relationships with the states and institutions that benefited from these systems. Mr. president, technology is the new form of power that is rapidly transforming the world. And while it offers enormous opportunities for mankind, it can also create a new hierarchy in which a small number of corporations and powerful states control the systems on which the rest of humanity depends. We must ensure that artificial intelligence does not widen the gap between the powerful and the vulnerable. Technology must strengthen aspirations, not quietly erode them. Saint Lucia, therefore, calls for strong global standards on data protection, privacy and artificial intelligence; equitable access to digital infrastructure, cyber security and affordable connectivity; fair technology transfer; transparent algorithms; protection from surveillance, disinformation and cyber exploitation; and meaningful participation for small states in shaping global digital rules. The digital future must not be owned by a few. It must be governed for the benefit of all. Managing transformation means ensuring that no nation is left powerless in the face of technological change. Mr. president, my country, Saint Lucia, is a small, open and vulnerable state, but our people refuse to impose limits on their aspirations. History has blessed us with unimaginable natural beauty, ambitious, friendly people, and two Nobel laureates.

But, Mr. President, the task now is delivery. We need financing that reaches communities without adding debt, adaptation finance that is accessible to countries already bearing the cost of the problems they did not create, and full support of the loss and damage and the special circumstances of SIDS. This means grant-based and concessional finance, grid readiness and storage, productive energy use, and support that respects our circumstances while enabling delivery at scale. Those who contributed the least to this climate crisis yet confront the worst threats of rising sea levels must not be burdened with debt simply to purchase a life jacket for their survival. International financial institutions must look beyond income and account for vulnerabilities of SIDS. Climate exposure, remoteness, narrow economies, and limited access to affordable finance must be considered. The Antigua and Barbuda Agenda for SIDS provides a strong roadmap for resilience, but requires urgent, predictable, and scaled-up support. The Pacific Resilience Facility is one practical answer, the PRF. Endorsed by the Pacific leaders, the PRF is the first Pacific-led, owned, and managed regional financing facility dedicated to climate and disaster resilience, and the first international financial institution collectively owned by the Pacific focused on turning resources into real community-level resilience. The PRF reflects the kind of capital the world should support. Resilience is also about safeguarding public health. And I commend Palau's First Lady for advancing efforts to combat tobacco and nicotine use, with a focus on our youth.

We call for the full operationalisation of this advisory opinion, including through the follow up action requested by this Assembly in accordance with the UN General Assembly Landmark resolution of the 20th of May 2026, welcoming the advisory opinion of the International Court of Justice on the obligations of States in respect of climate change. We also support the legal principle affirmed by the ICJ that states are under no obligation to update their maritime baselines or zones to account for climate induced sea level rise. Mauritius calls for the principle that statehood and sovereignty are not impacted by sea level rise to be formally codified. Mr. president, water stands at the frontline of the climate crisis. Water is a major concern globally, and Mauritius welcomes the holding of the UN Water Conference in December this year. We look forward to this crucial global issue being addressed by the international community as a matter of urgency. We also call for enhanced, accessible and predictable climate finance, accompanied by comprehensive capacity building and disaster risk management for the most vulnerable. I also wish to highlight that Mauritius is currently conducting a constitutional review exercise, which will include giving constitutional protection to the rights of nature. Mr. president, the crisis in development financing is deepening. Concessional financing for developing countries is declining precisely when the need is greatest. The graduation of countries, including small island developing states, should be encouraged and supported and not prejudice access to affordable finance. Mr. president, Your Excellencies, peace and development are inseparable, which compels us to consider strategies that can help accelerate the implementation of the 2030 agenda. The important decisions adopted under the Pact for the Future and the Seville Commitment can help advance development programmes in Africa. However, in order to achieve concrete results in these areas, it is essential to ensure affordable financing, debt relief, technology transfer, capacity building and a greater participation of international financial institutions. African countries spend far more resources on the exorbitant cost of debt servicing than they are able to invest in health, education, infrastructure development programmes. This situation obviously limits productive investment, deepens inequalities and economic disparities, and threatens economic and social stability. In view of this, it is imperative to correct these distortions and I therefore reiterate the call for the immediate reform of the international financial architecture in order to make it fairer, more equitable, democratic and geared towards the progress and wellbeing of humankind. These challenges are inherently complex, and are further exacerbated by climate change, which has a severe impact on Africa with severe and prolonged droughts, floods, desertification, food insecurity and population displacement. Dominica has begun the transition from imported fossil fuels to renewable energy. Our geothermal power plant is now in commercial operation and increasing the renewable share of our electricity generation to approximately 84%. We are well on our way to achieving 100% renewable energy by 2030. This is more than an energy project. It is economic transformation. It demonstrates that small states can lead in the transition to clean energy. Every barrel of oil that we no longer need to import strengthens our resilience to international price shocks. Every unit of clean electricity we produce strengthens our energy security. Affordable, reliable, renewable energy can become a foundation for new industries, new investment, new employment, and greater competitiveness. The lesson is important beyond Dominica. We need international finance that recognizes the transformative nature of renewable energy investment in vulnerable countries. We need financing mechanisms that allow countries such as Dominica to move faster and we need partnerships that allow the energy transition to become an engine of economic development and growth. Our ambition is not merely to generate clean electricity. Our ambition is to use clean energy to transform our economy. Mr. president, the international community has become very good at recognizing vulnerability. We have become less successful at financing the transformation that vulnerability requires.

That is why we have pushed relentlessly: For reform of the international financial architecture – which is not a technical debate, but a question of representation, fairness and power. For debt relief that is timely, effective and just. For Multilateral Development Banks that are bigger, bolder and better equipped to provide affordable long-term finance at scale and massively leverage private finance.

This cannot be fair. So that, believe me when I say that change is possible. As we have seen consistently with measures from the Bridgetown Initiative in less than one year, Barbados as chair of the climate Vulnerable countries, the G20 countries, along with the OPEC fund for International Development, designed and launched the Vulnerability to Viability Compact on four pillars, bringing about 74 countries along with 16 development finance institutions globally, to expand access to affordable long term capital for education projects, health projects and water infrastructure. The Cvf also had its governors of the central bank meet to establish the lifeline Fund, which will shortly be operationalized. It seeks to provide rapid liquidity when climate shocks create balance of payments pressures for countries. So we are moving to help ourselves. We have been resolute, and the reason for it is that we know that you cannot build hospitals and schools and water infrastructure with ten and 15 year money. It crowds out critical investments for our people and leaves you flat footed. And that is why this important initiative represents real progress. But mechanisms such as this one cannot, on their own, address the underlying flaws of the international financial architecture. I repeat that for almost five years, the Bridgetown Initiative has consistently argued that climate resilience, debt sustainability and access to affordable finance cannot be treated separately. For many vulnerable countries, the problem is not simply the availability of capital, but whether we have the fiscal space to borrow and to invest on reasonable terms.

China has the power, influence, and responsibility to help prevent conflicts, to escalate tensions, and contribute to ending wars. This includes using its influence to help bring Russia's aggression against Ukraine to an end. That aggression was launched and continues to be waged by another permanent member of the UN Security Council, Russia, in violation of the UN Charter and fundamental principles of international law. Russia's aggression continues to inflict enormous suffering on the Ukrainian people. Civilians and civilian infrastructure continue to be attacked indiscriminately. And the risks are growing day by day. Russia's aggressive posture poses a direct threat to European security as a whole. The immediacy of that threat was starkly illustrated by the recent attempted Russian drone attack on Leipzig Hala Airport in Germany, only 150 kilometers from the borders of the Czech Republic. The consequences of aggression reach far beyond Europe. Russia's war has undermined global food security, disrupting agricultural production, exports, and supply chains. Its effects are felt in my country, but even more acutely in parts of Africa and elsewhere, particularly in countries that depend on stable and affordable food supplies. While we need to raise costs of war for Russia, we must give serious diplomatic efforts a genuine chance. Diplomacy matters most not between friends, but between adversaries. That is where the United Nations remains indispensable as a forum for dialogue, even when agreement seems very distant. The UN was founded on principles. These principles matter in Ukraine. They matter in the South China Sea and across the Taiwan Strait. And they also matter in the Middle East, in Sudan, or DRC. The current developments in Yemen and Saudi Arabia demonstrate what happens when rules give way to force and coercion, when might replaces right, and how a regional conflict can, in an instant, have consequences for the entire world.

Mr. President, digital transformation and the rise of artificial intelligence are rightly considered to be one of the great promises of our time. The Global Digital Compact must become a reality: affordable connectivity, skills transfer, data protection, and a governance of AI in which developing countries decide instead of simply being users. While protecting people's right to development under our Energy transition Plan, we are working towards net zero emissions by 2060 while expanding access to affordable, reliable and sustainable energy. This approach combines renewable energy, clean cooking and gas as a transitional fuel with climate, smart agriculture and nature based solutions. Finance must be governed by equity and shared responsibility rather than charity. With international commitments translated into accessible, predictable and adequately funded mechanisms that enable developing countries to pursue climate action without compromising development objectives.

Tanzania stresses that improvements must be made to ensure the expansion of concessional financing, mobilization of private investment, improved access to development and climate finance, and giving developing countries a stronger voice in global financial decisionmaking. It is without a doubt that political commitment is paramount in undertaking focused investment. In that respect, Tanzania has made significant strides in reducing maternal and child mortality by expanding facility delivery from 51 per cent in 2015 to 81 per cent in 2022.

Mr. president, two years ago, at this very podium, I committed Guyana to provide global leadership on biodiversity. In July 2025, under Guyana's leadership, the Global Biodiversity Alliance was established as an inclusive platform. In just one year, the alliance expanded from 17 to 138 members, bringing together governments. Institutional organisations including the UN development banks, indigenous peoples, local communities, scientists, universities and the private sector. The second conference of the of the Alliance, to be held in October 2026, will begin to mobilise the resources and partnerships to deliver its ambitions. At the same time, we continue to advance our low carbon development strategy, focus on turning forest stewardship and climate action into a new model for sustainable development. Mr. president, as we commence this 81st session, we have the opportunity to build a United Nations that is truly fit for purpose. Mr. president, there can be no way to sustain peace and development without effectively addressing the challenge of climate change, which is no longer a future threat. It is already affecting water and food security, as well as the stability of territories, economies and the living conditions of populations. Despite its limited contribution to greenhouse gas emissions, Morocco remains among the countries most vulnerable to the impacts of climate change. Accordingly, in line with the vision of His Majesty King Mohammed VI, may God assist him The Kingdom has adopted a proactive policy based on the continued construction of dams, the interconnection of water basins, seawater desalination, the reuse of treated wastewater and the rationalization of water resource management, particularly in the agricultural sector. This national effort forms part of an international commitment to climate action. On that basis, the Kingdom has set for the period 2026 2035, a target of reducing greenhouse gas emissions by up to 53% by 2035, while placing adaptation and the strengthening of territorial resilience at the top of its priorities. This effort has extended to the African continent, which suffers from the devastating effects of climate change. The Royal Initiative to establish three African climate commissions for the Congo Basin the Sahel region and the African island states, has generated promising momentum to strengthen African climate action and coordination among the states of the continent in addressing these challenges. However, addressing climate change cannot rely on national efforts alone. It requires the provision of affordable and accessible financing, technology transfer and genuine international solidarity, enabling developing countries to fulfill their responsibilities towards present and future generations alike. Mr. president, Madam President, the Palestinian question remains a constant priority in the foreign policy of the Kingdom of Morocco, based on its belief in the justice of this, that this is a just cause and its central to achieving peace and stability in the Middle East region.

Saint Kitts and Nevis intends to participate, but we must ask who will shape this new age, and who will live with decisions made elsewhere. At the end of 2025, some 2.2 billion people remain offline. But the AI divide also concerns computing power, data research, skills, energy, cybersecurity, and capital. With the global AI market projected to reach US$4.8 trillion by 2033, developing countries cannot simply consume technologies designed and governed elsewhere. We must have a place where AI's future is decided. Saint Kitts and Nevis welcomes the Independent International Scientific Panel on Artificial Intelligence and the Global Dialogue on AI Governance. Inclusion must lead to capability. Developing countries need affordable computing power, infrastructure, skills, and safeguards for privacy, data sovereignty, cybersecurity, and rights. Mr. President, at home, we are advancing a whole-of-government technological strategy, securing digital identity and digital public services. Regionally, the Caribbean AI Task Force supports cooperation and governance, innovation, and responsible adoption. Mr. President, artificial intelligence is already transforming the world. Saint Kitts and Nevis chooses to help shape that transformation. As SIDS, we know a simple truth: alone we are small.

We cannot continue to walk up the down escalator pretending it is development. Mr. president, we renew our call for the full operationalisation of the Multidimensional Vulnerability Index so that access to concessional financing is not constrained by per capita income, but reflects the real climate risks small island states face and their limited capacity to respond to such large events. We also call for the swift implementation of reforms set out in the Antigua and Barbuda agenda for SIDS. Further, we support the continuing work of the Bridgetown Initiative to reform the international financial architecture, including automatic debt service suspension clauses when disaster strikes, expanded and rechanneled Special Drawing Rights and multilateral development banks that lend like development partners rather than like commercial creditors. Mr. president, we must also accept that affordable, patient concessional capital is not charity to small states. It is justice for states that contribute the least to the climate crisis, yet bear the highest costs.

Therefore, the promise of sustainable development cannot be fulfilled without reform of the international financial architecture. In the same way that the Security Council must reflect today's political realities, international financial institutions must reflectively, effectively respond to today's economic and environmental realities with relevant, affordable and accessible financial products, which can be dispersed in a timely manner. In conclusion, Somalia is proudly playing an active role in global stability both at home and within the key existing multilateral structures of global governance We are also rebuilding our economy and unwaveringly committing to democracy and people centred, people led, people own development. As we march forward with purpose and determination, we invite Africa and the rest of the world to remain our champions on this journey.

We know that sanctions undermine economic and financial freedoms and hinder human development. Three, we believe in respecting the rights of nature; that is the only way in which we can duly consecrate human life. Four, equally, the institutional failure of global trade is today patently clear, because no nation can thrive in supranational systems which do not promote national industry and which prioritize outsourcing and award that strategy. Five, international stability means that we must resolve our three-pronged energy-like dilemma: we must, at the same time, guarantee security of supply, affordable prices, and environmental sustainability.

But the fact is, it has been under attack. In recent years we have seen industrial scale assault by hostile actors on the information environment in the UK, and that of many of our allies. Russian agencies have used every means at their disposal to spread lies and disinformation and prey on people's fears. They've used bots and fake websites, falsified newspaper articles, forged the branding of 28 British organisations, including universities and the BBC. They've amplified far right narratives, and we have evidence that they tried to interfere with the 2019 General Election. We also know that they have tried to stoke tensions and unrest in the wake of horrific events. The idea that anyone would try to use such things to their advantage is just repulsive. But it is what they do. The Kremlin spends around £1.3 billion each year on manipulating information. We're talking about an insidious campaign that reaches into people's homes and twists what they feel about their own country and community, creating a narrative of decline, stoking division and sowing despair. On top of that, we have seen cyber attacks on companies and institutions, and we know that AI will multiply the threat. We have tiptoed around this for too long. Over the last decade, we have given too much ground to those who want to run a negative, corrosive narrative about life in Britain, which bears no resemblance to reality. Well no more. We are going to face the new decade in a different way with our eyes wide open. We are going to be much prouder in standing up for our values and the rule of law. And we are going to help our people to strengthen their resilience, because faced with this information warfare, security starts in every home. If you're struggling with the cost of living and your life is not improving, or if you're a young person not in employment, education or training, you are going to be much more vulnerable to this kind of influence. So part of the challenge is to lift our people up and create the opportunities they need. When inequalities grow too wide, our societies are at greater risk. So we will work to make life more affordable for people. That will be at the heart of a new ten year plan for Britain that we will bring forward later in the year. And we will put in place the architecture to stem this poisonous tide. Today, I am asking our security chiefs in the UK to begin work on a new National Centre for Information Defence, to detect, attribute and disrupt these kinds of hostile state information attacks to support and defend our democracy. I know this is a shared challenge so we are going to use our experience in the UK and the fact that we have already been through this shock, starting ten years ago, to help other countries. We have already supported Moldova to protect its elections from Russian interference. As more elections approach across Europe, more nations are grappling with these issues, some for the first time. So we're ready to share our understanding of how these actors work and how we can respond, because this is a vital task for our collective security and resilience. To overcome division and instability, we must also find new ways to bring countries together.
