See your match score & applyThe Finance Manager independently manages and oversees project and office financial operations for UNOPS Ukraine and Eastern Europe MCO, ensuring compliance with UNOPS Financial Rules and Regulations, IPSAS standards, and donor requirements. The role leads financial teams, advises senior management, and strengthens financial management capacity across Ukraine, Moldova, and Poland.
Responsibilities
- Lead budget formulation, monitoring and revisions in line with UNOPS FRRs and project agreements
- Lead consolidated financial planning and forecasting for the MCO portfolio and management budget
- Provide management with timely analysis of portfolio financial performance
- Ensure sound financial planning and control including budget variance analyses and expenditure forecasts
- Implement internal control frameworks for payment processing and documentation
- Review and authorize budget revisions with proper documentation and approval
- Advise management on cost-efficiency measures and resource optimization
- Drive continuous improvement in budget management tools and reporting
- Oversee full cycle of project financial management ensuring accurate accounting and control
- Lead financial process mapping and development of SOPs
- Advise project management on financial strategy and risk mitigation
- Conduct financial forecasting and scenario analysis
- Identify and mitigate financial and operational risks
- Monitor financial exception reports and investigate anomalies
- Ensure compliance with UNOPS policies, audit standards, and IPSAS
- Support audits and implement audit recommendations
- Oversee cash management operations ensuring liquidity and accuracy
- Review cash positions and prepare cash flow forecasts
- Review or approve bank transfers and foreign exchange transactions
- Maintain relationships with local banks and ensure regulatory compliance
- Monitor operational advances, recoveries and petty cash accounts
- Conduct treasury analyses and forecasting
- Ensure accuracy and compliance of financial transactions, commitments and payments
- Review and approve payment requests with supporting documentation
- Maintain control of accounts receivable and payable
- Support expenditure control framework implementation
- Manage financial data quality and reconciliation
- Supervise timely accounts closure including accruals and adjusting entries
- Coordinate with HQ and Regional Office on payment and compliance issues
- Prepare and analyze financial reports for management and donors
- Support preparation of client financial statements and delivery reports
- Develop and maintain financial dashboards and reporting tools
- Contribute to annual financial closure process
- Provide financial input for strategic reports, audits and evaluations
- Lead or support audit recommendations implementation
- Advise project managers on donor financial requirements
- Provide expert guidance to finance teams ensuring compliance
- Review project agreements and budgets for cost attribution and recovery
- Conduct financial reviews to prevent financial losses
- Advise management on financial accountability and cost recovery
- Provide advisory support on operational advances and fund management
- Strengthen financial closure processes
- Provide financial input to new engagements including budgets and pricing
- Support training and knowledge sharing on finance topics
- Lead and supervise the Finance team including performance management and coaching
- Promote consistent application of financial policies and controls
- Foster collaboration between Finance, Programme, Project Management and support functions
Requirements
- Bachelor’s degree (or equivalent) in Finance, Accounting, Business Administration or related fields with 7 years of relevant experience OR Master’s degree (or equivalent) in any of the above or related fields with 5 years of relevant experience is required
- Professional certification in accounting (e.g., CPA, ACCA, CIMA) is desired
- A progressively responsible experience in financial management, accounting, or related fields
- Experience must include managing financial operations, budgeting, financial reporting, and ensuring compliance with financial regulations
- Experience supervising a team is required
- Experience with UN/UNOPS financial systems (e.g., OneUNOPS, SAP) is desired
- Experience in a humanitarian or development context is desired
- Fluent English language proficiency is required
- Fluent Ukrainian language proficiency is required
