Mr. president, ladies and gentlemen the Islamic Republic of Mauritania renews its commitment to the principles and purposes of the UN charter and the norms of international law, as well as the resolutions of international legitimacy. Our foreign policy is based on good neighbourliness, the respect of states sovereignty, independence and non-interference in their internal affairs, as well as the peaceful settlement of disputes and ensuring the just causes proceeding from such principles. My country, under the leadership of His Excellency, the President of the state, Mohammed, will continue to build a modern state that is coexistent in synergy with its neighbours and open to the entire world. On the national level, we have adopted a comprehensive strategy with its political, economic, social and security dimensions. We made dialogue, consul and consultation. Economic and social progress, however, remain vulnerable to global health crises. The COVID-19 pandemic taught humanity a vital lesson: no country can protect itself from a global health emergency alone. Yet, even as we recover from that crisis, recent resurgences of impocks, recurring Ebola outbreaks, and other emerging infectious diseases remind us that our health system must remain vigilant and resilient. We must decisively address persistent inequalities in access to vaccines, medicines, and medical technologies. Critically, the international community must support African countries in developing robust local and regional capacities to manufacture essential pharmaceuticals and health products. In a recent meeting of the East, Central, and Southern African Health Community Conference held in Eswatini, the country's resolve to act as a singular bloc when purchasing essential drugs and medical supplies. This will help reduce costs and ensure supply chain stability. We appeal to the UN through the World Health Organization to support this endeavor.

We are a credible and reliable partner, ready to contribute to shared prosperity. Ladies and gentlemen, we have entered the fifth year of the illegal, unprovoked, and unjustified full-scale war of aggression against Ukraine, waged by a permanent member of the Security Council. This member, entrusted by the entire UN community with the responsibility of maintaining international peace and security, has deliberately disavowed its fundamental obligation and is pursuing a revisionist agenda. As the EU member state sharing the longest border with Ukraine, Romania has felt the effects of this war directly, through repeated violations of our airspace. A few months back, a drone crashed onto a residential building on our territory, injuring people and causing material damage. It was one episode in an ongoing series of such incidents. We have said it before, and we will say it again: Romania will stand with Ukraine and its people, as they exercise their legitimate right to self-defense for as long as necessary. Moreover, Romania is acting responsibly to stabilize the region. We provided assistance to refugees from Ukraine. In response to Russia's attacks on ports and grain infrastructure, which disrupted global food supply chains and deepened food insecurity for millions of people, Romania has coordinated with Ukraine on the transit of grain through Romania, by rail and by waterway. In response to the disruption of freedom of navigation in the Black Sea, together with Bulgaria and Türkiye, Romania is part of the Mine Countermeasures Task Group in the Black Sea. Through mine detection and mine neutralization missions and the protection of critical undersea infrastructure, this initiative safeguards freedom of navigation and the region's energy security. And in order to enhance security in the Black Sea area, Romania places particular emphasis on the EU's strategic approach. Accordingly, together with Bulgaria, we are establishing a maritime security hub aimed at strengthening situational awareness. Finally, in response to disruptions to energy supplies in the region, Romania has expanded its energy interconnections with Ukraine and the Republic of Moldova. Romania will continue to support the resilience of our neighbor, the Republic of Moldova, the second most affected country by this war. It is facing the economic shock caused by Russia's aggression and a sustained hybrid campaign, consisting of disseminating disinformation, energy pressure, and attempts to destabilize its democratic institutions. Romania is a staunch supporter of the Republic of Moldova in the face of these challenges. Romania also remains the Republic of Moldova's strongest advocate within the European Union, sharing our own experience of accession and providing political, technical, and diplomatic support for its European path. The threat posed by the Russian Federation is not only limited to Ukraine. Europe is the target of a hybrid war involving cyberattacks, disinformation campaigns, sabotage, and disruptions to critical infrastructure, with the aim of undermining citizens' trust in democratic institutions and discouraging support for Ukraine. We must deter the Russian threat, and unfortunately, we can only do that by increasing military spending. Romania supports balancing military expenditure and a target of 5% of GDP, reaching this year 3.7%. Distinguished audience, we are equally concerned about the proliferation of conflicts worldwide. It is essential to advance the implementation of the Peace Plan for Gaza in accordance with Security Council Resolution 2803, and to address, with no delay, the humanitarian situation on the ground. Within the Board of Peace Initiative, Romania has offered its support and has so far contributed to the medical evacuation of numerous patients, especially children. Disarming Hamas remains a prerequisite condition for lasting stability in Gaza. President Trump's Peace Plan represents the most credible path toward peace and prosperity in the region, and Romania supports its full implementation.

Progress towards achieving the SDGs also shapes how we are building a strong and resilient economy, and how we remain accountable to our people. Thailand will leverage our strengths. We are building upon our strong agricultural base to be a source of food security for the world. Meanwhile, our universal health coverage ensures that people have access to affordable and quality healthcare while also developing Thailand into a medical and wellness hub. Additionally, our energy transition efforts take Thailand closer to meeting climate obligations and through our solar rooftop policy. We are also creating greater economic opportunities for households by allowing them to sell excess electricity back to the grid. However, this responsibility goes beyond development. Thailand's humanitarian tradition demonstrates this conviction.

For Namibia, effective implementation of the key commitment of the Pact for the Future would be beneficial in accomplishing Namibia's national priorities, namely agriculture, sports, youth empowerment, quality education and training, creative industry, health and social welfare, land, housing, and sanitation. I wish to urge all member states to consider the implementation of the Pact for the Future as a critical international priority for development. As part of our developmental agenda, we are preparing our young people for the emerging industries in Namibia, such as oil and gas, renewable energy, and green hydrogen, among others. Subsequently, this year we have introduced 100 percent subsidized registration and tuition fees for Namibian students entering universities and vocational training centers, and encourage them to take up appropriate courses. The government of Namibia has established the National Youth Development Fund last year. As a result of this fund, young people have set up their own medical practice, law firms, milling plants, and pottery businesses, to mention a few, thus contributing to job creation and poverty eradication. Namibia also takes cognizance of the rapid advancement of artificial intelligence in advancing human progress in line with the Global Digital Compact. However, we call for ethical, responsible, inclusive, and human-centered development and use of artificial intelligence with appropriate safeguards to ensure that technological advancement complements and enhances human capability rather than undermines it.

Madam president, first let us turn our attention to escalating international tensions. The situation in the Middle East has been growing increasingly tense and free and safe navigation is increasingly under challenge in the Strait of Hormuz, which is an international public good. Japan, in cooperation with the international community, has been continuing to engage in diplomatic efforts with a view to achieving an early de-escalation of the situation across the Middle East. Furthermore, supply concerns regarding fuel, chemical products and medical supplies are causing significant impact on people's lives and business operations. Due to disruptions in the supply of fertilizers, the risk of food crisis is mounting, with Africa and Asia being hit particularly hard.

During the pandemic, bodies under the auspices of this House put themselves before scientific evidence and the sovereignty of nations and promoted forced lockdown policies throughout the world that ruined jobs, that ruined the education of entire generations of children, and cost the lives of millions of people who died alone without basic medical care. Where some allege a public health policy error, we see a global experiment in social control disguised as science. And when a state wearing public health blinkers deprives its population of the right to work, to receive an education, and to bid farewell to their dead, this results in millions of unavoidable deaths, there is a word for it: genocide. That happens in many countries, including Argentina, which boasted of being the World Health Organization's star pupil. And that is why we decided to leave the World Health Organization. Added to that is something more subtle but equally damaging: the psychological terror instilled by the state. For years, citizens around the world were told that they should be afraid. Afraid of their neighbors, of the air they breathe, of leaving their homes. That fear wasn't a mere side effect. It was the chosen instrument of their government. The problem is that emergencies eventually pass. Fear passes.

And central to our national reset is a revolutionary expansion of social protection, universal health care, delivering on the Sustainable Development Goals, specifically SDG one on poverty SDG three on good Health and well-being, and SDG ten on reduced inequalities. And so Ghana has officially launched a historic free primary healthcare programme, ensuring that every Ghanaian can access essential primary health care services at their community level at zero cost. This programme has been hailed by the World Health Organisation and the United Nations as a benchmark paradigm shift for the global South, and this model is currently being studied by other nations that are seeking to achieve true universal health coverage. Alongside our National Health Insurance Scheme, we've introduced a specialised fund officially named Ghana Medical Trust Fund, but popularly referred to after my name Mahama, that guarantees Ghanaians suffering from non-communicable diseases such as renal failure, cancers, cardiovascular diseases and diabetes. It guarantees that they receive subsidized, affordable and life saving care I've always believed that democracy must deliver tangible social benefits. Citizens must experience democracy not only through the ballot box every four years, but through improved access to food, quality education, decent housing, accessible healthcare and economic opportunities. Mr. president, democracy loses its soul when it protects elite privileges while abandoning the vulnerable. And so Ghana remains an uncompromising beacon of constitutional democracy, media freedom, the rule of law and peaceful transition of power on the African continent.

This is not the way forward. Ladies and gentlemen, Polish aid embodies global solidarity with those in need. That is why, for years, we have consistently supported international efforts to resolve the crisis in the Middle East. We are committed to providing humanitarian aid in this region and to development initiatives for Palestine and Lebanon, which are priority countries for Polish aid. We focus on areas critical to sustainable development. In Palestine, we continue to support the operation of mobile clinics, providing medical care in the West Bank, and strengthening employment and professional skills, particularly among women. In Lebanon, Poland is developing the operational capabilities of the Lebanese civil defense units in the area of disaster and natural disaster response. Ladies and gentlemen, strengthening the resilience of nations and building stability, however, cannot overlook one more dimension of responsibility.
