The Data Management Officer supports the Ministry of Health and stakeholders in strengthening health information systems, supporting outbreak detection and response, data reporting and analysis, data quality, capacity building, and fostering coordination and partnerships in data management in Lesotho. The role involves enhancing data quality, integration of health data systems, and supporting timely and accurate data collection and analysis for public health decision-making.

Responsibilities

  • Support the One Health Sectors in Lesotho under the leadership of the Ministry of Health in strengthening the health information systems at the national and district levels maximising on the use of District Health Information System (DHIS2), Integrated Disease Surveillance and Response (IDSR), Electronic Register (eRegister).
  • Support integration of programme data systems and enhance interoperability of the systems within and across sectors.
  • Support integration/linkage of disease surveillance and climate change surveillance/data.
  • Enhance the use of case-based reporting under IDSR.
  • Generate regular (at least monthly) routine immunisation data and analyse the data for sharing with different administrative levels and relevant stakeholders.
  • Support efforts for building capacities of rapid response teams in developing and using data collection tools during investigation and response to outbreaks.
  • Support real-time data management during outbreaks and development of dashboards for sharing with different teams and relevant stakeholders.
  • Support outbreak response teams in developing situational reports.
  • Support statistical and epidemiological analysis of programmes and emergency events.
  • Support production of dashboards, data visualisations guided by the use of DHIS2 and other tools recommended by WHO.
  • Contribute in the production of regular public health bulletins.
  • Support the ministry in training Programme Managers, District Health Teams and Data Clerks on data management.
  • Provide supportive supervision and mentorship to programmes, districts and health facility staff on data management, data quality audits, assessments and reviews.

Requirements

  • First university degree in Public Health; Epidemiology; Statistics/Data Science; Health Information Systems Social Sciences, from an accredited/recognized institute.
  • An advanced university degree in Public Health; Epidemiology; Biostatistics/Data Science; Health Information Systems is desirable.
  • At least two years related experience in public health and/or managing health related data.
  • Experience in working with any UN agency or public health programmes outside government is desirable.
  • Experience in handling outbreak related data management or health systems data management is desirable.
  • Knowledge to support the planning, coordination, and implementation of health programme interventions.
  • Knowledge of Health and safety regulations.
  • Analytical and organizational skills.
  • Skills for engaging in collaborative multi-sectoral partnerships and with stakeholders and partners.
  • Expert knowledge of English.
  • Intermediate knowledge of Sesotho is desirable.
