Mr. president. The historic ninth Congress of the Workers' Party of Korea was held with a splendor in February this year in Pyongyang the capital city of the Democratic People's Republic of Korea. The Congress reviewed with pride the achievements made over the past five years and set out a new, innovative goals for overall development in the next stage. During the last five years, the existence and development of humankind was severely constrained by the global pandemic, abnormal weather conditions, geopolitical confrontation and the entailing economic crisis. They were harsh times for our state too. Yet we have thoroughly and consistently maintained the characteristic principle and approach of self-reliance. Our resilience grew stronger. We overcame all difficulties and challenges before us, and ultimately made remarkable advances by leaps and bounds. The five year plan for the development of the national economy was successfully accomplished. The economic foundation for production boost was reinforced. Numerous monumental projects were completed. Policies for the people that our government invariably pursues are implemented at higher level. We are seeing the upward trend of comprehensive development conducive to a simultaneous and balanced growth in all sectors, fields and regions of the country. As the first hand witnesses of the above realities, all our citizens have become all the more confident that the path we have trodden is the most accurate path, and the self-reliance and self-sustenance of our choice are the surest shortcut to prosperity. Under the unique leadership of Comrade Kim Jong Un, president of the State Affairs of the DPRK, our people have now confidently embarked on new, massive projects aimed at building on the successes in pioneering a era of comprehensive development and leading it to new heights. The path ahead of us is laden with numerous challenges and difficulties, presented by inhumane acts of certain forces that disfavor the DPRK's very existence, let alone her development. Yet we will surely attain all that we plan to, relying entirely on our own efforts, regardless of changes in the situation. This is the confidence that every Korean is assured of.

Second, Japan is devoted to enhancing cooperation towards peace and stability. Since the end of the Second World War, Japan has consistently and seriously pursued efforts towards nuclear disarmament and non-proliferation. At the very heart of our aspiration for a world without nuclear weapons lies the earnest plea of the hibakusha. The catastrophic consequences of nuclear weapons must never be repeated. It is Japan's mission as the only country to have ever suffered atomic bombings during war, to lead the efforts of the international community towards a world without nuclear weapons. Japan strongly calls for solidarity within the international community to maintain and strengthen the Nuclear Non-Proliferation Treaty NPT regime, to which both nuclear weapon states and non-nuclear weapon states are parties. Further, Japan will persistently advance realistic and practical efforts, including enhancing the transparency of nuclear forces and promoting a deeper understanding of the realities of atomic bombings. The situations in Ukraine and North Korea have reminded the world of growing risks and threats posed by nuclear weapons. There are also concerns regarding the proliferation of nuclear and missile related technologies through the strengthening of military cooperation between Russia and North Korea. The security of the Indo-Pacific and Euro-Atlantic is inseparable. The advancement of North Korea's nuclear and missile programs, as well as its use of malicious cyber activities, including cryptocurrency thefts as a source of funding, are clear violations of relevant Security Council resolutions and pose a serious threat to international peace and security. The full implementation of Security Council resolutions under the principle of the complete denuclearization of North Korea is essential. Moreover, the issue of abductions by North Korea is an ongoing matter with lives at stake. The abductees are still denied their freedoms and their families continue to suffer. This is a matter of grave concern not only for Japan, but for the international community. As the abductees and their families are aging, the abductions issue must be resolved immediately. For the sake of the future of both Japan and North Korea, I am prepared to engage in dialogue and take concrete action to establish a mutually fruitful relationship in accordance with the Japan DPRK Pyongyang Declaration. Third, Japan will continue to contribute to the maintenance and development of a free and open international order based on the rule of law. Any attempts to unilaterally change the status quo by force or coercion are contrary to the principles enshrined in the charter of the United Nations, and must never be tolerated anywhere in the world. Russia's aggression against Ukraine is the most obvious example. A permanent member of the Security Council, with a special responsibility for international peace and security, has initiated an act of aggression against another country and has vetoed Security Council resolutions concerning its own actions. In this current situation, it must be said that the Security Council is not functioning for international peace.

For our part, New Zealand will continue to press for a more effective, credible, transparent and representative Security Council. As a demonstration of our continued commitment to collective security and the UN Charter, New Zealand is seeking a seat on the UN Security Council for 2039 to 40. We ask the next Secretary-General to work with us to preserve the integrity of the global disarmament framework, particularly on weapons of mass destruction. The grave dangers of deterioration of the global non-proliferation regime should alarm us all. New Zealand was deeply disappointed at the failure to reach consensus at this year's Nuclear Nonproliferation Review Conference. After three consecutive review conference failures, we must do all we can to preserve the health of the NPT and indeed strengthen it. This means tackling persistent violations and cases of non-compliance. Iran is not in compliance with its nuclear safeguards obligations. The DPRK nuclear weapons and missile programs continue to threaten its region and beyond. Halting the NPT deterioration also requires concrete action from nuclear weapon states to, at long last, chart a path towards total, verifiable and irreversible nuclear disarmament. We also call on you to safeguard the UN Convention on the Law of the Sea, the constitution for the oceans, which provides the framework within which all activities in the oceans and seas must be carried out. Compliance with these universally applicable rules is essential not only for maintaining peace and security, but also for protecting prosperity and food security, given the oceans vital role in supporting trade.
