therefore, rightly expect a clearer perspective and more tangible results from a process in which our country has participated for more than a decade. At a time when the next enlargement of the European Union does not appear likely in the near future, we have sought to remain constructive and to propose practical ways of overcoming the current impasse. We have, therefore, proposed that the Western Balkans be gradually integrated into the EU's single market and granted access to the Schengen area even before attaining full membership in the EU. This would neither serve as a substitute for membership nor diminish our ambitions. Rather, it would provide a concrete and pragmatic way forward, enable the citizens and economies of the region to experience the tangible benefits of European integration and help overcome the deadlock in which the enlargement process has remained for far too long. However, a stable and integrated Europe, of which Serbia is a part, and our European path, do not mean renouncing the traditional friendship thanks to which Belgrade is one of the few European capitals from which one can fly directly to the United States of America, the People's Republic of China, and the Russian Federation. I owe special gratitude for the support during COVID pandemics, as well as for a paramount investment in Serbia to the President of the People's Republic of China, Xi Jinping, hoping that his talks with President Trump will be productive and that they will contribute to the stabilization of the developments in the world. At the same time, we nurture ties with traditional friends and partners in Africa, Asia, and Latin America, with whom we recently marked in Belgrade the 65th anniversary of the first conference of non-aligned countries held in our capital in 1961.

Ladies and gentlemen, until recently, Central Asia was often mentioned against the backdrop of unresolved border disputes, water resource management issues, and many other conflicts. Thanks to the initiative of the President of Uzbekistan and the political will of the Central Asian heads of state, the situation and atmosphere in the region have completely changed. We began to view each other as partners, not as sources of threat. The same is true of President Shavkat Mirziyoyev's approach to the Afghan issue. Viewing Afghanistan solely as a source of danger will not solve the problem, nor is it a way out to leave multi-ethnic Afghan people alone with their problems. They must be given hope and confidence to achieve a peaceful life. Dear friends, the reforms being implemented by the head of Uzbekistan are primarily based on the criterion of whether people's lives are improving. We measure the results by this very criterion.

It applies to the international system and it applies to Europe. We will not abandon the European idea because the European path has been difficult. The European Union remains for us our natural political, economic and institutional home, and we have work to do at home. We must strengthen the rule of law, build more effective institutions, build a more competitive economy and strengthen our citizens' confidence in their own state. That is our responsibility, and we will not shift it to Brussels. At the same time, we expect European integration to remain a merit based process based on measurable criteria, not a process in which bilateral issues can continually move the goalposts. We are not asking for an easier path. We are asking for a path governed by rules. We are not asking for lower standards. We are asking for standards to remain standards. This is equally important for Europe's credibility at a time when its geopolitical weight will increasingly depend on its ability to translate its commitments into tangible political outcome, and on its resolve to uphold the values it espouses and to remain steadfast in advancing them despite the many challenges it faces. Excellencies, the future international order will not be shaped only on battlefields or in diplomatic halls.

For us, the intensified development of Corridor VIII and Corridor X is a part of broader European vision to better connect the Adriatic, Ionian, the Black Sea, the Aegean and Central Europe to provide goods, energy and people with more routes and greater connectivity, and to ensure that the region becomes interconnected in the infrastructure rather than remaining on the geopolitical periphery. Our geography does not have to be our destiny. It can be our advantage if we build the institutions and infrastructure that transform our geographical position into connectivity. This same commitment is also being engaged in our own region in Latin America and the Caribbean. Mexico will continue to work to preserve the nature of the zone of peace that our peoples created for ourselves and to strengthen cooperation in fora such as CELAC and the Pacific Alliance. Our regional vocation also explains Mexico's position, the position that we have had for more than six decades, and that solidarity with the people of Cuba rejecting the embargo, and any unilateral measure that is against the UN Charter, we will continue to send humanitarian aid to address the most urgent needs of its population, because the fraternity between our nations does not depend on any given situation, uh, in any moment or differences between us. It is no longer acceptable for the world to regard the Sahel merely as a source of resources, an arena for international competition, or a footnote in global decision-making. Africa, whose journey we have followed since the founding of the African Union, is not the margin of the world; it is one of the centers of the world to come. Libya does not lie on the edge of Africa; Libya is of Africa, of its history, of its security, and of its future. Decades ago, an African will emerged from the Libyan city of Sirte that contributed to the establishment of the African Union. That fact reminds us that Libya has never been merely a bridge between Africa and the Mediterranean, but a partner in shaping the African project itself. We, therefore, view the security of the Sahel region as part of Libya's own security and stability. We view the security and stability of the states of the region and all our African neighbors, near and far, together with developing Africa, all as investment in the common security of Africa and its European neighborhood. This is not assistance provided by one party to another, nor is it a responsibility borne by one party alone. Likewise, we view the Mediterranean basin not as a barrier between Africa and Europe, but as a shared space of connection. Relations among its countries should move from beyond merely managing migration and crises toward making the Mediterranean a bridge for development, trade, energy transition, investment, and common security. Ladies and gentlemen. Geographically and politically, Libya stands at the meeting point of these worlds.

European integration has become our national project. Moldova has been a candidate country since 2022. Accession negotiations are underway and we are moving quickly. Our ambition is clear to anchor Moldova firmly in the European family. For us, joining the European Union is not about replacing one sphere of influence with another. It is the opposite. It is our citizens exercising their right to choose. Choose democracy, choose prosperity, choose peace. The European choice goes hand in hand with a strong transatlantic partnership. For Moldova, these are not competing directions. The United States has been an important partner in strengthening our security, energy independence and resilience. We want the next chapter of that relationship to be increasingly about trade, investment, technology and building things together. But membership is not only about what Europe can give Moldova, it is also about what Moldova can bring, a democracy that has learned to resist interference, an emerging economy, a country contributing to stability on Europe's eastern frontier, and a small state willing to experiment, reform and move quickly.

But they must give the needed security to the people and nation of Iran. We seek cooperation in order to have security. We live in a region in which warfare knows no borders. Crisis in one land will spill into the surrounding nations. That's why Iran does not see her neighbors as security rivals. We want to have strong neighbors. In waters in the Strait of Hormuz, we do not— we cannot let some have free access and gain their interests from a waterway while at the same time using that waterway to impose their aggressions upon us, to impose insecurity upon us, to forbid us access to our own waterways. They close access for us to our own waterway, yet they keep supplying missiles and deadly military technologies to bring insecurity to all of the lands surrounding that waterway. We will not succumb to that. The expansion of warfare will not result in security. One cannot create chaos for the coastal countries seeking naval security. Excellencies, vis-à-vis Palestine, Palestine remains an open wound on the conscience of the international community, and Gaza remains a symbol of the failure of international mechanisms to prevent civilian suffering.

As an integral part of Europe, our country plays a significant role in ensuring the welfare and security of the European continent. The NATO Ankara summit, which we successfully hosted in July, was a concrete manifestation of our commitment to our common security. A Europe that excludes Turkey from its security architecture cannot. And let me say this clearly it cannot possibly be stronger or safer. We are shaping our future with the European Union precisely through this strategic vision, and we expect the same vision from the European Union as well. The Balkans is a region with which we have strong historical cultural and human ties. Within the Balkans Peace Platform, we are taking joint steps to deepen our cooperation with them, and our position on the South Caucasus is also quite clear. Namely, we hope for the establishment of lasting peace between Azerbaijan and Armenia. We commend and support the commitment to a solution demonstrated by President Aliyev and Prime Minister Pashinyan. We are also advancing with determination the normalization process between our country and Armenia. I would also like to express with pleasure the following. The Organization of Turkic States has become an exemplary model of regional cooperation that is growing in strength year by year. The 13th Leader Summit, to be held in Ankara on the 30th of October, will, we hope, open new doors and new horizons for the organization. The fourth Turkey Africa Partnership Summit, which we will organize in Libya in December, symbolizes the institutional partnership we have been building for more than two decades now.

Niger, within the Confederation of Sahel states, is developing cooperation that is focused on defense and security, diplomacy and development. This responds to a requirement for solidarity between peoples that face common challenges. On the 16th of September 2023 in Bamako, Niger, Mali and Burkina Faso signed the Liptako-Gourma Charter, giving birth to the Alliance of Sahel States on the 6th of July 2024 in Niamey. Our three heads of state, President Assimi Goita of Mali, President Ibrahim Traoré of Burkina Faso and President Abdourahamane Tiani of Niger took the historic step of creating the Confederation of Sahel states. Two years later, the institutional structure of this confederation is practically complete. A unified force of 5000 men is conducting the coordinated fight against the mercenaries afflicting our three territories on our borders. This force can be mobilized to a ceiling of 15,000 men. That must be underscored. A confederation investment and development bank has been created. It finances our projects and programs using our own resources. A Confederation biometric passport has been in use since the 29th of January 2025. A television channel, a press agency and a shared radio carry the voice and the message of the AES. More recently, from the 26th to the 29th of August 2026, the first meetings of the Confederation Parliament were held in Niamey, thus completing our institutional architecture. Excellencies, ladies and gentlemen, Niger is a country of peace. Truly a country of peace.

My second observation is that everywhere I travel around the world, I hear the word realignment. Realignment, whether it is in Europe, Africa, the Middle East Asia or the Americas, nations are seeking new alliances and partnerships. This is a logical consequence in times of uncertainty and transformation. You seek security where you can get it. We're seeing an intensification of regional integration, akin to what we saw in the immediate aftermath of World War Two. Regional organizations like the African Union, Gulf Cooperation Council Mercosur, ASEAN or the EU build trust. When integration is not feasible, other forms of cooperation can prove essential. We Finns are happy to point out that the historic signing of the Helsinki Final Act in 1975. It brought together 35 nations in the midst of the Cold War, and laid the foundations for what would later become the Organization for Security and Cooperation in Europe. Why do I give this example? Because at the time there was no trust. There were deep disagreements and outright hostility, yet there was room for a process that reduced tensions and built common ground. I believe regions such as the Middle East where conflicts are raging today, may consider something similar. Even in the face of conflict and grievance, a region may be able to agree on principles that foster cooperation and prevent further conflict.

Poland will be the voice of this region as a country that understands both the challenges of development and the importance of stable rules of the game in the international economy. Central Europe, a co-founder of the Three Seas Initiative, is not merely a region catching up with the more developed parts of the continent. It is a region of dynamic growth, rising innovation, and exceptional drive. It is one of the most promising areas for economic development in the world. The foundation of this dynamism is cooperation, including in the areas of infrastructure and energy, strengthening transportation links, developing north-south corridors, and investing in security and diversification of energy sources. All of this is translating directly to building the resilience of our economies. Energy sovereignty, including the one based on nuclear energy, is not a choice today. It is a prerequisite for security and political independence. The experiences of recent years have clearly shown that countries capable of making themselves independent from energy pressure are also more resilient to blackmail and destabilization. That is why we view the development of regional cooperation as an essential contribution to building a more stable and predictable global economic order. We believe that we must respond jointly to the challenges of the 21st century. For us, natural partners in this effort also include countries in Africa, Asia, and Latin America, with whom we share the experience of development, the ambition to modernize, and the drive to strengthen sovereignty. I believe that everyone will benefit from Poland's membership in the G20. This year, we are participating in the group's works at the invitation of the current presidency, the United States. I would like to thank President Donald Trump very much for inviting us to the G20 summit. We are actively participating in preparations for this event, which will take place in Miami this December.

For the first time in a long time, Latin American governments are really, truly uniting and working together, not by simply issuing communiques, but getting to know each other and speaking to each other to really come up with common plans against transnational organized crime, migration control, and coming together to forge joint development opportunities. Latin America is the continent of the future, and those of us that lead the continent today are ready to give momentum to that change. Relations with our neighbors Peru, Bolivia and Argentina are in fine fettle. We are resuming relations with Venezuela under a new leadership. We've opened doors that were closed for years. Some people will say to us that we don't, or they don't understand this change, but others, or that they don't understand this move on our part. Others will say that we're simply new, unthinking allies of this country, but we're neither one or the other. We recognize the reality for what it is. We value change where it exists, and we offer support. We are of the view that Venezuela has before it a historic opportunity to reconcile with its best democratic traditions, with its institutions, and with the millions of its children that are now scattered across our continent that want to return. This path will be a demanding one. Chile is ready and willing to provide the help necessary.

This commitment has also been demonstrated through successful hosting and steering of major global gatherings, including COP29, the 13th session of the World Urban Forum, results oriented chairmanship of the Non-Aligned Movement, the Organization of Turkic States, and the Conference on Interaction and Confidence Building Measures in Asia, and Azerbaijan's increasingly active engagement across other international platforms. For Cyprus, this was both a responsibility and an opportunity: to listen, to negotiate, to build consensus, and to help the European Union and its member states move forward on common priorities. Mr. President, our accession to ASEAN, 26 October 2025, was a historic moment for our country, marking the culmination of a 14-year process that began when Timor-Leste formally applied for membership in March 2011. Fellow ASEAN leaders provided us generally technical assistance, capacity building, and practical guidance, and they continue to do so. It is required of us strong institutions, capable public servants, effective implementation of ASEAN commitments across political, security, economic, and sociocultural communities. Our foreign policy seeks friendship with all, and hostilities, none. We aim to maintain balanced constructive relations with all our major powers' development partners. Timor-Leste also brings the energy and aspiration of young population. Our young people are increasingly connected to the region and eager to learn, work, and contribute. As ASEAN works towards Community Vision 2045, Timor-Leste will support a united, people-centered and resilient ASEAN. We will also support ASEAN centrality and constructive relations with all external partners. We are a small island developing state, a least developed country, and a nation whose history demonstrates both the necessity and the possibilities of multilateralism. Transformation is already taking place. We must ensure it strengthens cooperation rather than deepens division. In Southeast Asia, ASEAN offers a practical example of how these principles can be applied at the regional level. For small island developing states, regional cooperation is not an optional layer of diplomacy. It is a practical necessity, separated by vast distances with small populations and narrow economic bases. And what is difficult alone becomes possible together. We must take it further still through connectivity, food and energy security and Pacific-led financing, such as something the Pacific has built. The Pacific Resilience Facility is the first climate and disaster financing facility owned, governed and hosted by the states it serves. Its treaty entered into force in May, and it is seated in the Kingdom of Tonga, and its first grants are already reaching our communities. It exists because a village seawall does not need a three year accreditation process. All it needs is money that arrives or will arrive. Its initial capitalization target is 500 million USD by December, of which 173 million has been pledged. I thank all those who have come forward, and I ask those who are able to close the gap to do so willingly. Cooperation of this kind does not diminish our sovereignty.

The Atlantic, once a passage of forced displacement and separation, is becoming a pathway of return and reconnection. Africa-Caribbean cooperation must move beyond sentiment. Mr. President, South-South cooperation must be felt in jobs, businesses, knowledge transfer, and opportunity. Africa faces, however, a paradox: it is rich in resources yet retains little of the value that it generates. Therefore, investment must evolve from simple extraction to the transformation, creation of value chain at the local level, moving from transactions to partnerships, from dependence to capacity building, and from exploitation of resources to the construction of value chains, both national, regional, and international. In this context, the regional integration takes strategic importance as it amplifies markets, creates economies, integrates productive chains, attracts investment, and stimulates innovation, and also transforms the economic potential into concrete opportunities, especially for its people and young people in particular. During the 46th SADC Summit, Eswatini assumed the chairmanship of the SADC Organ on Politics, Defense, and Security Cooperation, TROIKA, whose mandate is to promote peace and stability in the Southern African region. We stand with our brothers and sisters in the Caribbean community, CARICOM, which is not just a trading bloc, but a family whose members in these uncertain times need each other more than ever. For us in the Caribbean, peace and security are paramount concerns in our diplomatic efforts. Therefore, as we seek to restore trust, we reaffirm that Latin America and the Caribbean must remain a zone of peace where disputes are settled through peaceful means with adherence to international law and the UN charter. We urge that the territorial dispute between Venezuela and Guyana be resolved in this manner.

The transformation we seek for a better world will only happen when we trust each other and we accept our responsibility for each other. We in the Caribbean understand something about the necessity of living together. We had no choice. Barbadian novelist and essayist George Lamming once described the Caribbean as perhaps the first global experiment in human history, bringing together, and I quote, every branch of the human family, from the indigenous peoples of the Americas to the diverse peoples from Africa, Europe and Asia. It is as though that we, through this tortuous and shared history of migration, conquest, slavery and the difficult work of constructing a common national and regional destiny that we give the world an example to follow. Against all the odds, the Caribbean produced what Lamming called a new kind of global family. Our history has taught us that difference need not mean division. That coexistence requires dialogue and negotiation, and that those without the power to compel must learn the power of persuasion. These are not merely Caribbean lessons. The universal. And it is.

I thank my colleagues, the foreign ministers of Central Asia, for helping shape a practical and focused agenda for the centre. Reaffirming our commitment, advancing primary health care as the cornerstone of universal health coverage, we call upon UN member States to join the Global Coalition on Primary Health Care. 2026 has been designated by this body as the International Year of Volunteers for Sustainable Development. This initiative, originally at President Tokayev's suggestion, has given new impetus to volunteerism as a force for stronger communities, youth engagement and environmental action.

Ladies and gentlemen, we express our deep appreciation to the brotherly kingdom of Saudi Arabia for its unwavering support for Yemen, its people and its government, and for the kingdom's comprehensive support to the state and its institutions. The Kingdom has borne and continues to bear significant burdens in support of Yemen's security and stability. These efforts will remain firmly engraved in the memory of the Yemeni people. From this podium, the Republic of Yemen condemns the terrorist attacks carried out by the Houthi militias against the kingdom, targeting its territory, facilities and resources.

Mr. president, in the Pacific, Pacific leaders have adopted the Pacific Resilience Facility as a regional financing mechanism to help our communities respond effectively to the growing impact of climate change. Tuvalu calls on the international community and our development partners to support the full capitalisation of the Pacific Resilience Facility to enable Pacific-led and Pacific-owned solutions to build resilience where it matters most. Mr. president, adaptation and building resilience against the impact of climate change will reduce the severity of climate change, but will not eliminate all consequences of climate change.

Mr. president, we reject the Monroe Doctrine, as we repudiate any attempt for military intervention or domination in Latin America and the Caribbean, proclaimed as a zone of peace in 2014, where in Havana. As a small island developing state, we stand in solidarity with our brothers and sisters who share similar circumstances. And we warn against the worrying and inexorable advance of climate change. What we need to do is to promote governance that is more inclusive in the use of the new ICTs and telecommunications, particularly the disruptive technologies such as artificial intelligence.

But these domestic achievements set the stage for two historic milestones ahead of us. In March 2027, Ghana will celebrate its 70th anniversary of independence as the first nation in sub-Saharan Africa to break the shackles of colonial domination. And in January 2027, Ghana will proudly assume the chairmanship of the African Union. I wish to serve notice that we intend to use our AU chairmanship to champion continental integration, accelerate the implementation of the African Continental Free Trade Area, push for peace and security in all the conflict zones of Africa, and ensure that Africa speaks on the global stage with one resolute, undivided and confident voice. Mr. President, the daunting crisis confronting our world are not insurmountable.

It is in this spirit that the Republic of the Congo will continue with its commitment to Africa. The removal of the visas as of the 1st of January 2027 for Africans promotes free movement, intra-African tourism and solidarity amongst African people, making our trade more inclusive all the while promoting the African Continental Free Trade Area. Ladies and gentlemen, Your Excellencies, the duty of memory also forces us to look at our history squarely in the eye.

As I said earlier, we must not simply live with the consequences of choices made elsewhere. We must help shape those choices. Middle powers such as Malaysia can help keep dialogue alive when major powers cannot agree. Regional organisations such as ASEAN can bring the perspectives of their people into global debates.

And if the Palestinian cause constitutes a daily test of the credibility of the international legal system, Africa is yet another test. It is the test of building partnerships that are based on solidarity, development and peace, rather than simply managing crisis and addressing the repercussions without giving due attention to the root causes of these crises and their underlying foundations. Algeria is firmly attached to its African identity. It is deeply imbued with a culture of peace and dialogue. Algeria will continue to support the just causes of the peoples of the continent.

Furthermore, next year I will host the Pacific Islands Leaders Meeting in Yokohama, Japan, which Japan has convened together with the Pacific Islands region since 1997. Japan aims to further deepen our collaboration with the Pacific Island Countries region and promote the stability and prosperity of the region, including addressing common challenges such as maritime security and climate change. Several large scale disasters have occurred and continuously caused extreme damage around the world this year, including in Japan. Natural disasters are becoming more severe and frequent.

The Marshall Islands affirms the recent Pacific Islands Forum communique position regarding West Papua, including the 2018 invitation by Indonesia to the UN Human Rights Commissioner. Further, the Marshall Islands strongly welcomes recent calls for a ministerial summit between ASEAN and the Pacific Islands Forum to take forward our 2023 agreement. Our two regions can stand united as neighbours and close friends.

The rehabilitation of railway links, the modernization of infrastructure, the facilitation of exchange and energy investments can connect our territories, reduce logistical costs, and stimulate regional trade. But our vision goes far beyond accelerating the export of our raw materials. A corridor that only shortens the path from the mine to the port only reproduces the past. The corridor of Lobito ought to become a real backbone for regional industrialization, with the support of investors, with the help of whom we hope to build transparent, sustainable, and mutually beneficial partnerships for the well-being of future generations.

Through the 2050 strategy for the Blue Pacific continent, we have set our own course and identified our thematic priorities. For Tonga, investing in the ocean and nature is foundational in achieving its development, ambition. Protecting and restoring them builds our climate resilience. In Latin America and the Caribbean region, geographical proximity to the world's greatest military power is inescapable, especially in the context of renewed hegemonic temptations. Brazil does not fit in anyone's backyard. We need partners with a positive agenda that fosters development. Ideological differences should not hinder higher integration amongst neighbors.
