National consultant to Develop Sierra Leone Health National Adaptation Plan (H-NAP)

The consultant will support the Ministry of Health of Sierra Leone to develop a Health National Adaptation Plan (H-NAP) for the health system to understand climate change impacts and identify resilience strategies. The role involves stakeholder consultations, field visits, drafting the H-NAP report, and presenting findings to WHO and national stakeholders.

Responsibilities

• Consult with key stakeholders, conduct literature review, and prepare inception report with methodology and work plan.
• Conduct field visits to health facilities to assess vulnerability to climate change and consult with stakeholders.
• Lead multi-sectoral consultations and workshops to consolidate findings and propose health sector interventions.
• Draft the Health National Adaptation Plan report including child-sensitive and gender-transformative assessments and costed action plan with monitoring and evaluation indicators.
• Present draft report to WHO technical team, Ministry of Health stakeholders, and partners; integrate feedback and conduct validation workshop.
• Finalize and submit the H-NAP report and supporting documents ready for printing with illustrations and data visualizations.

Requirements

• Masters Degree in Public Health, Environmental Health/ Sciences, Climate Science or equivalent.
• Additional postgraduate qualifications in Public Health, Environmental Health/Sciences, Climate Science, or related fields (desirable).
• At least 5 years’ experience in climate change and health environment sector, especially in similar or related works.
• Performed at least one Vulnerability & Adaptation (V&A) or Health National Adaptation Plan (H-NAP) for the health sector and/or at least two assignments related to climate change and health with proof.
• Experience working with health institutions regarding health and climate change adaptations is desirable.
• Technical knowledge of health linkages with climate change, social and environmental determinants of health, One Health and Planetary Health.
• Excellent interpersonal and communication skills.
• Experience in preparing technical documents for UN organizations/agencies or international institutions (desirable).
• Experience working in UN organizations/agencies or international institutions/health related ministry (desirable).
• Excellent interpersonal skills with ability to create team spirit, promote collaboration and foster open communication.
• Excellent knowledge of Microsoft applications (Excel, Word, PowerPoint) with emphasis on Excel or similar workbook application.
• Working proficiency in English (written, presentation and verbal communication skills).
