International Consultant, Programme and Policy Officer CSTII, Resilience

The consultant will provide strategic and technical guidance, support programme implementation and quality assurance, and contribute to the overall coordination and performance of WFP’s resilience portfolio across Chad. The role involves frequent field visits and collaboration with government, UN, and non-UN partners to strengthen resilience and climate adaptation interventions.

Responsibilities

• Formulate substantial parts of WFP-wide programme policies in line with organisational strategy and field realities.
• Oversee and coordinate the design and implementation of the integrated resilience programme fostering synergies between activities supporting people, communities, and systems to become more resilient to shocks.
• Provide technical support on livelihood assets creation, climate adaptation, food systems interventions, and foster programme synergies.
• Engage with government stakeholders and partners to support planning, formulation, and implementation of integrated resilience programmes.
• Identify and develop operational partnerships with governments, UN, NGOs, academia, and research institutions to improve resilience and livelihoods assistance.
• Provide advice and support to Country Offices delivering complex programme portfolios ensuring consistency with WFP policies and guidance.
• Provide technical advice on programme and policy issues including assessment, objectives, activities, transfer modalities, and innovative approaches.
• Assist senior stakeholders in identifying where food assistance can be effectively employed and support programme planning and implementation.
• Develop and maintain strategic partnerships to support advocacy and collaborative initiatives.
• Enhance WFP’s leadership status in forums related to food security, livelihoods, resilience, and humanitarian contexts.
• Advocate for resources for WFP resilience and climate projects and monitor resource situations including commodity and cash availability.
• Advise and support development of functional training to enhance capacity of WFP staff and partners.
• Lead, motivate and develop a substantive team to enable high performance.
• Ensure effective use of assigned financial resources within budget.
• Other duties as required.

Requirements

• Advanced University degree in Agriculture, Forestry, Rural development, Environmental Science, or First University Degree with additional years of related work experience and/or trainings/courses.
• At least 3 years of professional relevant experience with a master's degree or 5 years with a bachelor's degree or more relevant experience to the role.
• Working experience with government at national and sub-national level.
• Experience working with government agencies and capacity to engage with government counterparts.
• Experience with UN agencies, international organizations or NGOs.
• Experience in a Country Office or equivalent level position within technical area.
• Experience managing discussions with experts in resilience, livelihood and climate.
• Experience leading a programme team or a substantial component of a complex programme.
• Direct field experience of different resilience and livelihood programme approaches.
• Experience managing resilience programmes in the Sahel is an asset.
• Perfect command of the French language (written and oral) and able to work in English.
