See your match score & applyThe Support Services Manager is responsible for ensuring effective and efficient management of operational and support functions for UNOPS projects in Haiti, including financial oversight, procurement, human resources, administrative, and ICT services. The role supports project delivery by promoting operational excellence, accountability, and effective resource management in a dynamic and multicultural environment.
Responsibilities
- Manage the Operations/Support Services of the Office, including HR Management, Finance, Procurement, Logistical, Administrative and ICT Services to facilitate effective and consistent support service provision to projects and activities.
- Support the Country Manager in establishing management targets and monitor their achievement.
- Collaborate with colleagues to identify needs, determine costs, and proactively plan all Office support services.
- Monitor and supervise all aspects of operations to ensure compliance with UNOPS rules, regulations, policies, and standards of accountability, ethics and integrity.
- Ensure proper implementation of standards and operating procedures and drive timely improvements of operations.
- Act as focal point for internal/external audit exercises.
- Supervise security-related matters ensuring compliance with UNOPS security standards and procedures and implement the Business continuity plan.
- Provide assistance and support to project budget preparation, revisions and work planning.
- Provide input into early stages of project engagements and advice on goal setting, targets, performance standards, and monitoring tools.
- Supervise Office procurement processes including tendering, evaluation, supplier selection, and contract administration ensuring compliance with UNOPS procurement procedures.
- Oversee logistics of goods and equipment on project sites, vehicle pool management, and maintenance of equipment and building management activities.
- Support the Country Director in financial planning and budgeting, monitor expenditures, ensure compliance with financial rules and regulations, and supervise financial services.
- Oversee the Support Services HR Unit ensuring compliance with corporate HR policies and support recruitment, salary administration, performance review, training and development.
- Promote a learning culture and define training plans for personnel involved in support services.
- Manage administrative services including project administration, premises and asset management, organizational and personnel security, travel and IT.
- Maintain a secure and reliable ICT environment including disaster recovery planning and supervise the ICT Associate.
- Manage acquisition, maintenance, inventory, and protection of project and administrative facilities/assets including IT infrastructure.
- Identify opportunities to leverage IT to enhance business operations and knowledge management.
- Contribute to knowledge building and sharing regarding management and operations, synthesize lessons learnt and best practices, and support UNOPS knowledge management initiatives.
Requirements
- A Bachelor’s degree in Business Administration, Public Administration, Finance, Economics, Human Resources, or related field, combined with 7 years of relevant experience OR Master’s degree (or equivalent) in any of the above or related fields with 5 years of relevant experience is required.
- Previous professional experience in Haiti and/or the Latin America and the Caribbean (LCR) region is considered an asset.
- Previous experience working in hardship duty stations is highly desirable.
- A minimum of 5 and up to 7 years of experience (depending on the academic degree), with progressively increasing responsibilities in operations management in a large international organization.
- Some experience in the UN system organizations, preferably in a developing country, is desirable.
- Fluent proficiency in French and English is required.
- Fluent proficiency in Spanish is desirable.
