Monitoring and Evaluation Officer

The Monitoring and Evaluation Officer supports the development and implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on beneficiaries' lives and inform policy, strategy and programme design and implementation. The role includes coordinating monitoring activities, managing decentralized evaluations, supporting thematic/mid-term reviews, and building M&E capacity of WFP staff and partners.

Responsibilities

• Provide inputs to the development of Monitoring, Review and Evaluation plans aligned with WFP corporate standards.
• Budget for M&E costs and advocate for appropriate financial and human resourcing.
• Provide feedback on Regional Monitoring and Evaluation Strategies and support their operationalization.
• Contribute to evidence-based decision-making through accessible monitoring, review and evaluation findings.
• Support WFP Management in addressing recommendations from monitoring, reviews and evaluations.
• Build M&E capacity of WFP staff and partners through training and information sharing.
• Manage junior staff members and guide as required.
• Provide inputs to national government and inter-agency monitoring, reporting and evaluation frameworks.
• Integrate protection and gender perspectives in all areas of work.
• Support development of Theory of Change at CSP design stage.
• Ensure CO monitoring systems and tools comply with corporate standards.
• Draft regular monitoring reports and contribute to data analysis.
• Support mid-term and thematic reviews for internal learning and decision-making.
• Manage or support management of decentralized evaluations in line with WFP policies.
• Support centralized, joint UNDAF and donor-led evaluations.
• Lead design, planning and implementation of outcome monitoring plans.
• Design and oversee outcome data collection exercises including surveys and monitoring.
• Analyse outcome data using statistical methods and interpret findings.
• Ensure quality, integrity and traceability of outcome data applying quality assurance protocols.
• Prepare timely and accurate outcome reporting for corporate requirements.
• Translate outcome findings into actionable recommendations for programme design and adjustment.
• Provide technical guidance and quality oversight to field offices on outcome monitoring.
• Contribute to national capacity strengthening in food security and nutrition outcome measurement.
• Ensure outcome analysis integrates protection, gender, disability inclusion and accountability considerations.
• Coordinate with VAM, nutrition, programme and partnership units for coherence in analysis.
• Represent WFP in technical working groups and inter-agency assessment initiatives.
• Manage and supervise assigned staff providing coaching and performance oversight.
• Contribute to emergency preparedness and response by adapting outcome monitoring systems and analyzing shock effects.

Requirements

• Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.
• Minimum of three years of relevant professional work experience including monitoring and evaluation activities.
• Experience using a variety of quantitative and qualitative analytical tools and methods.
• Previous experience in humanitarian or development contexts.
• Fluency (level C) in French.
• Intermediate knowledge (level B) of English language.
