See your match score & applyThe Procurement Specialist will support and develop the Country Management Unit's work program in Pakistan, participating in operational, analytical, and advisory activities. The role requires strong knowledge of economic and public-sector governance issues, procurement expertise, and diplomatic skills to engage with stakeholders inside and outside the Bank.
Responsibilities
- Organize and deliver procurement services at the CMU independently under general direction of the Hub leader and procurement manager.
- Ensure appropriate fiduciary and quality controls, and consistent application and interpretation of policy in procurement decisions.
- Organize and conduct reviews of procurement aspects of Bank documents including Project Appraisal Documents, Legal Agreements, Quality Enhancement Review Documents, Development Policy Lending, Fiduciary Assessments and Board Papers requiring procurement input.
- Contribute to consistency in procurement approach across the region under guidance of the Accredited Practice Manager.
- Provide technical fiduciary advice on procurement activities and engage in policy dialogue to strengthen procurement systems.
- Support clients in achieving value for money in public procurement to enhance service delivery and development outcomes with integrity.
- Use analytical tools to understand procurement markets and define effective procurement strategies.
- Participate in missions and develop practical approaches to procurement addressing policy and operational issues.
- Prepare and comment on draft operational directives and policy papers; produce high quality procurement reports.
- Develop and execute training modules on sector related procurement topics.
- Help clients develop Project Procurement Strategy for Development (PPSD), conduct Fiduciary Assessments for PforRs, maintain procurement portfolio with quality and timely PRAMs and PPRs.
- Ensure use of electronic tools like Systematic Tracking of Exchanges in Procurement (STEP) to track client exchanges and fiduciary metrics.
- Design and deliver capacity building workshops for Bank staff, private sector and Borrowers staff.
- Provide Hands-on Expanded Implementation Support (HEIS) when requested by the Accredited Practice Manager in Pakistan or other countries in the region.
Requirements
- Advanced degree with a major in a relevant discipline (e.g. Engineering, Law, Procurement, Finance, Business or Commerce).
- Minimum of 5 years of experience as a Procurement Specialist or responsibilities with substantial procurement content.
- Knowledge of concepts, principles and practices governing international procurement, including Value for Money, sustainable procurement, strategic sourcing, market analysis, contract management, rated criteria.
- Experience in World Bank procurement procedures is a plus.
- Analytical skills to recognize patterns, extract conclusions and strategies from multiple information sources.
- Good understanding of risk management.
- Knowledge on institutions and procurement reforms in Borrower’s countries.
- Understanding of the World Bank’s business objectives, products, and project cycle.
- Excellent communication skills with ability to defend orally and in writing difficult issues and positions to Bank management, government officials, etc.
- High level of integrity and a sense of personal responsibility for achieving quality and timeliness in delivering the work program.
- Ability to function effectively and deal sensitively in multi-cultural environments and build effective relationships with clients and colleagues.
- Oral and written mastery of English is essential.
