Programme Associate (CP Management - Yangon SSA 6)

The Programme Associate provides specialized support and technical analyses to policy and programme activities to meet food assistance programme requirements. The role involves managing, planning, monitoring, and utilization of grants for Field Level Agreements (FLA) budget and Cash-based transfer, processing payments, and coordinating with various units to ensure effective programme implementation.

Responsibilities

• Provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance programme requirements.
• Coordinate with the SO Managers and Activity Managers in managing, planning, monitoring and utilization of grants for FLA budget and Cash-based transfer.
• Review and process the monthly CP payments based on the signed FLAs.
• Create and release service outline agreements (SOA) in WFP corporate financial system WINGS for the signed FLAs with cooperating partners (including cash-based transfer value, food distribution agreement and cash distribution agreement).
• Create and release Purchase Requests for Cash to beneficiary (PRCB), competitive services (PRCS) and coordinate with Procurement unit to create and changes of Purchase Order-Cash to beneficiary (POCB) and Purchase Order-competitive services (POCS). Request PR release from Finance Officer through WSS system.
• Create purchase order for food & cash distribution agreements (PODA) in WINGS for the signed Field Level Agreements (FLA) with cooperating partners.
• Create Down Payment and coordinate with Finance for cash replenishment for cash to beneficiary advance request endorsed by sub-offices.
• Perform timely recognition of expenses in WINGS for beneficiary’s cash collection with cash distribution records endorsed by field-offices.
• Perform timely recognition of expenses in WINGS for cooperating partners’ monthly distribution claims and process cooperating partners’ payment requests endorsed by field-offices in accordance with distribution records for both food and cash modalities.
• Maintain Field Support Unit files including CP payment document in compliance with standard filing procedure, update tracking and make available in commonly accessible team space.
• Take responsibility for the maintenance of set standard systems and database, to ensure information is accurate and readily available for the function.
• Provide the cash forecast to Finance on monthly basis and weekly basis for Cooperating Partners’ Cash to Beneficiary and food and cash operational cost under FLA.
• In close discussion with NGO Partnership Officer, review and update SOPs to update/streamline the procedures as per the recommended actions addressing the common mistakes and in line with the updated financial directives and coordination with functional units.
• Provide technical support and training to the WFP and CP staffs to ensure the understanding of WFP payment procedures for FLA.
• Participate in periodic spot check exercises.
• Review documentation, provide feedback and assist in reporting.
• Take responsibility to review the implementation of improvement plan within the business area of CBT and CP payment focal.

Requirements

• Completion of secondary school education.
• A post-secondary certificate in the related functional area.
• Six or more years of progressively responsible work experience in partnership, fund, and financial management.
• Has worked with technical teams (i.e., invoice tracking system, CP payment, CBT, etc.).
• Has contributed to implementation of programs.
• Has observed or assisted with policy discussions.
• Fluency in both spoken and written English and Myanmar.
