National Consultant – DHIS 2 Transition, Coaching and Supervision

The consultant will support the Department of Planning and Health Information (DPHI) in Cambodia to implement the transition to the DHIS2 health management information system, including coaching, supervision, reporting, and documentation activities. The role involves supporting the institutionalization of the new HMIS platform and contributing to digital health transformation efforts under the WHO GAVI innovation grant.

Responsibilities

• Support DPHI to effectively implement the workplan under the GAVI innovation grant to support rapid transition to the DHIS2 platform and improve use of data for action.
• Support tracking, reporting and documentation on HMIS transition activities.
• Create register of HMIS feedback and issues with actions and solutions and synthesize for after action review to inform system adjustments and job aides development.
• Support collection and organization of financial documents to reconcile coaching and supervision activity.
• Support user-centered design process for development of data use tools (dashboards).
• Support development of private sector HMIS form, orientation to Provincial Health Departments (PHD), and support roll out of trainings on the form.
• Develop user guides and job aide materials for DHIS2 use by HIS officers.
• Provide continued technical support to roll out as feedback is received from HIS officers.
• Participate in technical discussions on development of APIs for data integration between HMIS and other information systems.
• Report weekly to the Health Systems coordinator on activities conducted.
• Participate in internal meetings upon request.
• Prepare monthly activity reports.

Requirements

• First university degree (bachelor’s degree) in computer science and engineering or related field.
• Advanced university (master’s degree) in information technology engineering or related field is desirable.
• Minimum 7 years' work experience in health information systems development, information management and database development, and information communication technology.
• Experience in working with an international organization is desirable.
• Specific knowledge of the transition of the national health management information system to the DHIS2 platform in Cambodia is desirable.
• Experience with DHIS2 as a health management information system.
• Experience in the development of training materials, conducting training of trainers and mentoring staff on use of DHIS2.
• Strong reporting and communication skills.
• Advance written and spoken fluency in English and Khmer is essential.
• Proficiency in other local languages in Cambodia is desirable.
