Responsibilities
- Facilitate efficient and effective management and coordination of expertise to provide technical advice on sustainable, multi-sectoral, integrated national strategies, policies, interventions, and plans for communicable and non-communicable disease control.
- Recommend action plans for inclusion of disease prevention and control interventions across the life course and continuum of care.
- Coordinate adoption of norms, standards, guidelines and tools to support disease control projects implementation.
- Manage operational aspects of operational research, surveillance, epidemiology, and health surveys.
- Facilitate implementation of disease control projects including setting priorities, key performance targets, monitoring and evaluation of work plans, budgets, and team performance.
- Guide documentation and dissemination of best practices and partners' experiences.
- Analyze and evaluate data related to communicable and non-communicable diseases and outbreaks; identify disease sources and provide recommendations and reports on appropriate responses and preventative measures.
- Monitor national burden of communicable and non-communicable diseases through health information systems and research activities.
- Coordinate development or enhancement of information systems on diseases and monitoring progress towards universal health coverage.
- Serve as technical communication focal point with the public on communicable and non-communicable diseases; establish community outreach activities.
- Facilitate procurement of safe, efficacious and affordable medicines and technologies.
- Advocate, build and strengthen partnerships and networks to enhance multi-sectoral collaboration and mobilize resources for integrated disease prevention and control.
Requirements
- A university degree (bachelor's) in a relevant field such as public health, epidemiology, medicine, or statistics.
- Training or specialization in communicable diseases and noncommunicable diseases is desirable.
- A minimum of five years of work experience relevant to communicable and non-communicable diseases, focusing on disease investigation, surveillance and control, and developing strategies and action plans for capacity building and disease prevention programmes.
- Demonstrated professional experience providing technical services to national counterparts, ministries of health, and other partners on communicable disease related issues is desirable.
- Relevant work experience with WHO and/or UN agencies, health cluster partners, nongovernmental or humanitarian organizations is desirable.
- Some experience to have been obtained in an international context.
- Functional knowledge of transmissions, specialized methods of diagnosis, development and treatment of communicable diseases including malaria, TB, HIV infection and other communicable and noncommunicable diseases.
- Technical and programmatic knowledge of prevention and control of a range of communicable and/or noncommunicable diseases.
- Knowledge of district hospital care, universal health coverage, in-service and pre-service training, essential drugs for noncommunicable diseases, primary health care delivery systems.
- Expertise to strategically plan, coordinate and support implementation of health programme interventions.
- Knowledge of country situation in relation to communicable and noncommunicable diseases.
- Knowledge of WHO's policies, practices, guidelines and procedures in related disease control areas and ability to apply them in country office setting.
- Knowledge of health and safety regulations.
- Excellent analytical and organizational skills.
- Ability to develop and promote collaborative multi-sectoral partnerships and mobilize resources.
- Ability to provide clear advice and guidance to multiple stakeholders and partners.
- Expert knowledge of Portuguese is essential.
- Expert knowledge of English is desirable.
- Intermediate knowledge of French is desirable.
